Shutoffs forced closures in seven districts including Alpine, Dehesa, Lakeside, Poway, and Cajon Valley.In Mira Mesa, winds toppled a tent that one restaurant had set up for outdoor dining. The owner of Golden Island Dim Sum and Asian Cuisine was left cleaning up the mangled mess Thursday morning in hopes of welcoming customers back later that day.In Julian, employees at the Villa Chardonnay Horses with Wings sent out a plea for help after their power was shut off.They have about 350 animals on their property including horses and dogs. Without a generator, they say they can’t give their animals any water.“We need electricity to pump the wells,” said Cindy Montgomery. “I've got a generator in the back of this car right now but it's a small one that will suffice for now, but we need an industrial size generator.”Montgomery says they have a solar-powered unit as a backup but it isn’t working.“There are no generators anywhere,” said colleague Billie Feldman. “We need an industrial size generator. Any help that we can get please let us know please contact us as soon as possible.”SDG&E says these are some of the strongest winds they’ve seen since they began installing their network of weather stations nearly a decade ago. SAN DIEGO (KGTV) – San Diego County officials say they are no longer accepting waiver applications from elementary schools looking to reopen for in-person learning.The county’s COVID-19 Education Sector Team made the announcement Tuesday, stating:“This decision is based on the fact that as of September 1, 2020, all TK-12 schools within San Diego County would be permitted to reopen for in-person instruction, if the county’s case rate remains below 100 per 100,000 population for 14 days after coming off the State’s Monitoring List. Today is day 7 of this 14-day period, therefore in one week, all TK-12 schools could be allowed to open for in-person instruction, if the school leadership chooses to do so. Therefore, our application waiver process will be suspended.”The suspension is effective immediately.As of Aug. 20, there were 27 local schools that were approved for waivers. 893

A simple majority vote is required for the approval of Measure E.Those in favor of the measure say passing it would, "revitalize the dilapidated Midway area, help struggling San Diegans get back to work, and create a vibrant neighborhood San Diego families can finally enjoy: a modern Sports Arena. Public parks. Affordable housing. Good paying jobs. Millions in funding for San Diego schools and overdue infrastructure repairs – without raising taxes."Those against the measure argue that, "if approved, would see an entire community within the coastal zone declared exempt from the 30-foot coastal zone height–limit law. The Midway-Pacific Highway Community Plan area includes Marine Corps Recruit Depot (MCRD), Midway, Sports Arena, and NAVWAR. SAN DIEGO (KGTV) -- San Diego City Council voted today on their intent to place a police reform measure on the November ballot.The resolution would create an independent commission on police practices in San Diego, if passed.“Today’s action is a big step in the right direction toward real accountability and transparency,” Council President Georgette Gómez said. “The Council's vote demonstrates our commitment to meaningful public-safety reform. In particular, I want to thank Councilmember Monica Montgomery for her leadership on this critical issue. I’m also grateful to Women Occupy San Diego, San Diegans for Justice, the ACLU of San Diego and Imperial Counties, Mid-City CAN, and the Earl B. Gilliam Bar Association for their passionate advocacy in moving this proposal forward.”If passed by voters, the initiative would dissolve existing review boards and replace it with a commission that would operate independently from the mayor and police department.The new commission would have full-time legal council and subpoena power to complete witness testimony and seek records, according to the City Council.Commissioners would also be appointed by the City Council.Barbara Bry released the following statement after the announcement: 1249

  

SAN DIEGO (KGTV) -- San Diego Fire Urban Search and Rescue task force is on their way to Hawaii to prepare for Hurricane Lane's landfall.The hurricane could bring as many as 20 inches of rain onshore and winds of more than 100 miles per hour.The search and rescue task force is traveling with 55,000 pounds of equipment, hoping to get ahead of the hurricane before it makes landfall.The crew will land in Kauai and then get deployed to wherever help is needed. For the first 72-hours, they must be completely self-sufficient, relying on MRE's and having enough water to survive.The team could be in Hawaii for as long as three weeks but it's expected they will return in 14 days. 692
