BEIJING, Feb. 24 (Xinhua) -- China should further step up efforts to implement the plan to adjust and reinvigorate some of the country's key industries, according to an executive meeting of the State Council held on Wednesday.The meeting was chaired by Premier Wen Jiabao.Progress has been made in 2009 for adjusting and promoting key industries, however the situation remained grave as weak global demand was still affecting China's economy and more efforts were needed to curb overcapacity in some industries, according to a statement released after the meeting.To combat the global economic downturn, China in 2009 adopted a massive plan to adjust and reinvigorate the country's ten key industries covering cars, steel, information technology, logistics, textile, nonferrous metal, equipment manufacturing, petrochemicals, shipbuilding as well as light industry.The implementation of the plan was a long-term task which should focus on the structure adjustment and development mode transformation of the ten industries, said the statement.Vigorous efforts should be made to expand domestic demand, optimize industrial layout, curb overcapacity, eliminate retrograde productivity, push company merger and restructuring, promote technology innovation and deepen reform to facilitate development mode change, it said.

BEIJING, Jan. 24 (Xinhua) -- China's regulation on the Internet industry is in line with the laws and should be free from unjustifiable interferences, a Chinese government official said here Sunday.A spokesperson with China's State Council Information Office told Xinhua in an exclusive interview, that China is regulating the Internet legally to build a more reliable, helpful information network that is beneficial to economic and social development.Such regulation, the spokesperson said, are based on laws and regulations such as the Constitution, the Law on the Protection of Minors, and the Decision on Internet Safety pass by the National People's Congress Standing Committee.Online information which incites subversion of state power, violence and terrorism or includes pornographic contents are explicitly prohibited in the laws and regulations, the spokesperson said.China has full justification to deal with these illegal and harmful online contents, the spokesperson said.This has nothing to do with the claims of "restrictions on Internet freedom", the spokesperson stressed.Different countries have different conditions and realities, thus they are regulating the Internet in different ways, the spokesperson said.China's regulation on the Internet industry is proved to be suitable for China's national conditions and in line with common practices in most countries as well, the spokesperson said.China is willing to cooperate and exchange opinions on issues about Internet development and management wit other countries, but opposes firmly to any defiance of Chinese laws, or intervening Chinese domestic affairs under the pretence of "Internet management" regardless of the truth, the spokesperson said.According to the spokesperson, as of the end of 2009, the number of netizens in China reached 384 million, and websites topped 3.68 million.China has millions of online forums and more than 200 million blogs, and every day, there are more than four million new blog entries posted online, the spokesperson said.Chinese netizens' right to express opinions within the law is well protected, and their opinions are given full consideration by the government in policy making process, the spokesperson said.

NAIROBI, Feb. 12 (Xinhua) -- Achim Steiner, UN Under Secretary- General and Executive Director of the United Nations Environment Programme (UNEP) told Xinhua in an interview on Friday that China played a significant role in the process leading up to Copenhagen Climate Change Conference."I think China played a very significant role in the process leading up to Copenhagen, and in a sense it became very engaged at the highest international political level in the process," the UNEP chief said.Steiner noted that China took a significant step forward when it made its announcements of voluntary actions a few weeks before Copenhagen. And that sent a very important signal to the negotiations."We saw similar actions taken by Mexico, by South Africa, by Brazil, by Indonesia and also India. That created an opportunity," he said.Steiner admitted that Copenhagen did not deliver what the world had hoped, which was a deal among developed and developing countries to achieve significant agreement in reduction of emissions. However, he maintained that it was also not the failure that some people had attributed to it."I think in history it shall be written as a missed opportunity. We are now focused on moving forward towards Mexico and the world has an opportunity to reach an agreement," he said to Xinhua.On China's situation of environmental protection and carbon emissions reduction, Steiner said the nation has made rapid progress yet challenges still remain.He stressed that China has begun to take a different development path. Chinese leaders and people have started to look at development also from a sense of balance. And therefore environmental protection and sustainable development have taken a far quicker route of being addressed today than by some industrialized nations have done in historical terms."I think many of the measures the government is taking, from establishing a ministry of environmental protection to new legislation, to setting pollution standards, showed that in a period of just 10 to 15 years, China has walked a distance that some other countries had taken 30 to 40 years," he said.The UNEP chief added that "also let us be very realistic that environmental challenge for China is significant, and therefore effective action is necessary and urgent."He lauded China for including the notion of ecological civilization and the transition to a green economy into part of the country's mainstream development planning and the next Five- Year Development Program."To me it provides some very encouraging signs that we will see a very different economic development philosophy emerging in China. And this is also UNEP's mission to work with China in bringing the latest science and knowledge that have been developed across the world on green economy opportunities into the debate and discussions in China," he said.Referring to the upcoming Shanghai EXPO, Steiner said such big events can be not only a showcase for the country, but can also act as an experiment with policies, with new technologies and with new ways of management."The Shanghai EXPO, with the theme of 'Better City, Better Life, ' has put the quality of life, which is so closely related with environment management, at the heart of this international event," he said.Steiner compared the EXPO to the Beijing Olympics, saying that the 2008 Olympic Games in Beijing provided many examples of innovation technology as well as environmental management initiatives. It is in his belief that the Shanghai EXPO will just stand in the same tradition.

  

BEIJING, Feb. 21 (Xinhua) -- The Chinese government's insight and the adjustment of the economic pattern were the two major factors helping China ride out the global economic downturn, scholars said here Sunday.Zhuang Fuling, professor of Renmin University, said the Chinese government made a correct analysis of China's economic situation and took quick and resolute action.At the end of 2007, the central government called for vigilance against possible scenarios of various sorts. Moreover, in the Central Economic Work Conference held in December 2008, China drew up guidelines to cope with the global economic downturn through domestic consumption expansion, development pattern transformation, key sectors reforms, and continued effort to open up and improve people's livelihood.Ye Duchu, professor of Party School of the Central Committee of the Communist Party of China (CPC), attributed the success to China's systemic advantages."We could employ the country's fullest strength to reduce or offset the negative implications of the crisis," Ye said.The National Bureau of Statistics revealed on Jan. 21 that China maintained a GDP growth rate of 8.7 percent in 2009 despite the global recession.The global financial crisis, by nature a challenge to China's development mode, prompted the country to quicken its drive to transform its economic pattern in a bid to realize sustainable development for the future, scholars say.Lu Zhongyuan, deputy director of Development Research Center under the State Council, said China should seize the opportunity to optimize the economic structure and promote the system and technological innovation.Jin Bei, president of Institute of Economy under Chinese Academy of Social Sciences, considered the crisis a good chance for competitive enterprises to carry out strategic adjustment.On Feb. 3, Chinese President Hu Jintao called for the whole nation's efforts to accelerate the adjustment of China's economic development pattern to promote sound and fast economic and social development.Wu Zongxin, counselor of Counselors' Office of the State Council, highlighted the building of the CPC in pulling through the global economic downturn."China's good performance during crisis is attributed to its staunch and capable leadership," said Wu.The Fourth Plenary Session of the 17th CPC Central Committee urged all Party members to be prepared for dangers in times of peace and push forward Party building work to ensure the Party's "backbone" position in people's minds when coping with various domestic and overseas challenges.Zhuang said the rapid and sustained economic growth called for strengthening and improving the Party building under the new circumstances.The cadres of the Party at county levels have been trained at the Party School of the CPC Central Committee since 2008 in a bid to better cope with the global financial crisis."This is an endeavor rarely seen in the world, thus guaranteeing China's effective response in fight against the crisis," said Ye.
