SAN DIEGO (KGTV) - The place where an 87-year-old woman was hit and killed by a FedEx truck, is now covered with candles, flowers, and messages from loved ones.Mary Francel was a mother to eight and grandmother to dozens more.She was walking back from church and crossing a driveway on Balboa Avenue near Mount Albertine Avenue when the FedEx truck hit her. The driver immediately stopped after the crash."She was very much well-loved and she put all of us first at all times, it was never about her," said Joey Villegas, one of Francel's grandchildren. "I wrote her and told her thank you, for how much she taught us. Me and my brother, she basically helped raise us when we were young."Villegas says his grandma loved bingo, drove a big truck and was incredibly devoted to her family and friends.At this time the driver has not been arrested or cited for the accident.   890

SAN DIEGO (KGTV) - The U.S. Coast Guard reports sightings of a whale in San Diego Bay.Several pictures were posted online by San Diego Floating Lab, which is located off Shelter Island in America's Cup Harbor.Captain Rick Scott of Ocean Odyssey took the photos. An employee at the business said it's common for juvenile whales to enter the bay, but they tend to find their way back out.The Coast Guard has not determined what type of whale is in the bay.Watch a Facebook live of the whale in the player below: Have you seen the whale? SAN DIEGO (KGTV) -- The San Diego city council will consider a special way to thank the police officer who rescued two girls near sunset cliffs.A city councilmember wants to make August sixth, officer Jonathan Wiese day.Officer Wiese jumped into the water off sunset cliffs to save two little girls after their father drove off the cliffs last month. SAN DIEGO (KGTV) -- The San Diego Blood Bank is still dealing with a convalescent plasma shortage. The plasma can be used at local hospitals to help fight COVID-19, but donations from gay men could be turned away if they don’t meet certain requirements.The donation restrictions received national attention after talk show host Andy Cohen says he was turned away from donating the plasma for being gay.The local blood bank explained the restrictions to ABC 10News. The blood bank’s chief medical officer, Dr. Mark Edmunds, says the restrictions are in place by the FDA. He says the FDA actually eased some of the restrictions in April of this year, which was an update from a 2015 change. The FDA says the guidelines exist to protect the safety of the blood and plasma supply.In April, the FDA provided the updated guidelines to allow for a larger donor pool in response to the COVID- 19 pandemic. Before the guideline modifications, a gay man could only donate blood if he abstained from sex for a year. Now, the abstinence time frame is three months.Similar changes were made for people who recently received tattoos or piercings or for travel and residences deferrals related to malaria.Dr. Edmunds says there are studies happening right now to see if and how the donor pool can be expanded even further.The blood bank adopted the FDA’s new regulations on July 31st.
