(KGTV) - Loved ones are mourning the COVID-related death of an Oceanside grandfather who worked security on the Sprinter train.Matthys Kemp, 67, first became sick around mid-September."A cough and fever. Just thought he was coming down with a bug," said daughter Rinali HillNot long after, his symptoms got worse. Hill says on September 20th, he ended up in the ER."They admitted him. He had double pneumonia and COVID," said Hill.After two weeks on oxygen, Kemp was placed on a ventilator and sedated. He developed a blood clot in his leg and kidney issues.On November 1, Kemp, a father of two and grandfather of three, passed away."Just glad he's not in pain anymore," said a tearful Hill.Hill says her father was kind, generous and well-liked."He definitely had a huge smile and huge heart for everybody," said Hill.Hill says Kemp worked with the North County Transit District for the past decade, including the last five years for the contractor that provides security on the Sprinter train."He loved his job. Felt like he had a purpose, showing up every day in his vest. Felt like it was his Superman cape. Took pride in getting people to their destinations," said Hill.Hill isn't sure where her father contracted the virus, but says he was diligent about wearing a mask at work.His long-held wish, known to his family for years, was to have his body donated to science. Hill says when she reached out to local research facilities, they say it wouldn't be possible because of his COVID-19 diagnosis."That’s what he wanted and unfortunately we couldn’t do that for him," said Hill.Hill is now sharing her father's story, urging others to take precautions."Please wear a mask ... This virus can leave behind a family that can’t say goodbye in person, couldn't get hold their hand. Only a handful of countries are allowing Americans in without restrictions, and the U.S. State Department is urging all Americans to avoid international travel due to COVID-19. For those who still want to go abroad, things will likely look very different.Carol Bryant, a travel advisor, just returned from a trip to Mexico.“I went for a few reasons. One, because I love it down there. I've been going there for years,” Bryant said. “I also wanted to see what it was like, so I could tell people what my experience was.”Mexico is one of the few countries currently allowing Americans in without restrictions.“I felt safer there than I feel here," Bryant said. "I think it was a much more consistent enforcement. My feeling is this isn't going away anytime soon and we need to find a way to live with it.”Each country is responding differently to American visitors.“There is a ban on Americans traveling to any of the countries in the Schengen area so that does leave Ireland and Britain open as far as European countries go,” Hannah Oreskovich, a travel influencer and marketing consultant, said.Since COVID-19 started spreading, she hasn’t traveled outside the U.S.“There’s definitely some countries who are taking advantage of those opportunities right now who probably need the tourism,” Oreskovich explained.The airline Emirates is a prime example, recently announcing passengers will receive free COVID-19 insurance. This could include medical expenses and quarantine costs. But countries change their rules about who is allowed in, and who must quarantine upon arrival, depending on case numbers.“Their numbers look good so they loosen things. Their numbers start to go up, they tighten it down,” Bryant said.“Lots of what I’m seeing, you have to test before you go and test when you get there and you're still quarantining maybe,” Sherry Ott, a travel blogger, said. ”They have to have a way to be able to check people in quarantine.” Ott is talking about Ireland, a country allowing Americans in with restrictions. One of those restrictions includes being in self-quarantine for two weeks upon arrival.“They haven't been checking it very much, so it hasn't been really as effective as they would've liked it to be,” said Ott, who has been a travel blogger since 2006. “There is a wide range," said Bryant of international restrictions. "Bahamas recently was going to start letting people in, and then they said, 'We will let you in, but you have to stay in a government-run facility at your own expense. Different countries are doing different things, but it changes all the time.”So, how do you plan a trip if rules change daily?“Get travel insurance that lets you cancel for any reason. Any reason,” Bryant suggested. “This is not the time to shop deals.”Ott said international travel will look different moving forward. “It’s going to be a lot less, a lot more self-guided tours. (KGTV) - For the first time, the embattled founder of a North County nonprofit Mustang horse rescue is speaking on camera with 10News about accusations that she stole crucial donations from the rescue. 10News aired its initial report two weeks ago. At the time, Equinox Horse Rescue founder Sandrine Linglet declined to comment or offer a statement. She has since changed her mind. 10News investigative reporter Jennifer Kastner met with her this Monday.“I have nothing to hide. Nothing,” she told 10News. Linglet is facing allegations in civil court that she suddenly walked away from the nonprofit with most everything the horses needed to survive. “You've been accused of stealing from the charity's funds. Is that true?” we ask. “No. No, it's not,” she replies.Equinox’s new president is Scott Rehn. He was interviewed in 10News’ initial report, where he admitted that he believed Linglet was hiding information after her sudden resignation. He believes that her actions substantially interfered with the nonprofit's ability to conduct day-to-day operations.Equinox is suing her, accusing her, in part, of conversion by taking the charity’s property and donations for her own use. The lawsuit claims that items she kept for personal use include bank statements, tax records, horse titles, a horse trailer, PayPal account information, website information, donated apparel, saddles, bridles, blankets and so on. “She shut down the social media [accounts] immediately. She shut down the website. Those are all the main source of funds to pay for the vet visits, to pay for the hay, to pay for anything and everything these horses need,” added Rehn in our initial story.“I have proof that the rest of the money is [in] my attorney's trust fund. I have a cashier's check to prove that. I have never [taken] a dime,” she tells 10News. She shared with us a copy of what appears to be that check, along with a Facebook message she sent that appears to show that she turned over the rescue’s website password information. Linglet also showed us other documents to aid in her defense, like a copy of the title to a horse trailer that she says proves that the trailer is hers.Linglet tells 10News that she had resigned from Equinox because of threats, insults and hostility from Rehn and his wife, Jennifer. As an example, she says that Jennifer Rehn would use her index and thumb fingers to mimic a gun and shoot it at Linglet when she’d see her in the neighborhood.Linglet explains that she didn’t show up on the date she had planned to return some of the nonprofit’s items because she retained counsel. She says her counsel advised her against going to the meeting to hand everything over. She adds, “My attorney told me, ‘You're not going anywhere. Now you're represented.’”All of Equinox’s horses were eventually taken in by another local nonprofit, ResQue Ranch in Escondido. Ranch manager Michelle Bearer says there was a red flag when she met Rehn.“He kept telling us that he would require 0 for legal fees and I said, “It's not our business to pay for legal fees. We're in the rescue business.’”Linglet says there was another red flag. She shared a bank statement. It shows that after she resigned, three payments of 0 were transferred from the nonprofit to Pacific Suncoast Management, Rehn’s wife's personal company. Rehn later explained to 10News that the transfer was the only way that the nonprofit could immediately access resources to pay for the feed and stable rent, and it was all done legitimately and with the oversight of their attorney.As for the Bearer's claim that Rehn demanded money for legal fees, Rehn clarified that the nonprofit was in dire straits and it was never a demand.He and his wife also deny that they ever made violent threats against Linglet.“They must be really sad in their own life to ruin someone else's life, someone else's legacy and dream,” Linglet adds.Linglet filed a motion to dismiss the case against her. OCEANSIDE, Calif. (KGTV) -  A group called "Take Back Oceanside" with some 300 members strong is vowing the clean up the filth and violence they say has crept into their neighborhood along the San Luis Rey riverbed.Organizer Drew Andrioff says the crime is out of control."We believe other coastal communities are giving the transients bus and train tickets here, and the city is limited in what they can do. It's gotten so bad no one wants to take their kids out. Police don't come down here after dark because the camps have traps....trip wires and sharp bamboo," said Andrioff.Police estimate nearly 500 homeless people are living along the riverbank.  The Oceanside Police Department has made over 1,000 arrests in that area since the first of the year.Lifelong Oceanside resident Donna McGinty says the crime is seeping into the city."Every atrocity imaginable is happening down there.  Prostitution is rampant.  The transient groups have their own little government down there and it's well organized," she said.Pictures taken by the neighborhood group show used needles, hundreds of shopping carts, heaping trash, a machete, and a polluted river. The group plans to attend the Oceanside City Council meeting on October 17 to ask for help. 1283
