SAN DIEGO (KGTV) — Two people escaped uninjured after a sailboat crashed into an Ocean Beach jetty, before the vessel itself was crushed by high surf.The 25-foot long boat collided into the North Channel jetty in Ocean Beach with the two individuals on board, according to San Diego Fire-Rescue Department spokeswoman Monica Mu?oz. San Diego Lifeguards used a personal water craft to reach the vessel and safely pull the two individuals after they were forced to jump from the boat. The boat was attempting to leave the jetty area when a large wave forced them to pull a U-turn. SAN DIEGO FORECAST: Wednesday's rains to strengthen heading into ThursdayWind caught the sails and instead sent the vessel back into the jetty, according to witnesses at the scene.Those two people were uninjured in the wreck though the sailboat was crushed by high surf and sunk within the channel's entrance, according to Mu?oz.The boat's owner is now responsible for making arrangements to tow the boat from the channel.RELATED: Where to get free sandbags to protect your home from floodingA storm system forecasted for San Diego County has brought high sets to local beaches Wednesday. High surf forced the Ocean Beach Pier to close and lifeguards to ask swimmers to stay out of the water, as waves could be seen crashing against the pier. 1329

SAN DIEGO (KGTV)- A new technology just reached San Diego and Border Patrol agents say it’s going to help them do their jobs faster, easier and more efficiently. They’re called Mobile Video Surveillance Systems. Each unit is grounded to a Ford F150, the controls to operate the cameras mounted on a mast in the bed of the truck are inside. San Diego is the second place in the nation to have truck like these. Border Patrol says they’ll be rolling out in just a couple days. The first place to have Mobile Video Surveillance System trucks is Rio Grande Valley, Texas. Michael Scappechio is a supervisory with Border Patrol and he tells 10 News, “the looming threat of the migrant caravan in Tijuana and more people potentially on the way we need to make sure we’re prepared for that”. The two cameras allow the agents to see two pictures at all times, a daytime camera and an infrared camera. While Scappechio says the need for this kind of technology is needed in San Diego, it’s their increased rate of arrests that landed the trucks here, “nearly a 90 percent increase is significant, that’s going to get attention, that’s going to get resources, that’s going to get man power, infrastructure and technology”.Border Patrol tells 10 News these trucks won’t replace the border wall but instead, will go hand in hand with it. 1334

San Diego (KGTV)- A new affordable housing building with studio- style apartments will be coming soon to East Village. The building will be used to house the homeless. City leaders and developers broke ground on the project this morning. “Every time we get the chance to break ground on another supportive housing opportunity means that we’re going to be able to help dozens of San Diegans who need that supportive services and housing,” says Council Member Chris Ward. The building will have over 70 units for people who have experienced homelessness. There will be at least a dozen more units for those who earn 50% or less of the median average income in San Diego. The 7-story building, which includes parking, will have a glass-encased lobby, community room, laundry facilities, and counseling offices. The project aligns with the mayor’s budget proposal. In the plan, .2 million will be used for homeless programs. City leaders say combating this issue is a priority and San Diegans could see more housing, like The Link building, in the future. “If we can do this one project at a time, we can actually get to the number of units that we need in 2 years to house all of the unsheltered, chronic homeless that we see every day,” says Ward.Developers hope to have the project done by early 2021. 1312

  

SAN DIEGO (KGTV) -- Homeless hospital patients in San Diego are sometimes dumped back on the streets after receiving treatment. Some of them - then turned away from shelters who don't have enough room. California lawmakers are trying to change that.It breaks Kim Peterson's heart to see her friend, Heather, living on this Chula Vista sidewalk."This is a picture of us together," said Peterson. "We've become more like sisters."Heather is constantly in and out of hospitals."She's had multiple strokes," Peterson said. "She needs to use a wheelchair to get around."But, the care stops once the hospitals let her go."She was released back to the street with a bus pass," Peterson told 10News. "It was raining, with no place to go, just a blanket."Another time, Heather was taken to a shelter - but turned away.  "They dropped her off far from where she felt safe," Peterson said. "They took her downtown where there wasn't a bed for her."One hospital told 10News they give patients a list of resources, but the patient has to coordinate them on their own.  Senate Bill 1152 would require hospitals to confirm the shelters have room before they're discharged."What does she need to do?" said Peterson. "I will help her do whatever she needs to do to get housed, to be safe, instead, she's laying on the sidewalk."The current problem leaves the homeless in their most vulnerable state and back on the streets. "It's very discouraging to think that we can't do better than that," Peterson said. Today, Heather got news that a nursing facility has extra room. "She will never get better," Peterson said. "She's gonna be in this permanent state of disability."Heather will be celebrating her 60th birthday next month, with a roof over her head. Many others won't be as lucky. "We can find a solution," said Peterson. "I know we can."   1957

  

SAN DIEGO (KGTV) — Whether or not the Padres head to the World Series, Petco Park may still see playoff baseball this season.Under a plan by the MLB, a neutral-site playoff format with teams living in a "bubble" may be finalized next week, though it is awaiting approval by the Players Association, according to ESPN.The plan states that playoffs would start with the top four seeds in the AL and NL hosting all the games in a best-of-three wild-card series: the AL games between Sept. 29 and Oct. 1 and the NL games between Sept. 30 and Oct. 2.The highest AL seed would be the home team for the division series at Petco Park in San Diego, while the other series heads to Dodger Stadium in Los Angeles. The AL championship series would then be played at Petco Park.On the NL side, the top seed into the division series would play at Globe Life Field in Arlington, Texas, and the next-highest seed would play at Minute Maid Park in Houston. The NL championship series would be hosted in Arlington.The MLB's reported plan would begin the World Series on Oct. 20 at Arlington and end no later than Oct. 28.ESPN reports that the Players Association is considering concerns from players who have lived outside of the bubble format, similar to how the NBA has operated this season, with the ability to be around family and friends. Inside the proposed playoff plan, teams would operate in a bubble to prevent exposure between players, staff, and others. 1455
