TOKYO (AP) — Organizers are saying that a limited number of non-Japanese fans may be allowed to attend next year's Tokyo Olympics.CEO Toshiro Muto says after a meeting on infection countermeasures that fans could face some stringent rules. This would include screening for COVID-19 before they leave home. Non-Japanese fans may also face a 14-day quarantine, depending on their area of origin.Muto says this is still open to discussion.When asked if foreigners to Japan would follow the rules, Muto said it'd be difficult to control their movement and behavior.According to Reuters, Muto said that Olympic organizers are working with Japanese authorities to ensure that athletes and Olympic-related staff will not have to quarantine for 14 days.The goal is for athletes and workers to train and perform their duties leading up to the Olympics, which are expected to start in Summer 2021.There will be extensive screening on arrival and perhaps health-tracking apps to download and a rule book to be complied with. 1021

There is no question that 2020 has been a rough one for children, but it appears parents are doing what they can to atone for a rancid year.A survey of more than 1,000 parents commissioned by LendingTree found that 71% of parents say they plan to spend more on their children this Halloween to make up for other missed celebrations this year.This comes as many public health experts are encouraging parents to exercise caution this Halloween season as cases of the coronavirus continue to grow throughout the country. While children are generally at a low risk of having coronavirus complications, experts are concerned that children can spread the virus to those at a higher risk. "I think it is safe to say that 2020 has been a stressful year for most Americans. The toll that the coronavirus crisis has taken on the country's physical, emotional and financial health has been nothing short of staggering," said LendingTree's Chief Credit Analyst, Matt Schulz. "Between remote learning, social distancing measures, cancelled vacations, and fewer extracurriculars, parents and children alike have faced a lot of disappointment and unexpected difficulties in 2020. With the uncertainty around Halloween and Trick-or-Treating, it makes sense that parents want to go above and beyond to make the holiday season extra-special, for both their children and themselves."In addition to spending more this year, 79% percent of parents said they have spent more than they can afford on Halloween. Thousands of elevator permits in San Diego County are out of date, according to the Department of Industrial Relations. In San Diego and Imperial Counties, a DIR spokesperson said there are 12,541 elevator permits issued. Of those, 6,932 are expired. DIR spokesperson Frank Polizzi said there is no penalty for expired permits, “but a unit should not be running if it has been tagged out of service for a maintenance/safety reason.”Team 10 visited several elevators in downtown San Diego and found there was no permit displayed in the elevator at all—including an elevator at Horton Plaza and one operated by the City of San Diego. Polizzi said there are other reasons a displayed permit could be expired, besides the elevator being out of compliance. Transportation officials are warning of what they call a "death spiral" if public transit does not get the federal funding it needs to stay afloat.Ridership has fallen by 90 percent since the pandemic as departments find themselves strapped for cash.“Without transit, there is no economic recovery,” said Corinne Kisner, executive director of the National Association of Transportation Officials (NACTO).The American Public Transportation Association estimates 36 million Americans relied on public transportation in 2019, with about 36 percent of that servicing essential workers, according to the advocacy group TransitCenter.“The reality is that transit agencies are in an existential crisis,” said Kisner.Once ridership dropped across the country, public transportation departments saw their revenues plummet. Beth Osborne with Transportation for America, a public advocacy group, says aside from ride fares most transit money comes from sales tax, which also took a hit when the economy shut down.“It really does have tentacles that affect so much of our economy, of our health, of recovery and getting through this,” said Osborne.In San Francisco, the revenue drop has led to Bay Area Rapid Transit dropping more than 50 percent of its service.
