SAN DIEGO (KGTV) - With home prices skyrocketing San Diegans are turning to remodeling.However, if the home has lead paint or asbestos, it can become a health hazard if not handled correctly. The Environmental Protection Agency is cracking down on companies breaking the rules.The agency has taken action against six companies in Arizona and California for allegedly violating regulations requiring them to protect the public from exposure to lead. The companies paid a combined 7,000 in penalties.According to the EPA, "an inspection found that, between 2014 and 2015, Renovation Realty performed renovation work at six homes in San Diego and Santee without being EPA-certified to perform work in pre-1978 housing where lead-based paint is assumed to be present." The agency says the company also failed to keep records indicating compliance with lead-safe work practices and did not ensure a certified renovator was involved as required."Looking back at it, it was a painful expensive experience to get fined by the EPA" said Keith Christian CEO of Renovation Realty.Christian said, at the time, they didn't understand the EPA's requirements of how much square footage you can disturb per room."We got fined, we paid the fine, we all went to a class we got certified as a company our supervisors got certified and it's been a great experience,” Christian said. “So now that we understand the process we incorporated that into our renovation.”Across the county from October 2016 through September 2017, the EPA finalized 121 civil settlements for alleged violations of at least one of the lead-based paint rules. The settlements they obtained in the cases soared past one million dollars. The EPA requires companies who perform abatement projects in pre-1978 homes to be certified and follow specific work practices.“For a homeowner, the biggest thing is their liability,” said Tim Tilley with Superior Abatement Services Inc. “If they hire a contractor who doesn’t follow the rules, the regulatory agencies will generally cite everyone in the food chain.”Tilley removes hazardous material like lead and asbestos for a living. His team is currently working on a San Diego home that tested negative for lead but positive for asbestos.Tilley tells 10News rules put in place at the federal level down to the local level are there to protect employees and consumers."For a homeowner, it's really important to ask the right questions,” said Gregg Cantor with Murray Lampert Design - Build – Remodel.Cantor says consumers should know if the contractor is licensed and certified and trained to perform hazardous materials work.Consumers also want to ask about types of safety methods they use, digging into specific safety precautions before, during and after the work is done. SAN DIEGO (KGTV): Dreamers across San Diego have a week's worth of rallies, protests and programs planned on Community College Campuses.Students under the Deferred Action for Childhood Arrivals program, or DACA, say it's time to come out of the shadows on campus and show their fellow students, teachers and administrators the role they play."DACA students are here, Dreamers are here, and they’re here to stay," says Miguel Mellado, a DACA student at Southwestern College."We have to really stand up and say we’re here, we’re proud, we’re working hard, and we deserve more," he says.Mellado's parents brought him to America when he was eight years old. He didn't learn he was undocumented until middle school. He says it left him feeling isolated.His desire to find community, and help others do the same, is what led him to help organize this week's "Undocumented Students Week of Action."Events begin Monday at City College, Mesa College, Miramar College and Southwestern College. The San Diego Community College District has already announced their support of the programs.An estimated 1,000 undocumented students are enrolled at those colleges."DACA recipients are some of our hardest working and brightest students, and it is our duty to advocate on their behalf," said San Diego Mesa College President Pamela Luster."Clearly, these deserving students who came to the U.S. as children, who have not been convicted of any crimes and who are earnestly seeking an education to improve their lives, are tremendous assets to our community."But that support has upset some people in San Diego who feel DACA students take opportunities and resources away from other students.Raul Rodriguez, Jr., the California Coordinator for America First Latinos, told 10News that taxpayer-funded schools shouldn't be supporting events like this since the students were brought into the country illegally.Meanwhile, the DACA Act is tied up in courts, after President Trump announced an end to the act in September of 2017. Mellado says he and his fellow Dreamers shouldn't wait for the government to solve the issue."I don’t believe policy helps that much," he says. Their last minute pitches and speeches are happening this weekend at the Sheraton San Diego Hotel and Marina. Republican candidates, staff, and volunteers say they are ready to shake things up in Sacramento. “I will be the loyal opposition to the wayward liberals of the Legislature,” Lt. Governor candidate, Cole Harris said, at the candidate forum. “Jerry Brown has certainly left a mark in our state over the years,” Judge Steven Bailey said. The State Attorney General said Brown has not been the leader they had hoped for."We've had eight years of Jerry Brown,” Gubernatorial candidate, John Cox said. “Poverty has soared, the cost of living has soared, taxes have soared, so we're excited for the chance to change all of that."Republican Gubernatorial  candidates, John Cox of Rancho Santa Fe, and Travis Allen of Huntington Beach have until Sunday to pitch to the nearly 1,000 member GOP delegation in San Diego this weekend, to get the prized official party endorsement.They only get that if they win 60% of the votes cast at the convention tomorrow. With the endorsement, both men say the will be ready to fight head-on against Democratic frontrunner, Gavin Newsom. And if elected as Governor, both promised to rid both the controversial Gas tax increase the State's Sanctuary law. "These are the issues that affect every single Californian, regardless of political party,” Gubernatorial candidate, Travis Allen said. Allen said he has supported President Trump from the beginning.  While Cox did not vote for Trump in 2016, he eventually pledged his support of the President. The players are not surprised at all their success the last two years, as they say head coach Mitch Charlens has them believing in themselves and very confident.San Diego City College is a rags to riches story. When coach Charlens took over the program 14 years ago, they did not have many players, no uniforms, and not a real gym to practice in.If they can win another California state JUCO title, they would become the first team to go back to back in over 60 years. 685

SAN FRANCISCO (AP) — Facebook left millions of user passwords readable by its employees for years, the company acknowledged Thursday after a security researcher exposed the lapse .By storing passwords in readable plain text, Facebook violated fundamental computer-security practices. Those call for organizations and websites to save passwords in a scrambled form that makes it almost impossible to recover the original text."There is no valid reason why anyone in an organization, especially the size of Facebook, needs to have access to users' passwords in plain text," said cybersecurity expert Andrei Barysevich of Recorded Future.Facebook said there is no evidence its employees abused access to this data. But thousands of employees could have searched them. The company said the passwords were stored on internal company servers, where no outsiders could access them.The incident reveals yet another huge and basic oversight at a company that insists it is a responsible guardian for the personal data of its 2.2 billion users worldwide.The security blog KrebsOnSecurity said Facebook may have left the passwords of some 600 million Facebook users vulnerable. In a blog post , Facebook said it will likely notify "hundreds of millions" of Facebook Lite users, millions of Facebook users and tens of thousands of Instagram users that their passwords were stored in plain text.Facebook Lite is a version designed for people with older phones or low-speed internet connections. It is used primarily in developing countries.Last week, Facebook CEO Mark Zuckerberg touted a new "privacy-focused vision " for the social network that would emphasize private communication over public sharing. The company wants to encourage small groups of people to carry on encrypted conversations that neither Facebook nor any other outsider can read.The fact that the company couldn't manage to do something as simple as encrypting passwords, however, raises questions about its ability to manage more complex encryption issues — such in messaging — flawlessly.Facebook said it discovered the problem in January. But security researcher Brian Krebs wrote that in some cases the passwords had been stored in plain text since 2012. Facebook Lite launched in 2015 and Facebook bought Instagram in 2012.Recorded Future's Barysevich said he could not recall any major company caught leaving so many passwords exposed internally. He said he's seen a number of instances where much smaller organizations made such information readily available — not just to programmers but also to customer support teams.Security analyst Troy Hunt, who runs the "haveibeenpwned.com" data breach website, said that the situation is embarrassing for Facebook, but that there's no serious, practical impact unless an adversary gained access to the passwords. But Facebook has had major breaches, most recently in September when attackers accessed some 29 million accounts .Jake Williams, president of Rendition Infosec, said storing passwords in plain text is "unfortunately more common than most of the industry talks about" and tends to happen when developers are trying to rid a system of bugs.He said the Facebook blog post suggests storing passwords in plain text may have been "a sanctioned practice," although he said it's also possible a "rogue development team" was to blame.Hunt and Krebs both likened Facebook's failure to similar stumbles last year on a far smaller scale at Twitter and Github; the latter is a site where developers store code and track projects. In those cases, software bugs were blamed for accidentally storing plaintext passwords in internal logs.Facebook's normal procedure for passwords is to store them encoded, the company noted Thursday in its blog post.That's good to know, although Facebook engineers apparently added code that defeated the safeguard, said security researcher Rob Graham.
