Residents along the coast of New Jersey, New York and parts of New England were placed under a tropical storm watch Sunday as Hurricane Jose inches it way closer to the United States mainland. Meanwhile, a hurricane watch was issued for the US Virgin Islands as Maria became a hurricane Sunday evening. Hurricane Jose packed top sustained winds of 90 MPH as of early Sunday evening. The US Virgin Islands, which took a devastating hit from Hurricane Irma, is under a hurricane watch ahead of Hurricane Maria. Maria packed top winds of 75 MPH as of early Sunday evening. The hurricane is expected to strengthen into a Category 3 storm by Tuesday. President Donald Trump signed an executive order aimed at changing policing practices as weeks-long protests against police brutality continue to take place across the country.Trump signed the order Tuesday afternoon at an event at the White House Rose Garden.WHAT IS IN IT?Trump's encouraged police departments to update their training and enact higher standards. He is also encouraging departments to implement accreditation policies for officers.According to senior White House officials, who briefed reporters Monday by phone, the President will also recommend departments call upon social workers to team up with officers when they respond to a non-violent 911 call.Trump is also expected to encourage the formation of a nationwide database to track officers who may be fired from one department in an effort to prevent another department from hiring them.Advisers to the President said Monday the administration would enforce the order by prioritizing departments who adopt the President's recommendations when they apply for federal grants.WHAT IS NOT IN IT?Trump said Tuesday that his order would ban police chokeholds — but stopped short of banning them completely. He said chokeholds would still be permitted if an officer's life is in danger.The order also does not address no-knock warrants or the legal doctrine of "qualified immunity" which currently prohibits officers from being sued in civil court.CONGRESS TAKES ACTION NEXTCongress is expected to debate more consequential pieces of legislation in the coming weeks.While Trump has denounced the officers involved in the arrest and death of George Floyd, he's consistently backed efforts supportive of law enforcement, often declaring himself the president of "law and order." 1751

Research by the RAND Corporation American Life Panel found that Americans over the age of 30 have been drinking more alcohol in 2020 than they did a year ago.The journal Jama Network Open published the results Tuesday.Researchers surveyed more than 1,500 people between the ages of 30 and 80 in 2019 and 2020. They found a 14% increase in drinking during the pandemic.On average, alcohol was consumed one day more per month by 3-of-4 adults, researchers said.Researchers added that it's essential to watch for whether the increases in alcohol drinking continues over the pandemic, and whether it will lead to physical and mental health consequences. 657

RALEIGH, N.C. – The state of North Carolina has reported its first case of a dog testing positive for the novel coronavirus and the canine sadly died.The North Carolina Department of Health and Human Services (NCDHHS) says the dog’s owner brought it to the NC State Veterinary Hospital on Aug. 3 after it showed signs of respiratory distress earlier in the day. It then succumbed to its "acute illness."The owner told staff that a member of the family had previously tested positive for COVID-19 and later tested negative, according to NCDHHS.Officials say samples were then collected from the dog and tested for the SARS-CoV-2 virus. The tests later confirmed the pup was positive for the virus.A necropsy has been performed on the dog to try to determine the anima’s state of health at the time of the death and the cause of death, but the investigation in ongoing.“Based on the information available, the risk of animals spreading the virus to people is considered to be low,” said Dr. Carl Williams, State Public Health Veterinarian.NCDHHS says if pet owners are concerned about the health of their dogs, they should contact their veterinarian and discuss the symptoms before bringing them to the veterinarian office.The Centers for Disease Control and Prevention (CDC) says there currently is no evidence that pets play a significant role in spreading the coronavirus.“There is no indication at this time that dogs can transmit the virus to other animals, so there is no justification in taking measures against companion animals that may compromise their welfare,” said State Veterinarian Dr. Doug Meckes.The CDC says it’s still learning about the virus, but it appears that it can spread from people to animals in some situation, especially after close contact with a person with COVID-19. President Donald Trump says he has asked the SEC to study whether to stop requiring companies to report quarterly earnings.In speaking to business leaders, one told him a twice-a-year reporting system would allow companies the flexibility and cost savings companies need to "Make business (jobs) even better in the U.S." Trump tweeted Friday morning. Trump said he directed the SEC to look into a change in its requirements.Public companies must report their sales, profits and the state of the company's balance sheet every quarter. That has been required since the Securities Exchange Act of 1934, which was put in place to give more confidence and transparency to investors in the wake of the 1929 stock market crash. That act also created the SEC, which sets the regulations which govern those quarterly reports.Businesses have long complained that the reports require company executives to focus too much on the short term. Juicing numbers impresses investors, but it can force companies to miss out on long term trends. One of the reasons Tesla CEO Elon Musk wants to take his company private, he told his employees last week, was the way quarterly reports distort decisions at the company.President Barack Obama has also criticized quarterly reports.Speaking to the New York Review of Books in 2015, Obama said that he had talked to a large number of businesses executives who told him, "Because they've got quarterly reports to shareholders and if they've made a long-term investment that may pay off way down the line, or if they're paying their employees more now because they think it's going to help them retain high-quality employees, a lot of times they feel like they're going to get punished in the stock market.
