SAN DIEGO (KGTV) — COVID-19 related hospitalizations are on the rise in San Diego County and some healthcare workers are worried we will continue to see a significant increase over the next several weeks to months.“We’re actually seeing significant increases,” said Dr. Ghazala Sharieff, Scripps Health Chief Medical Officer for Clinical Excellence and Experience. “We’re actually higher than we were back in July. Yesterday alone the numbers we got from the county we had 532 hospitalizations across the region.”The total number of positive COVID-19 cases in the county is now 75,305. According to county data, 4,470 of all COVID-19 cases have required hospitalization, and 1,006 had to be admitted to an intensive care unit.Sharieff said Wednesday at Scripps campuses, more than 100 people were hospitalized with COVID-19.“We had 117 cases that is with 16 discharges, so if we weren’t able to send home those patients yesterday, we would be at our peak level in July,” she said.She said the concern is growing from those in the medical field, not only after local Halloween parties locally, but as we enter Thanksgiving and the next several holidays.She expects the numbers to continue climbing into early 2021.“What we’re seeing now is what we have predicted,” she said. “We do worry that two or three weeks out from now that we’re going to see the number increase as well.New Year’s Eve is December 31st; if you calculate just exactly what we’re seeing now, people start getting sick in that first two weeks, because the incubation period is two to fourteen days after exposure, then they get really sick and hospitalized, and then the intensive care unit comes, so I’m very worried.”Like many healthcare systems, she says Scripps is seeing a surge in hospitalizations countywide, but even more in the South Bay, where Covid-19 has hit the community hard.Scripps has a detailed plan in place and has managed to balance hospital capacity by transferring patients to different hospitals to not overwhelm a specific location.“Every day, between 4 to 5 patients are getting transferred out of the Chula Vista campus,” she said. “Yesterday we had five transfers, this morning we had two from Chula Vista to Green, and two from Mercy Chula Vista to La Jolla. We don’t want all of the strain to go on our staff in one place when we have capability elsewhere.”“It’s really hard on the healthcare providers when we’re out there trying to save lives, and we see people taking risks like they don’t have to take right now,” she said. “It’s a punch in the gut every time.”Sharieff said the hospitals are well equipped with PPE this time around, but while many people may be letting their guards down and gathering this Thanksgiving, she’s reminding everyone that this pandemic isn’t over and will get worse if we don’t act now.“Just one thing that you do can impact so many lives afterward,” she said. 2901

SAN DIEGO (KGTV) — Customs and Border Protection officers seized more than .4 million over three months across San Diego County's ports of entry, according to the agency.CBP says the undeclared money bound for Mexico was seized between April and June at ports of entry including Calexico, Otay Mesa, Cross Border Xpress, San Ysidro, and Tecate, CBP says.One of the largest stops occurred in May when a vehicle was stopped in Otay Mesa and discovered money hidden in boxes with other items in the cargo area of the vehicle."These various interdictions by our vigilant officers are just a fraction of the regular attempts we see during the year," said Pete Flores, Director of Field Operations for CBP in San Diego. "This is a demonstration of our officers’ efforts in stopping the illegal movement between our borders." 828

SAN DIEGO (KGTV) - Cleanup is underway after a driver went on a rampage, hitting three cars before crashing into an apartment building in North Park.  "I heard just a really loud bang noise and I felt the apartment shutter," said Laura C, a resident in that building.It started when police say the 60-year-old driver hit an electrical box while getting on the 805 southbound from El Cajon Boulevard. He went down an embankment and continued south before crashing into a car on the highway. The driver kept going and got off on University Avenue. That's when he crashed into two more cars and a pole near Boundary Street. He then put the car into reverse and plowed through a gas station and into the apartment building wall. "Out of nowhere he just went full blast in reverse until that building stopped him," said witness, Vicki Nikbakht. Police believe the driver may have been under the influence of drugs. Residents were evacuated in fear that the building would collapse. The driver was taken to the hospital with minor injuries. No one else was hurt.  1110

SAN DIEGO (KGTV) - Being shot to death by a cop. The fear is real for many families who have to call 911 on their mentally ill loved ones. As part of the Team 10 Transparency Project, 10News rode along with San Diego police to understand how officers respond to mental health emergencies. 10News is examining what police say they’re doing right to de-escalate potentially deadly encounters.This October, SDPD released officer-worn camera footage that showed the moments before officers shot and killed an El Cerrito man this summer who had charged them with a shovel. His family says he was mentally ill. The family called police when he started throwing bricks at his aunt.Police say an officer deployed a Taser but it didn't have any effect on Dennis Carolino, who began to advance. The San Diego County District Attorney’s Office is still reviewing the case, but it's stories like Carolino’s that alarm local mother Cheryl Canson. One of her adult sons has Bipolar Disorder. The other son has Schizophrenia. She says both of them experience episodes of psychosis. “They're unable to identify or distinguish whether the voice is outside [their heads] or it's their own voice or a separate voice inside,” she explains.Both of Canson’s sons are now incarcerated, but she says she always worried about their interactions with police. “I don't really look at law enforcement in a bad way but they need to be trained in dealing with mentally ill people,” she adds.RELATED: Mental health program for first responders gets OK from San Diego County supervisors“I'm very proud of the training that we receive,” says SDPD Lt. Carmelin Rivera. Lt. Rivera drove 10News around Balboa Park where he says his officers meet people from all walks of life. “It's also a place [where] oftentimes we encounter individuals that have mental illness,” he adds.San Diego County PERT (Psychiatric Emergency Response Team) Director Dr. Mark Marvin rode around with 10News, too. “We are basically providing the bulk of mental health training to law enforcement in San Diego County,” he tells 10News. The region’s eleven law enforcement agencies include San Diego Police Department, Carlsbad Police Department, Chula Vista Police Department, Coronado Police Department, El Cajon Police Department, Escondido Police Department, Harbor Police Department, La Mesa Police Department, National City Police Department, Oceanside Police Department and the San Diego County Sheriff's Department.PERT teams are made up of unarmed licensed mental health clinicians and trained sworn peace officers. Together, officers and clinicians respond to 911 calls for mental health related situations. A law enforcement officer first assesses the scene for safety, followed by a clinician, who provides specialized care.“The goal is always de-escalation,” Dr. Marvin tells 10News.This year, the San Diego County District Attorney’s Office announced an initiative to fund de-escalation training for police officers. A 25-year study from the DA’s found that 79% of officer-involved shootings had some evidence of drug use or mental health concerns.RELATED: What to do in a mental health crisis“Our training philosophy is when officers or PERT clinicians are encountering people in crisis, they're not just a collection of symptoms. They're people. They have tough stories to tell and we want to know what their stories are,” adds Dr. Marvin.Lt. Rivera tells 10News, “Really, it's about coming in with the appropriate level and tone, just like anything else.”Officers are taught how to communicate and look for cues before turning to any force. Lt. Rivera adds, “It depends on a lot of factors. Are people clenching their hands? Are they not responding to basic commands? Do they have any weapons in their hands? Have threats been made?California law mandates that officers get mental health training. SAN DIEGO (KGTV) — California drivers will want to be aware of several new traffic laws, including stipulations around unattended kids in cars and moving over for emergency vehicles, that will be enforced in 2021.Assembly Bill 2717, which goes into effect on Jan. 1, 2021, will exempt a person from civil or criminal liability for trespassing or damaging a vehicle when rescuing a child 6 years old or younger who is in immediate danger from heat, cold, lack of ventilation, or another dangerous circumstance.California had already exempted good Samaritans from liability when rescuing an animal or pet in the same circumstances. Also starting Jan. 1, Assembly Bill 2285 extends penalties for not moving over or slowing down for emergency vehicles with flashing lights on freeways to local streets and roads. Emergency vehicles will also now include tow trucks and Caltrans vehicles, in addition to law enforcement and emergency vehicles.If a driver violates the "move over, slow down" law, CHP officers can issue a ticket.Assembly Bill 47, which was signed into law in 2019, will go into effect on July 1, 2021. The law makes the act of using a cell phone "in a handheld manner while driving" for a second time within 36 months of a prior conviction for the same offense punishable by a point being added to the driver's record. This applies to violations of talking or texting while driving, except when hands-free, and to any use of the devices while driving by a person under 18 years old. 1505
