SAN DIEGO (KGTV) – San Diego State University resumed some in-person classes Monday, allowing several thousand students to come back to campus.Monday was the first time students were allowed at school since in-person classes were suspended in September due to the rising number of reported positive COVID-19 cases, both on and off campus.SDSU fine arts graduate student Naomi Chicoine has been taking classes almost entirely online this semester because of the outbreaks on and off campus.She said, "The hardest part is not knowing what's going to happen next. Are we going to be able to stay on campus or not?”The school has nearly 1,200 cases since school started in late August. At one point, the case numbers were high enough to put San Diego County at risk of being knocked out of the state of California’s red tier and into the stricter purple tier.Students are now being asked to do self-assessments and stay home if they're feeling sick.Before they go into a class, students get their temperature checked at one of two kiosks on campus. A device scans their temperature, then displays green or red, indicating if they are fever-free.Students get a wristband if they're cleared, which is date-stamped, and it allows them to go to class. The process takes less than a minute and saves professors from having to scan students themselves.Everyone coming onto campus for class -- students and staff -- is also required to get tested at least every 14 days.The school is also promising to strictly enforce mask and social distancing compliance. Classes are limited to mostly those required by students for graduation, around 3,000 students per week who will come to campus.The California State University system has also expanded SDSU's ability to enforce policies. SAN DIEGO (KGTV) - San Diego-based U.S. Border Patrol agents arrested a sex offender and stopped smuggling at sea over the holiday weekend, Customs and Border Patrol officials announced Thursday. Agents spotted a man in East San Diego County about six miles north of the U.S.-Mexico border at 12:30 a.m. on July 6. The 53-year-old Honduran national did not have any documents verifying his residency, officials said. Agents took the unidentified Honduran man to a station for processing. They discovered he had been convicted of sexually assaulting a child and sentenced to prison in New Hampshire in 2008, according to the CBP. The man will be processed for illegal re-entry after removal, officials said. A U.S. Coast Guard cutter made the second significant arrest of the holiday weekend, officials said. The crew intercepted a boat off Point Loma the evening of July 7. Although it appeared to have one person on board, Coast Guard crew members found an additional 12 people suspected of trying to enter the U.S. illegally, officials reported. The group taken into custody included nine men and two women from Mexico, and a Salvadoran man and woman. SAN DIEGO (KGTV) - San Diego workers are now checking the more than 250,000 water meters across the city to make sure families are billed accurately.The city announced earlier this month that it overcharged hundreds of families in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasqutios and Carmel Valley. There's now a full city audit of the water billing department, and the department itself is checking the meters independently.RELATED: San Diego to expand audit of water billing overchargesSan Diegans have complained to 10News for months about spiking water bills, with little to no help or explanation from the city. Some have even questioned whether their meter is read - given that it's often covered in dirt. Terri Mitchell, who lives near Oak Park, said she raised concerns to one meter reader recently over his workload."He says i'm going to have to dig here, I've got like 400 more meters," she said.RELATED: Dozens of San Diegans come forward with high water billsThe city invited 10News to join one of its meter readers as he checked meters in Rancho Bernardo on Friday. The city wanted to show that there is a system in place to read the meters, since people were questioning the validity of their water bills and whether their meters are even read. "A lot of customers sometimes feel that since they can't see the meter, that we're not reading it," said Steven Broyles, who has read water meters for the city for 18 years.Armed with a pick and a handheld computer, Broyles opened a handful of meter caps along Madrigal Road in Rancho Bernardo, as part of his day to read 500 meters.RELATED: City of San Diego finds 343 water customers were overchargedSome weren't easy to see. Broyles used the pick to scrape dirt off of one meter, and also looked closely at another that had scratches over where the numbers are visible. SAN DIEGO (KGTV) — San Diego Zoo's 7-month-old endangered Matschie’s tree kangaroo has finally emerged from her mother's pouch. The young "joey" has not been named, but is beginning to spend more time outside her mom, Polly, according to zoo officials.“The joey, right now, cannot get enough things in her mouth,” said Breanne Barney, keeper at the San Diego Zoo Safari Park. “She’s constantly trying to eat leaves, greens, various vegetables, corn—even chewing on moms’ ears, tail, hands and feet!”The little kangaroo doesn't stray far from her mom though, as she learns to climb and maneuver outside of the pouch, the zoo says.Matschie’s tree kangaroos have an estimated gestation period of about 45 days and are about the size of a jelly bean when born. Once born, they crawl back into their mom's pouch and attach to a nipple to gain nourishment and grow. Tree kangaroos remain in the pouch for a few months.“Polly is an excellent mother, and consistently grooming her little one,” Barney said. “Due to their small population numbers, this joey provides a spark of hope for the future of this species.”The kangaroos are listed as endangered on the International Union for Conservation of Nature's list of threatened species. There are less than 2,500 of the kangaroos in their native habitats of Papua New Guinea and the Huon Peninsula.Unfortunately, they are hunted by humans for food and trade, according to the zoo.
