SAN DIEGO (KGTV) — A measure that would increase property tax bills to pay for thousands of affordable housing units has moved closer to the November ballot.On Tuesday, the San Diego City Council voted 6-3 to support what's called a resolution of necessity about the measure. It directed city staff to prepare language for the council to approve for the November ballot.The San Diego Housing Federation, which brought the measure forward, says it would pave the way for an estimated 7,500 affordable housing units. Of those, 5,000 would be for the homeless and those at risk of becoming homeless, while another 2,500 would be for low-wage working families. "Our hearts say we need to do this and frankly it is cheaper to put people in housing than it is to flood them with emergency services."The proposal would raise property taxes on average 19 cents per ,000 of assessed value, taking a gradual approach over about seven years. Once it is fully in place, an owner of a median priced home of 0,000 would pay an average of about 0 per year. The measure would require a two-thirds majority vote. "To all my fellow marines who gave their all the world is free because of you, God rest your soul."Up until now Nancy Lee lived a lifetime of not knowing - not knowing her older brother Staff Sergeant Wesley Kroenung, and not knowing what happened to him at war. "You can only imagine the sacrifice they made that day."Kroenung was a combat cameraman, just 25 years old when he died during the Battle of Tarawa, moments after landing. His remains left on the island, listed as unknown… leaving an irreparable wound for his father and family back home."He was never the same, I never knew him as a happy man. I know every family affected like this feels like this."But decades later Lee held onto hope for answers, submitting a DNA sample to the military. Not long after, the answers came in a phone call. "When I got that call, I'm so thankful and think of every family, the sis happening all over, every family now knowing the truth, and it means a whole lot."And now a proper homecoming for his final resting place. SAN DIEGO (KGTV) – A sailor who was rescued at sea off San Onofre State Beach in San Clemente was taken to San Diego by the Coast Guard Monday.The man called Joint Harbor Operations in San Diego about 11:20 a.m. to report his 18-foot boat was taking on water 12 miles offshore.“I tried a couple of things to fix the problem and couldn’t figure out where the water was coming in from,” Gillest said.He was able to radio the Coast Guard for help, who sent a helicopter crew to rescue him.“I was in contact with the pilot. He said if the stern starts going underwater, its time to get away from the boat,” Gillest said.  “The uncertainty was when I was getting out to me, watching it fill with water, I was like who’s going to get out here? Am I going to be in the water before anyone gets here?”By around 12:45 p.m., the boat began to sink and Gillest was forced to jump into the water. Gillest, who is retired military and a strong swimmer, says he was in the water for about 10 minutes.The Coast Guard deployed a rescue swimmer and basket into the water, who was able to reach Gillest, put him into the basket, and hoist him up into the chopper. “Not really scared because I know the coast guard guys and they’re awesome,” Gillest said, “Everything went textbook.” 1282

SAN DIEGO (KGTV) - A North Park woman is wondering what went wrong after she quickly paid off a fine for a parking ticket, and then got hit with a big late fee.On the second Tuesday in November, Stacy parked her car on Meade Avenue near her home in the morning. When she got off work later that day, she found something unexpected on her windshield."I didn't read the sign correctly. Parked in a spot that said 'No Parking' and got a ticket," said Stacy, who asked 10news not to use her last name.For parking in a street sweeping zone, she received a ticket for .50."Wrote the check the next day and sent it in the mail the following day," said Stacy.Stacy says she included the ticket in her payment and put the citation number on the check."At that point, I thought everything was fine," said Stacy.A few weeks later, she got a notice from the city saying the citation hasn't been paid, and she had a few weeks to pay it. Stacy wrote another check for .50 and sent it in the mail. She stopped payment on her initial check. Fast forward to late December, when she got another notice. Her payment had been received, but she now owed a late fee of ."How I felt was frustration. I felt a lot of frustration, because I felt like I had done what I was supposed to do," said Stacy.Stacy ended up paying the late fee online. She's not alone. After posting details of her ordeal on the Nextdoor app, another driver responded with a similar story. He reported that his check wasn't processed until after the late deadline."My concern is other people aren't able to afford late fee," said Stacy.Stacy won't be mailing any more checks when dealing with the city. "If checks aren't the way to do things, and they can't get to the volume ... we just need to know about it," said Stacy.Stacy says her initial payment didn't get lost in the mail, because the city tried to cash it - weeks after the late deadline.A city spokesperson released the following statement:"Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments. Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ... (Stacy) put a stop payment on her original check payment. When stop payments are initiated on checks, it triggers an automatic process that rolls back the original payment. When this occurs, the bank will assess a stop payment fee that is added to the balance due. Late fees were automatically assessed. Her original payment was timely.
