SAN DIEGO (KGTV) -- Former San Diego deputy Richard Fischer has been released from jail months after being sentenced to nearly four years in jail after pleading guilty to multiple assault charges. According to the San Diego County Sheriff's Department, Fischer was released earlier in May on custody credits. "On May 15, 2020 the San Diego County Sheriff's Department received an order from the Superior Court setting forth the custody credits for Richard Fischer," the department said. Fischer was sentenced to 44 months in jail in December of 2019, followed by 16 months of post-release supervision after pleading guilty to four felony counts of assault under the color of authority, two misdemeanor counts of assault under the color of authority, and one misdemeanor count of false imprisonment. The charges stemmed from attacks on 16 women, City News Service previously reported. Fischer was accused of assaulting women while on duty between 2015 and 2017. The victims said Fischer groped, hugged or tried to kiss them. Fischer originally faced 20 felony and misdemeanor charges. Surveillance video shows two women entering Courtesy Liquor and Deli. Ballo says the two women asked about his day and browsed the store. They asked about prices, pulling out inexpensive options and put them back on the shelf.A few minutes later, one of the two grabs a 0 bottle of Johnnie Walker Scotch Whisky. At the checkout, one of women is seen walking out. The other woman waits. He grabs at the bottle, in the hands of a woman in the back. With the truck on the move, he's struck in the head with the bottle. A man in the passenger seat punches him in the face, before Ballo finally jump off, allowing the truck to speed off."We work hard for this money, got a big family. It's not easy to let people steal from you," said Ballo.Ballo says the three he saw are part of a ring of at least eight thieves that have stolen pricey liquor from the Vons store next door, repeatedly for the past six months. He says the same two women were recorded stealing from Vons this weekend. SAN DIEGO (KGTV) - Homeless encampments have moved into the site of previous fires in University heights, sparking more fire concerns.March 2018. Amid a firefight along Highway 163, bystanders on the Vermont Street Bridge looking on soon after the flames spark. Fire crews would put out that fire without any major damage. Months later, a smaller fire erupted in the same area, near another encampment. Marybeth Chruden and the University Heights Community Association organized a petition drive, leading the San Diego City Council to approve more than a million dollars for canyon abatements across the city, including one at the University Heights site in July.In the past few weeks, that site looked a lot different."Shocked, but in a way, not surprised," said Chruden.Chruden's group posted photos on their Facebook page of homeless encampments and the surrounding mess."It shows they are very comfortable, out in the open ... We see people smoking and little campfires down there. The fire danger still high with dry materials in that canyon," said Chruden.Chruden says after several requests on the city's 'Get It Done' app, crews cleared out the area Wednesday morning, except for one mattress. The problem? She expects the homeless to move back in soon."Maybe tonight, in three days or four days. SAN DIEGO (KGTV) — Four rescued sea lion pups and a northern fur seal were released back into the ocean after rehabilitating at SeaWorld.The fur seal was rescued on Mission Beach on Dec. 30, 2019, and the four sea lion pups came into SeaWorld's care over the past two months. All the animals were malnourished and dehydrated, animal care experts said.During their rehabilitation, the animals doubled in weight and were given a clean bill of health by SeaWorld veterinarians. The animals' care givers also made sure the animals could demonstrate they were able to fend for themselves before they were returned to the sea.RELATED: SeaWorld sees high number of sea lion rescuesSeaWorld released the five animals about five miles west of Scripps Pier near La Jolla.Last month, the park released another four sea lions who were under their care back into the ocean.Since the start of 2020, SeaWorld says it has rescued nearly 20 sea lions and seals.SeaWorld told 10News in January that rescuers have seen an unusually large number — about three times the normal amount — of sea lion rescues this winter."The winter storms may be pushing schools of fish out further than seal lion pups can get to.
