SAN DIEGO (KGTV) — Navy Region Southwest has a brand new, state of the art headquarters on land that was recently a barren lot, and they didn’t have to pay for it.The 15-acre plot sits on Pacific Highway near the USS Midway and has been owned by the Navy for about a hundred years. Navy Region Southwest Executive Director Joe Stuyvesant said it was once a hub for ships.“Ships would come in and refuel, replenish, resupply so it was mostly supply warehousing and things that were here,” he said.RELATED: Massive biotech hub planned for San Diego's waterfrontEventually, ships stopped coming to the area and instead stopped at other nearby bases. The warehouses that were built remained, and the Navy turned those into office buildings. Now, just one warehouse stands. This is the old building for Navy offices and will soon be torn down now that the new headquarters opened in October.Stuyvesant estimated the cost of their new building at around 5,000,000, explaining the deal they made so the Navy did not have to pay for the facility.“In return for leasing that land to the developer, they would build the Navy a new headquarters building,” he said.Manchester Financial Group signed a lease on the land in 2006, agreeing to fund the 17-story, 373,000-square-foot building. The inside of the building features historic Navy photos, offices, conference space, a gym for employees, and the oceanfront view. A restaurant for the public will also be added to the first floor.Construction on the new Navy facility started in 2018 and ended in 2020. Now, the last remaining warehouse that once housed the Navy offices is set to be torn down.“It really as underutilized and frankly not an attractive parcel to be really on the front doorstep of San Diego,” said Stuyvesant.Earlier in 2020, Manchester sold part of the lot to IQHQ, which is currently building a science hub. Manchester still holds part of the property and plans to build a hotel and plaza on that space.Stuyvesant said this deal is a win-win because the Navy got a new facility that they would not otherwise be able to fund, and the city will benefit from a nicer view and the taxes that come from the property.“The money that we have for facilities really needs to be focused on building piers, building electrical infrastructure, building hangars for the aircrafts, repairing runways,” said Stuyvesant. 2377

SAN DIEGO (KGTV) — Poway Unified School District has approved a plan for some students to return to in-person classes starting as soon as this month.The district's board on Thursday approved a phased reopening plan for elementary schools starting on Oct. 1, with the first group of schools opening with an AM/PM schedule.Abraxas High School will reopen with an A/B schedule on Oct. 8, and PUSD's remaining elementary schools will reopen with an AM/PM schedule on Oct. 12, according to the district.The board also approved resuming on-campus special education services and in-person instruction for small groups after Sept. 24.RELATED: San Diego County schools allowed to reopen for in-person learningAll students, from preschool through 12th grade, will be required to wear a mask when returning to campus. SAN DIEGO (KGTV) - Point Loma families fighting to preserve a makeshift bike track are up against another setback.The land is owned by the San Diego Housing Commission, which recently hired an independent firm to do a feasibility study of the property. The firm looked at traffic, environmental factors, and the impact on schools; ultimately concluding it's feasible to build on the site. "Definitely heartbroken, this is such a special spot for our community," said Darren Miller, who often brings his boys to ride on the track. But Rick Gentry, President and CEO of the San Diego Housing Commission, says it's their job to create as much affordable housing in the city as possible. There are currently 80,000 people waiting for a Section 8 Housing Voucher. "The neighbors don't like to see the neighborhoods change, but change is going to happen, growth is going to occur. San Diego now is not producing enough housing to keep up with the rate of growth of the population," said Gentry. Miller and other neighbors have serious concerns about building on the land. "I don't know if they're necessarily opposed to affordable housing, I think they're just opposed to more development in an area that's already over-developed. In addition to just being an open space, it's a wetland," said Miller. The Housing Commission will be seeking developers for the project. SAN DIEGO (KGTV) — More Southern Californians are electing to live with their parents today, San Diego was considered among the top spots where adults live with their parents, ranking 15 on the 50-city survey, according to a study by MagnifyMoney. In the San Diego metropolitan area, 19.7% of adults aged 25 to 40 live with their parents, the study claimed."While these factors might play some role, the reality for most adults ages 25 to 40 living with their parents is that they lack the money to move out and establish their own households. Some might be unemployed and looking for work, while some have left the labor force altogether," the study says. SAN DIEGO (KGTV) - National Guard troops have not been at the border for too long, but are already making their presence felt.Border Patrol officers last week arrested a 31-year-old woman on Interstate 15 they say was transporting 51 bundles of methamphetamine in her vehicle.The woman's vehicle was transported to a Border Patrol facility where agents continued searching the vehicle with the help of National Guardsman who have recently been deployed to the border.RELATED: Border Patrol officials discuss National Guard deployment to US-Mexico borderDuring the secondary search, agents initially did not locate any additional narcotics, officials said. Eventually, a National Guardsman found another 11 bundles of meth hidden deep within a door panel.In all, border agents discovered more than 68 pounds of meth valued at 6,000."Although the California National Guardsman have been on duty for only a couple of weeks, they have quickly fit in and are a great asset in assisting the Border Patrol to protect our communities," San Diego Sector Chief Patrol Agent Rodney Scott said.The woman has been turned over to Riverside County law enforcement and faces narcotics smuggling charges.RELATED: Thousands of kids a year migrate to the US alone.
