(KGTV) -- Homeland Security Secretary Kirstjen Nielsen announced Thursday any caravan migrants who seek asylum in the United States must wait indefinitely in Mexico until their immigration proceedings at the U.S. Port of Entry are complete.In her speech, Nielsen announced the end of the American immigration policy nicknamed "Catch and Release." Catch is the migrants' initial meeting at the US Port of Entry. Release is the process in which asylum seekers are released into the U.S. with an ankle monitor until a later court hearing.The criticism has been that migrants ignore the court date and never finish their legal proceedings.Instead, in an emergency proclamation, Nielsen announced the start of what some are now calling the "Catch and Return" policy."Once implemented individuals arriving in or entering the United States from Mexico illegally or without proper documentation may be returned to Mexico for the duration of their immigration proceedings," Secretary Nielsen said. "They will not be able to disappear into the United States."While the Central American migrants wait indefinitely, Nielsen said that Mexico has agreed to provide humanitarian visas and work support.University of San Diego Immigration law professor Ev Meade said this new policy is not realistic. "Who's going to pay for the services that people need in Tijuana?" Meade said. "The US isn’t going to pay, Mexico just slashed its refugee budget for the upcoming year, and Tijuana really can’t afford to continue to pay for the services it's paying, and the state of Baja California is basically bankrupt." Meade said the Trump Administration's "out-of-sight, out-of-mind" mentality toward immigration, is irresponsible. "Just declaring as a blanket policy where Mexico is going to take responsibility for all of this, this seems like a colossal mistake," Meade said. He said many "Caravaners" do not want to stay in Tijuana, especially after a recent uptick in violence. Last weekend, two asylum-seeking Honduran teens were kidnapped, robbed and killed in Tijuana. Like many of the President’s other immigration policies, Meade believes this policy will most likely be shut down by a federal judge unless tweaks are made."If they make it more of a voluntary program where people can opt to do this, and it's incentivized and allows people to work in order to get themselves back together in Tijuana while they're waiting to get their case heard, and they've in fact decided to do that, then it could work for some members of the Caravan," Meade said. Homeland Security officials said this new policy excludes asylum seekers from Mexico. While the policy is effective immediately, the changes will be rolled out gradually across the border. 2753

SANDY SPRINGS, Ga. – A babysitter in Georgia has been charged with the murder of a 2-year-old girl who was under her care.The Sandy Springs Police Department said in a statement Tuesday that it began investigating on Dec. 9, when it received a report of an unresponsive child inside an apartment.First responders rushed the girl to an Atlanta-area hospital, where police say she was pronounced dead by medical personnel.Detectives say the child had been in the care of her babysitter at the time, 29-year-old Kirstie Flood.Later, police say an autopsy performed on the child revealed she suffered severe injuries that resulted in her death while under the care of Flood.Flood has since been arrested and charged with two counts of felony murder, one count of malice murder, one count of aggravated battery, and one count of cruelty to children.The police department didn’t release the identity of the victim. However, loved ones have told news outlets in the Atlanta area that the girl’s name was Fallon Fridley.Fallon’s parents told WSB-TV that Flood had been their full-time babysitter since August and they never suspected she would be capable of something like this.According to a warrant obtained by WSB-TV, police allegedly discovered Flood had been searching things on her phone, like “what type of people enjoy abusing other people’s children” and “what does it mean to have a sudden urge to beat a child that’s not yours.”Authorities are continuing to investigate. SANTA ANA (CNS) - A man who drove drunk and veered into oncoming traffic while making a turn, slamming head-on into a minivan and killing a mother of three in Lake Forest, was convicted today of second-degree murder.William Joseph Carroll, 51, of Mission Viejo, had a blood-alcohol level of about 0.23 -- nearly three times the legal limit -- when his Ford F- 250 pickup truck slammed into a Toyota Sienna minivan driven by 36-year-old Ana Martinez about 11:40 p.m. May 7, 2013, Deputy District Attorney Daniel Feldman told jurors during the trial.Martinez, who was driving to work at the time, was "crushed to death" in the crash, Feldman said.The prosecutor said Carroll was making a left turn from El Toro Road to Santa Margarita Parkway in Lake Forest when he veered into oncoming traffic.A witness told investigators that Carroll ran a red light, he said. Witnesses "describe Mr. Carroll's truck like a train out of nowhere," Feldman said, adding that the force of the collision was like "100 mph" when combining the speeds of both vehicles.Carroll's attorney, Sara Ross, told jurors it was " a case of government overreach." Ross acknowledged that Carroll was "responsible for the killing of Ana Martinez, but he's not guilty of murder."Both drivers attempted to avoid each other, she said, adding that the intersection is "a bit confusing." "It's a very confusing road and you're going to need that context to determine whether this was a murder," Ross told jurors.Feldman said Carroll was charged with second-degree murder rather than vehicular manslaughter because when he was convicted of DUI on Sept. 11, 2008, he was warned he would be charged with murder in the event of involvement in a DUI-related death.Carroll faces 15 years to life in prison when he is sentenced Jan. 19. 1797

  

SAN TAN VALLEY, Ariz. — Authorities are asking people to be on alert after a man in a white SUV attempted to lure a 10-year-old girl in San Tan Valley, Arizona on Wednesday. According to the Pinal County Sheriff's Office, shortly before 4 p.m., a 10-year-old girl was walking with a friend near a park in the North Pecan Creek neighborhood when a man driving a white SUV pulled up next to them.The man reportedly told the girl that her brothers were in a serious accident and that she needed to go with him. The girl then asked the man what the "code word" was, but the man did not know and drove off."Kudos to the parents of this child for having a code word and talking about to their children about stranger danger," said Sheriff Mark Lamb. "We hope by putting this out, it will encourage parents to have that conversation and create a plan with their children, so they know what to do if they are in that situation."The SUV has been reportedly seen circling the park several times a day, according to children who live in the neighborhood. “This is generally what I consider a pretty safe area, I’ve never heard of anything bad,” said Patrick McDonald, who lives nearby.“This one time, it saved my daughters life,” said Brenda James, the girl’s mother.James talked to KNXV and the media so that other parents could learn about code words as she did.“We actually just came up that few months ago. So it was something really recent from a story that I read,” James said.The man is described as being possibly in his 40s with a short beard. SAN YSIDRO (KGTV) -- Local businesses are feeling a one-two punch after the border closure for non-essential travel was extended during the coronavirus pandemic.The owner of El Rincon Restaurant in San Ysidro said the extension is devastating for business."I just found out a couple hours ago that they were going to do this, I had absolutely no clue," Owner Edgar Alaniz said. He was looking forward to the reopening of the border planned for June 22, now pushed back for a third time to July 21.Alaniz said he didn't want to be mad because all of this is to protect our health and safety but it's extremely difficult for businesses to survive after being closed for three months. Alaniz said about 75-80% of their customers come from Mexico. Currently, the business is only seeing about 20% of those customers. "That's what happens when the border is closed for three months, people find different ways and for a restaurant like me, they find a different restaurant," he said.He hopes when the border reopens to welcome them back.Alaniz said they closed the restaurant March 15, and continued with take-out service. Just last week they reopened for dine-in service with protective procedures, like masks and extra cleaning, in place.Alaniz hopes to see more of his neighbors reopening as well, saying he only knows of one other locally owned restaurant in San Ysidro reopening so far.He is confident we will all get through this, "we move forward with strength and a bright vision, that's what it is and that's what it will always be about."The news comes as the U.S., Canada, and Mexico agreed to extend their agreement to keep their borders closed to non-essential travel through July 21 during the coronavirus pandemic."This is an important decision that will keep people in both of our countries safe,” Canadian Prime Minister Justin Trudeau said Tuesday. 1870
