Los Angeles-area protests calling for justice for an 18-year-old man shot and killed by police last week ended Sunday when police reportedly fired tear gas and rubber bullets at protesters.Video from Sunday's demonstrations shows police using chemical dispersants and shooting projectiles at protesters in Compton.One protester told CNN that the confrontation escalated into violence when a demonstrator wouldn't "back down" to police.KCBS reports that six people were arrested for unlawful assembly, and one person was charged with resisting arrest.Demonstrators were calling for justice for 18-year-old Andres Guardado, who was shot and killed by Los Angeles County Sheriff's deputies in an alley behind a Los Angeles auto shop on Thursday.Police say Guardado flashed a gun and then fled as officers chased him. CNN reports that a deputy fired six rounds at Guardado. Investigators say they recovered an unregister semi-automatic pistol at the scene that included an illegal extended magazine loaded with live rounds.Guardado's family maintains that he was working as a security guard at the body shop at the time of the shooting, and added that they do not believe he owned a gun. But police officers claim that Guardado was not recognizable as a security guard because he did not have a uniform on and was not wearing a gun belt.California law also requires that security guards be at least 21 years old.Capt. Kent Wegener, the head of the department's Homicide Bureau, says investigators have taken six or seven exterior cameras from the scene of Thursday's shooting. Experts say all of the ingredients are there for this election to be highly contested.“There are a lot of different reasons why the election may not be decided by the morning of November 4, and a lot of lawsuits may start to fly once that happens,” said Claire Finkelstein, law professor and director of the Center for Ethics and the Rule of Law at the University of Pennsylvania.With a record number of ballots coming in by mail, Finkelstein says the counting period will be lengthy.If a candidate declares victory on election night, but then more results come in, there could be calls for recounts, especially in states where the results are close. That could mean litigation over the counting procedures.Each states' elector will cast their vote on December 14. Then Congress meets on January 6 to count those votes and name the winner.If no candidate has a majority of the electoral votes, or if the counting period goes on and the election is still undecided, it is possible that the House of Representatives must decide.Finkelstein says that would be extraordinary and complicated.“It would likely be very contested as well, but one way or another by January 20, there needs to be a new president being sworn in,” said Finkelstein.The professor says this election is also entangled with the new Supreme Court justice.Like for Pennsylvania, which could now see a new decision on allowing mail-in ballots received up to three days after Election Day, the Supreme Court could also be involved in recounts, as happened in Florida in 2000. 1659

LOUISVILLE, Colo. – A woman in Louisville, Colordao died after she was struck by a falling tree branch during Tuesday’s windstorm, a spokesperson for the police department said Wednesday, making her death the first in the state caused by the near-hurricane winds.The woman, who has not been identified, stopped to rest under a tree while she was moving into an apartment in the area of Walnut Street and Garfield Avenue at around 2 p.m.The spokesperson said that’s when a large branch broke off due to the winds and struck her in the head.She was taken to a hospital, but it’s not clear when the woman died as the police department only learned of her passing on Wednesday.The Boulder County Coroner’s Office will be conducting an autopsy, but even though foul play is not suspected, detectives will be in attendance.The Boulder Daily Camera reports there were 89 mph wind gusts in Louisville, the highest recorded in Boulder County on Tuesday. 962
