BALI, Indonesia, May 3 (Xinhua) -- Details of a sizeable foreign currency reserve pool among the Association of Southeast Asian Nations, China, Japan and South Korea (ASEAN+3) were finalized here on Sunday, two years after the initiative was first introduced to combat emergent financial problems.     Finance ministers of the ASEAN+3 nations reached the agreement on all main components of regional reserve pool, known as Chiang Mai Initiative Multilateralization (CMIM), and it will be implemented before the end of this year.     The agreement on the CMIM includes "the individual country's contribution, borrowing accessibility, and the surveillance mechanism," said a statement issued after the finance ministers' meeting.     The total size of the CMIM is 120 billion U.S. dollars with the contribution portion between ASEAN and the Plus Three countries at20 percent versus 80 percent.     China and Japan will each contribute 38.4 billion U.S. dollars to the pool, while South Korea will contribute 19.2 billion dollars.     Among China's portion, Hong Kong Special Administrative Region will contribute 4.2 billion U.S. dollars. "We welcome Hong Kong, China, to participate in the CMIM," said the statement.     The CMIM is set up to "address short-term liquidity difficulties in the region and to supplement the existing international financial arrangements," the statement said.     The ministers agreed to establish an independent regional surveillance unit to monitor and analyze regional economies and support CMIM decision-making. As a start, there would be an advisory panel of experts to work closely with the Asian Development Bank (ADB) and the ASEAN Secretariat.     In the statement, the ministers also endorsed the establishment of the Credit Guarantee and Investment Mechanism (CGIM) as a trust fund of the ADB with an initial capital of 500 million U.S. dollars. It could be increased once the demand is fully met.     "It's a welcoming step in coping with the crisis, and an important step to the financial architecture of the region and it will infuse confidence to the market," said ADB Managing Director General Rajat Nag after the meeting, referring to the finalization of the CMIM.     Asked whether the CMIM is meant to replace the role International Monetary Fund plays in the region, he said the mechanism is only "good complement" to what IMF does.     "Gladly, we don't have the situation like in the U.S. or Europe but it's better to be prepared. Once there is a need, we are able to present our concerns and there is facility there," said Philippine Finance Secretary Margarito B. Teves." BEIJING, June 17 (Xinhua) -- Chinese Premier Wen Jiabao said Wednesday China's economy is at a critical moment as it begins to recover "steadily".     Wen told an executive meeting of the State Council, China's Cabinet, that economic performance had started to show positive changes, favorable factors were increasing, the overall situation had stabilized and was moving upwards.     He said the government should continue a pro-active fiscal policy and moderately relaxed monetary policy.     Investment growth kept accelerating, consumption maintained a rapid and steady increase, and domestic demand played a stronger role in boosting economic growth, said Wen.     Agricultural and industrial production grew, and regional coordinated development was making progress, said Wen.     The financial market was stable, and investor confidence stronger. Urban employment kept rising, and reconstruction of areas affected by last year's May 12 earthquake was speeding up, said Wen.     Government measures to fight the global economic crisis proved correct and effective, and should continue to be implemented and improved according to the changing situation, he said.     But it should also be noted that the foundation for economic recovery was not stable and many uncertainties remained, said Wen, citing sluggish exports, the fiscal deficit and trade protectionism.     Wen called for clear-headed judgment and readiness for difficulties and complexities that might occur in the long term.     He urged local governments to further promote economic restructuring, guarantee the stable development of agriculture, encourage technological innovation and work to enhance energy conservation and environmental protection.     Comprehensive efforts should be made to boost domestic demand to power economic growth, Wen said, singling out such measures as subsidies for home appliances and automobiles in rural areas.     Housing consumption should be properly guided and the stable, healthy development of the property market should be ensured, said Wen, adding that tourism, entertainment and cultural consumption should be developed.     Central government-invested programs should be carefully carried out, while private investment should be expanded, said Wen.     He also highlighted the importance of the coordinated development of urban and rural areas, called for the further deepening of reform and opening up and the building of social insurance systems.

BEIJING, July 17 (Xinhua) -- Many countries around the world said the July 5 riot in northwest China is an internal affair of the country, and the Chinese government is handling the incident properly.     A spokesman for the Belarusian Foreign Ministry, Andrei Popov, said Xinjiang is an inalienable part of China, and the unrest is a purely internal matter of China.     The riot in Urumqi, the capital of China's Xinjiang Uygur Autonomous Region, left 197 people dead and more than 1,680 injured.     Popov also expressed hope that China could soon restore stability in the region by adopting effective measures in accordance with the law.     He said Belarus expresses its deep sympathy to the people who suffered personal injuries or loss of property during the violence.     A spokesman for Pakistan's Foreign Ministry, Abdul Basit, said his country deplores any attempt to hinder China's progress.     "We deplore any such attempt" which tries to impede the progress which has been achieved by China in the context of social harmony, he said in a recent interview with Xinhua.     "We are committed not to allow any element in Pakistan to work against the interests of China because China's interests are Pakistan's interests. We cannot allow any activity that will damage China's interests," Basit said.     Pakistan's Foreign Ministry, in a statement issued shortly after the Urumqi riot, applauded the efforts of the Chinese leadership to promote the concept of harmony both at home, in Asia and the rest of the world.     Turkish Parliament Speaker Koksal Toptan said his country supports the principle of resolving the issue within the framework of the territorial integrity of China.     The Turkish Foreign Ministry said the country highly values its relations with China and does not intend to interfere in China's internal affairs.     Thailand's Foreign Ministry said on Thursday the July 5 riot is a domestic issue of China and it believs China is capable of stabilizing the situation and restoring peace and harmony in Xinjiang.     Combodia's Ministry of Foreign Affairs and International Cooperation said: "The Chinese government is taking appropriate measures to handle the issue."     The Foreign Ministry of Laos also issued a statement on the July 5 riot. It said Laos believes the measures the Chinese government has adopted to safeguard social stability are necessary and legitimate, and expressed hope the government could bring peace back to the region at an early date.  

SALZBURG, Austria, May 17 (Xinhua) -- Top Chinese legislator Wu Bangguo said here Sunday that exchanges between local regions of China and Austria constitute an important part of bilateral relations.     Wu made the remarks when meeting with Simon Illmer, president of the parliament of the Salzburg Province of Austria.     Wu, who is the first chairman of the Standing Committee of China's National People's Congress (NPC) to visit Austria since 1994, arrived in Salzburg from Vienna on Sunday morning, continuing his official goodwill visit to the country.     Wu said Salzburg has attracted more and more Chinese tourists with its many cultural relics and beautiful natural scenes.
