SAN DIEGO (KGTV) -- Friday morning, SANDAG’s board will decide how to spend 0 million throughout San Diego County between roads, public transportation and other projects. According to a budget released by SANDAG, most of the funds will go towards transportation, not roads. The move has some throughout the county concerned that not enough will go toward roads in need of repair. “I'm pragmatic about it and I do worry about the fact that these tend to suck up all of the money and leave nothing left for highways,” said El Cajon Mayor Bill Wells.The concern comes after SANDAG announced “5 Big Moves.” The project focuses on the future of public transportation. Read all five points of the plan below: Complete CorridorsThe backbone of a complete transportation system that leverages technology, pricing, and connectivity to repurpose how both highways and local roads are used and managed. Complete Corridors would increase safety, capacity, and efficiency; provide dedicated space for high-speed transit and other pooled services; manage demand in real-time; and maximize use of existing roadways. Local roads are designed and operated to equally accommodate all users, including transit, cars, bikes, pedestrians, and commercial vehicles. Features may include dynamically managed curb space, transit amenities, bike facilities, pedestrian refuges, or smart intersection systems. Smart intersection systems would improve safety for all modes through use of sensors and alerts to vehicles and individuals, and could give transit priority treatments that make transit faster and more reliable. Wireless charging at parking facilities, intersections, and/or roadways will support future induction charging for zero-emission vehicles. Complete Corridors will provide connections to the Mobility Hubs network and infrastructure to support use of shared, on-demand Flexible Fleets. Transit LeapA complete network of high-capacity, high-speed, and high-frequency transit services that incorporates new transit modes and improves existing services. New high-speed services could include grade separated or tunneled services that span long segments with limited stops connecting major destinations. Potential improvements to existing transit lines include double or triple tracking, higher frequencies, dedicated lanes, and signal priorities managed through Complete Corridors. These routes will connect to Mobility Hubs and provide travelers a true alternative for traveling to work, home, and major destinations as fast or faster than driving. Transit services will feature better integration with other services for limited transfers with better timed connections, offer more individualized transit services, and transition to electric or alternative fuels to reduce greenhouse gas emissions.Mobility HubsPlaces of connectivity where a variety of travel options come together to deliver a seamless travel experience in the heart of the communities where people live, work, and play. Mobility Hubs surround high-speed transit in the Transit Leap and integrate with Complete Corridors to align with the network of smart, managed corridors. Supporting land uses that increase housing near transit and enhanced infrastructure for bikes and pedestrians will encourage more people to walk and/or bike. Flexible Fleets also are integrated and offer numerous shared mobility services that extend the reach to high-speed transit and improve access to an individual’s origin or destination. Hubs are customized based on the surrounding community’s transportation needs and include layers of features including shared mobility services, infrastructure improvements, ITS investments, and amenities. Flexible FleetsOn-demand, shared, electric vehicles that connect to transit within a Mobility Hub and provide users a convenient travel option between Mobility Hubs along the region’s network of Complete Corridors. Micromobility fleets range from shared bikes to shuttles and are supported by infrastructure and dedicated space provided in Complete Corridors. These diverse vehicle sizes and speeds provide personalized travel options for different types of trips and environments. Fleets will use a mobile app where users can plan, book, and pay for all their transportation services in one place. As technology evolves, driverless vehicle fleets will communicate to each other and surrounding infrastructure to make safe and timely connections. This includes transporting travelers and delivering commercial and retail goods.Next OSThe “brain” of the entire transportation system. The Next Operating System (Next OS) is an integrated platform that will make the above strategies work together by connecting users, transportation service providers, and infrastructure to orchestrate more efficient movement of people and goods. This holistic approach enables real-time data exchange for seamless multimodal travel, more accessible and cost-effective travel with a single payment and ticket, and dynamic pricing and incentives to balance network performance. This regional system manages supply and demand, drives system-wide optimization, and facilitates increased use of existing transportation systems to achieve desired goals around climate, environment, safety, and mobility.Specifics of SANDAG’s budget include million for new coaster trains, million for new trolleys, million for central transit hub. SAN DIEGO (KGTV) — Friends are expected to come together to remember the Navy sailor shot and killed while checking on an apparent stalled vehicle.A vigil for 21-year-old Curtis Adams will be held Saturday at Breakers Beach on Naval Station Coronado. Those attending will need valid military identification since the vigil is on-base.Adams was shot and killed on Interstate 15 near Mountain View in the early morning hours of Oct. 27. SAN DIEGO (KGTV) — Governor Gavin Newsom’s vaccine safety task force will have to work quickly once the FDA announces a decision on Pfizer’s COVID-19 vaccine candidate.The 11-member panel, officially called the Scientific Safety Review Workgroup, has been tasked with reviewing the safety and efficacy of vaccine trials and rendering a recommendation on their use in California.The workgroup has a difficult mission: review the data thoroughly enough to offer a recommendation independent from the FDA, but do it fast enough to avoid delaying distribution of the vaccine.Pfizer’s emergency use authorization application spans thousands of pages.The workgroup has already reviewed Pfizer’s early-stage clinical trial data from phases 1 and 2 and found no cause for concern, Governor Gavin Newsom said. They’re still waiting to get their hands on the all-important Phase 3 data, which included thousands of participants.Panel member Dr. Rodney Hood, the president of the Multicultural Health Foundation, acknowledged the task force will have to complete its review of the Phase 3 data “very, very quickly.” Dr. Hood is one of two members from the San Diego region, along with Dr. Mark Sawyer of Rady Children’s Hospital.“We certainly don't want to introduce any unnecessary delay in the vaccine being available to Californians,” Dr. Sawyer said.The FDA has scheduled a meeting of its vaccine advisory committee, known by its acronym VRBPAC (pronounced verb-pack), on Dec. 10. The agency said it will make Pfizer’s Phase 3 data available at least two days before that meeting.At the end of that meeting, a group of about 20 experts on the advisory committee will vote on whether to recommend emergency authorization of the vaccine. The FDA is expected to issue a decision shortly after, although the agency does not have to abide by the advisory committee’s recommendation.“The California committee is on notice to be ready for a meeting either later in the day on the 10th or on December 11,” said Dr. Sawyer.Dr. Sawyer was recently added to VRBPAC, so he will cast a vote on whether to recommend approval of the vaccine at the national level before participating in California’s process.“It is going to take a few days for the vaccine to really start flowing,” he said. “I don't think the [California] committee is going to introduce extra delay.”The California committee has promised to issue its decision within 24 hours of the FDA’s to avoid slowing down distribution, but that means the members may have as few as three days to review the safety and efficacy data.Federal regulators will spend about three weeks reviewing the thousands of pages of data submitted as part of Pfizer’s application. VRBPAC and the California Scientific Safety Review Workgroup will render decisions based on summaries prepared by the FDA, Dr. Sawyer said.Both doctors say they have confidence in the FDA’s process and acknowledge it would be very unlikely for the California workgroup to break with the agency’s recommendation. They said the mission of their review is to add an extra layer of verification after complaints the Trump administration was exercising political pressure on the FDA.“I think the governor foresaw that it was going to be very important that the general community accept these vaccines, assuming they're approved and are safe and effective, because otherwise we're not going to get out of this pandemic,” Dr. Sawyer said.The doctors say they want to make sure that community acceptance extends across all demographics, so they’ll be looking closely at the numbers to see if various ethnic or racial groups had different responses to the vaccine.Based on research on past vaccines, a differential response is not expected, Dr. Hood said. However, COVID-19 does strike Latinos and African-Americans more severely, making vaccine acceptance among minority communities all the more critical.“I want to look at the data, get an assessment of risk-benefit and the question I ask is, would I take it? Number one. Number two, if I would take it, would I recommend it to my family?” he said.The doctors said they will also closely examine reports of side effects.Early data suggests both Pfizer and Moderna’s candidates have somewhat harder-hitting side effects than the typical flu vaccine. Dr. Sawyer compared the side effects to the recent shingles vaccine.“Your arm hurts for a day or two. You may not feel well. You may feel a little bit under the weather for the first 24 hours. You could even have a mild fever or headache,” he said, noting those symptoms typically resolve within 24 to 48 hours based on the data available so far.“That's actually a good sign. You want that to happen,” he added.Those sorts of short-term side effects are signs the body is building a strong immune response. They’re evidence the vaccines work as well as advertised, but the doctors say they won’t know for certain until they review the final numbers. 4949

  

SAN DIEGO (KGTV) -- Harbor Police are investigating after a boat caught fire early Sunday morning in the San Diego Bay.The department tweeted around 5 a.m. about the fire at Marina Cortez.According to police, a good Samaritan helped put out the fire before units arrived on scene. The person was taken to the hospital with minor injuries.At this time, the cause of the fire is unknown. 393

  

SAN DIEGO (KGTV) -- Fire crews worked to put out large flames at a home on the 4400 block of Park Boulevard Friday night. A 10News viewer shared video showing flames engulfing the yard of the home in University Heights,  dangerously close to the pet grooming business next door.He told 10News people in the area broke the windows of the business to get to dogs inside, worried that the fire might spread to the business. Shortly before 10 p.m. crews were able to put out the flames. San Diego Gas and Electric crews were also on scene to turn off a small gas leak.   624
