BEIJING, Sept. 28 (Xinhua) -- Chinese banks have extended more loans to small firms to ease their financial predicaments as the government tightens monetary supply, a banking regulator said Wednesday.Outstanding loans to small firms grew 26.6 percent year-on-year to hit 9.85 trillion yuan (1.55 trillion U.S. dollars) at the end of July, said Xiao Yuanqi, an official in charge of financial services for small enterprises at the China Banking Regulatory Commission.The growth was 10 percentage points higher than that of the banks' total outstanding loans, Xiao told Xinhua.More than 100 commercial banks have set up special operations to ease small firms' difficulties getting access to bank credit, he noted.The figures came at a time when China is trying to balance the missions of countering inflation and sustaining the growth of small enterprises.The People's Bank of China, or the central bank, has raised the benchmark interest rate three times this year and increased the reserve requirement ratio six times.The measures bit into small, cash-strapped companies, which are already disadvantaged in seeking bank support due to insufficient collateral.Only 15 percent of China's small enterprises could get loans from banks and half of them had to resort to private lenders, according to a report by the National School of Development with Peking University in July.With tighter liquidity and stricter regulatory requirements on capital-adequacy ratios and loan-deposit ratios, banks are more reluctant to lend to small firms, said Ai Min, a retail banking general manager with China Minsheng Banking Corp., Ltd.Besides, the expanding size of lending to small firms may lead to higher risks, said Ai.He suggested banks improve the risk evaluation and collateral system for loans to small firms.

KATHMANDU, Aug. 7 (Xinhua) -- Ban on smoking in public places will be enforced from Sunday with the Tobacco Control and Regulatory Act-2010 coming into effect.Those smoking in public places will be fined and civil servants will be liable to departmental action.Government offices, corporations, educational institutions, libraries, airports, public vehicles, orphanages, childcare centres, cinema halls, homes for the elderly, cultural centres, children's gardens, hotels, restaurants, resorts, girls' and boys' hostels, department stores, religious sites and industries have been designated no-smoking zones.Health Secretary Sudha Sharma said mass awareness campaign highlighting punishment will be carried out. She also said an inter-ministerial coordinating committee has been formed to enforce the law to ensure people's right to health. Pasting no- smoking notices at every public place will be mandatory.According to The Himalayan Times daily, the ban covers sale of tobacco products and single sticks within a 100-meter radius of educational and health institutions, children's homes, child care centers and home for elders.Anyone selling tobacco products to persons under the age of 18 years and pregnant women will be fined.The Act also prohibits advertising and sponsoring programs in the name of tobacco-related products through media. Offenders will be fined.The government's mass awareness campaign will cover the entire country to ensure effective implementation of the Act.

HAVANA, Sept. 6 (Xinhua) -- Cuban medical authorities have launched the sales of the world's first therapeutic vaccine against lung cancer, local officials said on Tuesday.The CimaVax-EGF vaccine, as a result of a 25-year research into diseases related to tobacco smoking, has been developed by researchers and scientists at the Center of Molecular Immunology (CIM) in Havana.The active drug ingredient in the vaccine is based on "a protein we all have when cancer is uncontrolled." "The epidermal growth factor is related to all cell proliferation," said Gisela Gonzalez, head researcher of the project."The drug could turn the cancer into a manageable, chronic disease by generating antibodies against the proteins which triggered the uncontrolled cell proliferation," she said.The immunogenic vaccine is appropriate to patients with advanced lung cancer in stages of three and four, showing no positive response to other kinds of treatments such as chemotherapy and radiotherapy, the expert said."It is not possible to prevent the disease but this vaccine improves significantly the status of the critically ill patients," she added.She said the CimaVax-EGF has gone through clinical studies and trials in over 1,000 patients across the island and is currently distributed free of charge in all hospitals of the Caribbean island nation.Gonzalez also said researchers at the CIM planned to use the same principle of the CimaVax-EGF in treating other cancerous tumors such as prostate, uterus and breast cancers.Lung cancer is regarded as one of the world's most serious, common and deadly cancers and is most frequently found among tobacco smokers.According to the World Health Organization, the disease generally kills 5 million people a year, and the figure is expected to rise to as much as 8 million by 2030 unless smoking habits are changed.In Cuba, like many other developing countries across the world, smoking is seen as a status symbol. BEIJING, Sept. 28 (Xinhua) -- China's top economic planner announced Wednesday that it will raise the minimum purchase prices for wheat from farmers in 2012 to boost grain output.The move "aims to protect farmers' enthusiasm to grow grains and further stimulate grain production," the National Development and Reform Commission (NDRC) said in a statement.The minimum purchase price for white wheat in the country's major wheat-producing areas will be increased to 102 yuan (16 U.S. dollars) per 50 kg, up 7 yuan from the 2011 price, said the NDRC.It said the minimum purchase prices for red and mixed wheat will both rise 9 yuan to 102 yuan per 50 kg next year.Wheat is one of China's major grains, which feeds its population of 1.3 billion people mainly with domestically-produced grains.A stable food supply is crucial to China's efforts to check inflation, as food prices account for about a third of the weighting in its consumer price index (CPI) calculation, a main gauge of inflation.China's CPI rose to a 27-month year-on-year high of 6.5 percent in July and weakened slightly to 6.2 percent in August.The country's grain output rose 2.9 percent last year to 546.41 million tonnes, marking the seventh consecutive year of output growth.The Ministry of Agriculture expects the output to reach a record high of 550 million tonnes this year.
