SAN DIEGO (KGTV) - The Downtown San Diego Partnership is relaunching a program to help businesses impacted by the COVID-19 pandemic.A new round of the organization's Downtown Loyalty program launches at noon on Tuesday. It allows people to buy discounted gift cards to some of downtown's most recognizable restaurants, coffee shops, retail, and services."It's a digital gift card sale," said Sarah Brothers, marketing and communications director for the Downtown San Diego Partnership. "So you're able to buy a gift card to your favorite downtown locations. And for every purchase, you get a free funded by philanthropy."It allows the customer to get more than what they paid for, and it's extra revenue for the business at the receiving end.The program is made possible through fundraising and donations.The first round of the Downtown Loyalty program's gift card sale sold out in four days when it launched in July. It provided nearly ,000 in direct revenue to struggling businesses in downtown San Diego. SAN DIEGO (KGTV) -- The California Department of Motor Vehicles announced new safety measures for its offices Thursday as the coronavirus pandemic continues across the state.Starting Thursday morning, every person who goes to a DMV location will get their temperature checked before they're allowed inside.Previously, only people getting in-car driving tests were subject to temperature checks.A DMV spokesperson told ABC 10News they'll follow CDC guidelines, only letting people inside if their temperature is below 100.4 degrees."We always follow the guidelines that are issued by the CDC," said DMV spokesperson Cynthia Moreno. "So, following their guidelines, we decided that it would be best to start taking the temperature of all of our customers and our employees to make sure that we follow the safety protocols."The temperature screening is in addition to safety measures already in place, which include mask requirements, social distancing, limited services available and hand-washing and sanitizing stations located throughout each field office.Because of all that, DMV officials say it's best to do as much as you can on the agency's website and avoid coming into the offices, if possible."We want to make sure the people who come to our offices feel safe," said Moreno. SAN DIEGO (KGTV) - The family of a man who was hit and killed by an Amtrak train Tuesday night is grieving and hoping he doesn't die in vain.Wentian He, 79, was walking across the train tracks toward the bus stop when he was hit and killed by an Amtrak train, according to his daughter Lilian Zheng. Zheng said her parents were on their way home from shopping.Wednesday, her mother was sobbing, saying she didn't want to live by herself.Zheng said her parents were married 54 years and she saw her dad as a healthy man, young and strong."He really enjoy[ed] learning the streets, the culture, how to behave in this foreign country. He worked really really hard," she said he was part of the Communist Army in China and it took him a while to get 'un-brainwashed'.Her parents emigrated to the U.S. in 2007 and she says they've been enjoying retirement, "They always together go out, they like to go to the senior center, because they can meet new people, they go to the flea market, or small shops so they can find unique stuff."Those trips, now cherished memories.Zheng hopes change can be made at the Washington Street station to protect people like her father. "The two tracks are so close they can cross, there is no [barrier] when Amtrak came, there should be a second gate," suggesting another barrier between the two sets of tracks."I feel life is so fragile, you know he's such a strong father and we've been depending on him," Zheng said tearfully, now they're leaning on each other.Zheng has a sister and niece in China.
