BEIJING, Oct. 28 (Xinhua) -- Chinese Vice President Xi Jinping on Wednesday called for efforts to carry on patriotism and spirit of selfless devotion for the advancement of the country's modernization drive.     Xi made the call at a seminar to mark the 120th anniversary of the birth of Li Dazhao, a founder of the Communist Party of China(CPC). BEIJING, Nov. 2 (Xinhua) -- Chinese Premier Wen Jiabao and European Commission President Jose Manuel Barroso exchanged views on climate change and China-EU cooperation on Monday during a telephone conversation.     The upcoming UN climate change conference in Copenhagen should aim to achieve positive results in the full, effective and sustained implementation of the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol, Wen said.     "Emphasis should be put on making clear and detailed arrangements for mitigation, adaptation, technology transfer and financing," he added.     "The key to success at the conference is to uphold the UNFCCC, the Kyoto Protocol, the principle of 'common but differentiated responsibilities' and the authorization of the Bali Road Map," he said.     President Hu Jintao had made clear China's position and specific measures at the UN climate change summit in September, he said.     The premier specified six aspects China will give priority to in its next steps. That included integrating actions on climate change into its economic and social development plan, implementing and improving the National Climate Change Program, promoting the green economy, and reinforcing the comprehensive capability in coping with climate change.     Work also needs to be done in improving legislation on dealing with climate change and boosting international exchanges and cooperation, Wen said.     China highly values its relations with the European Union and both sides should further deepen the strategic mutual trust and strengthen all-round cooperation under new conditions, Wen said.     China is ready to work with the EU to push for a success of the Copenhagen conference and promote the comprehensive strategic partnership with the EU, he added.     In the telephone conversation, Barroso briefed Wen on the EU's position and proposals on climate change.     Barroso said the EU appreciates China's efforts in coping with climate change and its achievements in energy saving and emission reduction.     The EU hopes to enhance coordination and cooperation with China to make sure the Copenhagen conference produces positive outcomes, and expects to make joint efforts with China to push bilateral cooperation to a new level, Barroso said.

BEIJING, Dec. 24 (Xinhua) -- A report on the building of rural social security system was submitted Thursday to the ongoing session of the National People's Congress (NPC), China's top legislature, for deliberation.     Sun Wensheng, vice chairman of the NPC Agriculture and Rural Affairs Committee, said steady progress had been made in the development of rural social security system when delivering the report at the session of the NPC Standing Committee.     A total of 833 million rural residents, or 94 percent of the rural population, have joined the rural cooperative medical care system, up 2.5 percentage points from the beginning of this year, according to the report.     The rural cooperative medical care system, a government initiative implemented in 2005 that intended to make health services more affordable for the rural poor, had alleviated illness-caused poverty among farmers, it said.     The report said 320 counties, or 11.6 percent of the country's total, had been or would be approved to try a new rural social pension insurance system, which would benefit more than 15 million rural residents.     Under the pension system, senior rural residents will receive a monthly ole-age pension of varying amounts, which will be set by government according to the local income standards.     However, some local governments were financially challenged to implement the rural social security programs and only a relatively small percentage of migrant farmer workers were covered, Sun said.     The report was the result of a nearly four-month investigation conducted by the NPC Agriculture and Rural Affairs Committee.     Initiated in September, the investigation covered 17 provinces, municipalities and autonomous regions.

BEIJING, Nov. 17 (Xinhua) -- Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), on Tuesday urged political advisors to contribute their wisdom to China's social and economic development.     Political advisors should watch closely the domestic and international economic situations and problems that China had in the process of development and put forward wise and pragmatic solutions, Jia said.     He urged political advisors at all levels to carry out in-depth study on the key issues including macro-economic policy, environmental protection, public resource distribution and reform of the income system.     Jia made the remarks at a chairman's meeting of the CPPCC National Committee.

BEIJING, Dec. 26 (Xinhua) -- China will make unswerving efforts and work jointly with the international community for the completion of the Bali Roadmap negotiations at the Mexico climate talks next year, a senior official said Saturday.     Xie Zhenhua, vice minister of the National Development and Reform Commission (NDRC), told Xinhua that China, as it has always done, would continue to play an active and constructive role on that front.     Also head of the Chinese delegation to the Copenhagen climate conference, Xie said developed countries bound by the Kyoto Protocol should confirm their second-phase emission reduction targets as soon as possible.     He said almost no progress was made on some key issues during the international climate change meeting in Copenhagen because developed countries were seeking to shift off obligations demanded by international climate agreements.     "Developing countries have raised requests concerning slowing and adapting to climate change, as well as funding and technology assistance, but developed countries have given no clear response, resulting in almost stagnation on key issues in these talks," he said.     It is also necessary to define the comparability of efforts in emission reduction between non-contracting developed countries and those who have endorsed the Protocol, said Xie.     He said parties bound by the Protocol should fulfill their commitment to short-term financing and stick to their promises on long-term funding.     Xie also urged developed nations to speed up technology transfer to developing countries.     Prior to the climate meeting, the Chinese government announced to cut emissions intensity by 40 to 45 percent by 2020 from the 2005 level.     During the talks in Copenhagen, China played an active role in seeking a viable solution to tackle global warming when diversity existed among countries, and it made great efforts to seek common ground while putting aside differences for further discussions, Xie said.
