(CNS) -- Police Friday announced the arrest of a 54-year-old Poway man on suspicion of killing a young woman in Carlsbad 33 years ago.James Charles Kingery was arrested Wednesday in connection with the sexual assault and murder of 26-year-old Julia Hernandez-Santiago, whose body was found on Oct. 10, 1987, on an ivy-covered embankment in the 2100 block of Alga Road, west of Alicante Road, Carlsbad police spokesman Jodee Reyes said.The San Diego County Medical Examiner's Office determined the cause of death was asphyxiation due to strangulation."Investigators were able to recover several pieces of key evidence at the time; however, a suspect was never identified," Reyes said.Over the next three decades, detectives continued to follow leads and technology eventually helped reveal new investigative angles to probe.Last March, San Diego County sheriff's deputies arrested a man on narcotics and weapons violations and took a DNA sample from him, as required by law based on his alleged offenses, Reyes said. Last May, the sheriff's crime lab notified Carlsbad police that the DNA samples from the 1987 murder case were a match for Kingery.Kingery was booked into the San Diego Central jail around 12:30 p.m. Wednesday on suspicion of murder, according to jail records. He was being held without bail pending his arraignment, scheduled for July 31.A motive for the killing has not been disclosed. 1428

Chad Daybell was arrested Tuesday after investigators recovered what they believe are human remains on his property.A search warrant was executed at his home in Salem, Idaho Tuesday morning in connection to the search for two missing children — his 7-year-old stepson Joshua "JJ" Vallow and 17-year-old stepdaughter Tylee Ryan.The remains have not been identified.Police took Daybell into custody about a mile from his home as numerous police officers and FBI agents served the search warrant. He was booked into the Fremont County Jail several hours later. Specific charges were not disclosed, but authorities did say they were felony charges and that he was being held with no bond.East Idaho News reports Daybell's car was stopped about a mile from his home and police took him into custody.According to a news release from the Rexburg Police Department, its officers, with the assistance of the FBI and the Fremont County Sheriff’s Office, served the search warrant around 7 a.m. Tuesday.FBI Public Affairs Specialist for the Salt Lake office, Sandra Barker, has confirmed that the FBI is assisting with the search warrant.She told CourtTV there are about 20 FBI personnel on scene helping, including agents and support staff.The warrant is sealed, meaning that the information is only available to law enforcement officers working on this case.Numerous roads around the home are closed and drivers are being re-routed.Chad and Lori Vallow Daybell were found living in Hawaii in January. Kaua'i Police and Rexburg Police served search warrants there on January 25.Lori Vallow Daybell was arrested on February 20, and has been in an Idaho jail ever since, despite several attempts to lower her bail.Chad Daybell married Lori Vallow not long after his wife, Tammy, died of reported natural causes.The Idaho Attorney General is investigating possible murder and conspiracy in her death.This is not the first time the Salem home has been searched by law enforcement officials. 1984

One business owner in Carlsbad said she had to fork up more than ,500 to provide outdoor dining."They said your option is to pay this or you don't get to go outside," said Annie Rammel, owner of Oak + Elixir in the Carlsbad Village.The City of Carlsbad charges 1 for businesses to move onto sidewalks, but it wasn't that simple for Rammel."We were told that the fee would be 1. That's doable for us; we were willing to spend the money to build a beautiful patio where people felt safe."Rammel said she needed to expand into public street parking spaces to make outdoor dining work because there wasn't enough space on the sidewalk. She saw other cities across the county moving quickly to offer low cost or no cost permits for businesses to do the same. She was hoping Carlsbad would follow suit.The Carlsbad City Council voted to approve moving into public spaces on July 28, and Rammel got a permit days later. That came after four weeks of being shut down and working with the city to find a solution."We didn’t want to just put tables on the concrete that are in parking spots next to cars driving by," she said. "We wanted to create a safe space for customers to feel like they could come in relax."Then, the unexpected happened."We got a phone call from the city saying that we actually needed to pay ,500," she said.The city is charging ,200 per parking space plus extra fees. Rammel requested to utilize four spaces."The fee for a curb café is 1 but also includes ,200 per parking space into a fund that is used to create new parking to compensate for the loss of the parking that is converted into a dining area," said David Graham, the Director of Economic Development and Innovation for the City of Carlsbad. "Allowing one business to remove parking means the loss of convenient parking that the nearby shops, restaurants, offices, and personal care services rely upon to draw customers."Despite the circumstances, Rammel got the permit to use four parking spots and built a deck."I begged and pleaded, 'please can we get a prorated amount, can we do month to month, is there any way you can work with us because you are depleting our cash flow at a time where we desperately need cash flow to survive this,'" she said.She paid the fees in full and spent an additional ,000 to have the temporary deck built."When Governor Newsom tells us we can go back inside, we have to tear it down," she said. "We don't get to keep it."The painful costs during an already difficult time were the only solution to keeping way Rammel's business running."We had to pull that ,500 from our savings," she said. "If we're not serving customers, we're not making profits, and we cannot pay our bills."She said leaders from other cities in the county that have waived permitting costs have personally reached out to her to show support.There may be some hope left."We understand that these are not normal times. So, when Oak + Elixer raised the issue of the total cost of the fee due to the ,200 per stall payment into the parking fund, we started working on options. Whether or not that would include retroactivity for those who have already paid will be evaluated," said Graham."On Monday, August 10, we will bring a discussion of any fees associated with an outdoor business operation on public property like sidewalks and streetlights to the city's subcommittee on COVID-19 economic revitalization.""I'm in a big hole, and I've gotta dig myself out of that hole, and I'm not giving up," said Rammel. "We're requesting that the city reimburse us that money, so we have that cash flow." 3742

CAMP PENDLETON, Calif. (KGTV) — A large plume of smoke could be seen over Camp Pendleton on Wednesday, as fire crews battled the De Luz Fire.The fire was reported just before 1:30 p.m. on the west side of De Luz Road, according to Camp Pendleton officials. It wasn't clear how large the fire was at the time, but officials say there was a threat to structures and precautionary evacuations were taking place for De Luz Housing and surrounding buildings, including the CDC, school, and NCIS locations. An evacuation location was set up at Paige Field House.Just before 2:30 p.m., officials said the fire's forward progress had been stopped.Officials cautioned that smoke can be seen in the surrounding area.10News is monitoring this breaking news. 754
