SAN DIEGO (KGTV)- Hundreds of volunteers, from all over the state, are in San Diego for Governor Gavin Newsom’s emergency preparedness campaign. It’s called “California For All.” The campaign is designed to help emergency responders during wildfires and other disasters. California For All campaign is bringing together 600 volunteers. The Community Emergency Response Teams, also known as CERT, is on a mission to help prepare people in the community in case of a natural disaster.CERT members are also trained to assist first responders. “It’s an opportunity for community members to learn basic skills to prepare their community to respond, in case of a major disaster or any event, where the actual true responders can’t get there on time” Dore Bietz. Governor Gavin Newsom and legislators came together to make a million commitment to the campaign. A video message from the governor was played during today’s session. CERT members also help engage diverse and socially vulnerable communities during times of need. “It is very difficult for first responders to come in when there is a language barrier,” says Bietz. CERT is a FEMA- recognized program. Members suggest every household should have a plan in case there is an evacuation in their area. 1265

SAN DIEGO, California — One year ago, life forever changed for Navy EOD technician Kenton Stacy and his family. He was in a Syrian hospital clearing IEDs when one exploded, leaving him with a two percent chance of survival. His comrades fought to save his life and did, but Kenton was left paralyzed and unable to talk. He's now receiving care at the VA Medical Center in La Jolla.“We’re all ready for him to come home, it's just been hard juggling being here, being with the kids," said Lindsey Stacy, Kenton's wife. The couple has four children, one with special needs. As they work through Kenton's recovery, the family was hit with yet another unexpected hardship. They've been renting their Chesapeake, VA home for the last two years, not realizing tenants were destroying the house. The carpet and blinds were destroyed as well as much of the hardwood floors. The tenants also smoked cigarettes in the home."I just couldn't believe that people would destroy someone else’s property like that, shocking and it hurt,” said Lindsey. She shared what happened on their Facebook page #StacyStrong. It didn't take long for the community to step up and help make it right, with members of the EOD community spending hours to repair the house.Real estate agent Julie Fish, wife of an EOD tech, also stepped up to help. She's going to help sell the house without taking a commission and has enlisted help for labor and needed repairs. "The EOD community, they really have made it that they're taking care of it and it's one less thing I have to worry about," said Lindsey. "It really hits home that everyone really does just care and sees how much he has sacrificed for our country."Fish says many have already stepped up to help with the house but that they may still need a sliding door and fence. Those wanting to help the Stacy family can also donate to their Go Fund Me page.  1885

SAN FRANCISCO (AP) — A bill requiring California prosecutors to erase or reduce tens of thousands of marijuana criminal convictions was approved by the state Legislature on Wednesday and now awaits Gov. Jerry Brown's signature. When voters passed Proposition 64 in 2016 to allow adult use of marijuana, they also eliminated several pot-related crimes. The proposition also applied retroactively to pot convictions, but provided no mechanism or guidance on how those eligible could erase their convictions or have felonies reduced to misdemeanors. The Senate passed a bill Wednesday that would make that happen.RELATED: What to know about 2018's new marijuana laws in CaliforniaThe bill orders the state Department of Justice to identify eligible cases between 1975 and 2016 and send the results to the appropriate prosecutor. The state DOJ estimates that almost 220,000 cases are eligible for erasure or reduction. The DOJ has until July 1, 2019, to compile the list of eligible cases and forward it to the appropriate district attorney's office.Prosecutors then have until Jul 1, 2020, to decide which cases on the DOJ list they want to challenge.RELATED: Timeline: How marijuana laws have changed in CaliforniaSince passage of Proposition 64, most California district attorneys have said they didn't have the resources to review their records to identify eligible cases.San Francisco County District Attorney George Gascon is one of a few prosecutors who did that review and found 3,000 misdemeanor convictions eligible for erasure dating to 1975 is still review nearly 5,000 more felony cases for possible resentencing. The bill was introduced by Democratic Assemblyman Rob Bonta, who represents parts of Oakland, California, and passed the lower house earlier this year.RELATED: San Diego's 4/20: the rules pot smokers need to knowIt passed the Senate 22-8 with bipartisan support on Wednesday.Democratic state Sen. Scott Wiener of San Francisco, who supported passage, said many with marijuana convictions don't even know they are eligible.Wiener said the bill "creates a simpler pathway for Californians to turn the page."Republican State Sen. Joel Anderson, who represents a rural district east of San Diego, said the bill will enable some eligible people regain their gun rights by reducing felonies to misdemeanors. "This bill will take those people off the prohibited list, save us time and money," Anderson said. 2427

SAN FRANCISCO (AP) — A suspect was arrested in a 1970s-era killing in California after investigators used the same advanced DNA testing that helped crack the Golden State Killer case, authorities said Thursday.John Arthur Getreu, 75, was arrested on suspicion of sexually assaulting and strangling 21-year-old Janet Ann Taylor in March 1974, the San Mateo County Sheriff's Office announced.Taylor was last seen alive attempting to hitchhike from Palo Alto to her home in nearby La Honda. Her body was found along a busy street.Getreu was already in custody in Santa Clara County after being charged last year with sexually assaulting and strangling Leslie Perlov, another 21-year-old woman, in 1973.Investigators previously believed the killings of Perlov and Taylor were connected. But their cases had gone unsolved until DNA testing evolved enough to deliver credible results from the degraded DNA collected at both killing scenes.Authorities in both counties submitted DNA samples to the same publicly available DNA database used to identify Joseph DeAngelo, who authorities believe is the Golden State Killer.Getreu was linked to both killings after the testing connected him to both crime scenes, investigators said.In the Golden State Killer case, investigators used DNA from the attacks to locate a relative of DeAngelo then turned to traditional techniques to find the suspect.Authorities have linked the Golden State Killer to 13 attacks of women throughout California between 1974 and 1986."Law enforcement is not giving up on victims," Assistant San Mateo County Sheriff Gregory Rothaus said at a news conference on Getreu in Redwood City. "We have new DNA technology that is a great tool for us."Santa Clara County court records show Getreau is represented by the county's public defender's office, which didn't return a call.Getreau has not yet been appointed a lawyer in San Mateo County. 1910
