A backpack holding an incendiary device and items that could be used for an abduction were beneath the car in which a retired administrator was found stabbed to death on the campus of California State University Fullerton, authorities said Monday.The victim was identified by Fullerton police as Steven Shek Keung Chan, 57, of Hacienda Heights. He'd retired from the school but worked at the international student affairs office as a consultant, officials said.His body was found with multiple stab wounds inside the vehicle in a campus parking lot, police said. He was pronounced dead at the scene."Investigators now believe the victim was targeted based on their investigation," Fullerton police said in a statement.Police are looking for the attacker, who is described as a man in his mid-20s with black hair, wearing a black shirt and black pants.The backpack was left by Chan's assailant, said Fullerton police Lt. Jon Radus. The city's police force is leading the investigation. No motive was disclosed.The Orange County Sheriff's Department bomb squad found the backpack, Radus said. There is no known threat to the community, he said.Police were on campus attending an active shooter filming, which was later canceled, police said.President Fram Virjee called the killing a "tragic and senseless attack," in a letter to the school community."He was beloved for his commitment to and passion for both Cal State Fullerton and our Titan Family," Virjee said of the slain teacher in his letter.Chan had retired as a budget director in 2017 and returned early in 2019 to work as a consultant, the letter said.Monday marked the first day of the 2019-2020 academic year. (CNN) — Responding to customers' demands, Whole Foods is ramping up its war on disposable plastic.The Amazon-owned company announced Monday that will stop offering plastic straws across all of its 500 stores in the United States, the United Kingdom and Canada. Whole Foods claims it's the first national grocery chain to make the environmentally friendly move.The company currently offers plastic straws to customers at its juice and coffee bars, as well at its cafes. It will start offering paper straws beginning in July. Plastic straws will still be available for customers with disabilities, upon request.Whole Foods will also reduce its plastic usage in other parts of the store. It will also offer smaller plastic bags in the produce department and will start using new bags for its rotisserie chickens that use 70% less plastic than the hard plastic cases they will replace."We recognize that single-use plastics are a concern for many of our customers, Team Members and suppliers, and we're proud of these packaging changes, which will eliminate an estimated 800,000 pounds of plastics annually," Whole Foods' chief merchandising officer AC Gallo said in a statement.The company stopped offering disposable plastic bags in 2008. A 4-year-old girl and four family members are recovering after a bobcat attack on Mt. Graham. Two campgrounds are closed with Arizona Game and Fish trying to catch and kill the cat they suspect has rabies. Has more on what officials are calling an extreme and bizarre animal attack. Game and Fish says they won't know for sure until they catch and test the animal, but this is simply not the behavior of a healthy bobcat. They say it needs to be destroyed. “The behavior is extreme by any reasonable standard. This is not someone coming across a bobcat and quickly being bit and the bobcat running off, this is sustained attacks on human beings,” said Arizona Game and Fish Spokesperson Mark Hart. The Family camping on Mt. Graham survived a traumatic experience Sunday. “A year-old girl ran behind the tent, her mother heard screaming, and they came around the tent to see she was being attacked by a bobcat, on the ground bitten at least once in the head.”The girl's father, two uncles, and a teenage girl came to her aid and the bobcat attacked them too. Hart says mountain lions can target children, but a healthy bobcat never would. “A bobcat is going to be more interested in an antelope squirrel or a rodent, not a human being it’s too big, the child was bigger than the bobcat.”The girl was treated for rabies exposure at a nearby hospital. Her family needed to go to two other hospitals to get the vaccine. All have been released. “Once symptoms onset rabies is almost always fatal. If you are exhibiting symptoms the vaccine won't work but if you get it before symptoms onset your life will be saved.”Shannon and Snow Flat campgrounds have been closed to the public. “We are on scene today setting traps and using predator calls in an attempt to lure the bobcat in, it has to be destroyed.”Hart says rabies are more common in foxes, bats, and skunks but the disease can be spread to other animals. A federal judge in California ruled against the Trump administration on Friday in two different cases, ultimately preventing .5 billion in federal funds from being used for a border wall in portions of California, New Mexico, Texas and Arizona.In the first case, US District Court for Northern California ruled in favor of a challenge to President Donald Trump's attempt to move billions from the Defense Department budget toward building a border wall in El Centro, California, and New Mexico.Trump's move was done as part of his national emergency declaration in February. California Attorney General Xavier Becerra filed the lawsuit, joined by 16 states, soon afterward.Becerra celebrated the ruling Friday, which he said permanently stops the administration from proceeding with construction on the wall."These rulings critically stop President Trump's illegal money grab to divert .5 billion of unauthorized funding for his pet project," Becerra said. "All President Trump has succeeded in building is a constitutional crisis, threatening immediate harm to our state. President Trump said he didn't have to do this and that he would be unsuccessful in court.
