Cynthia Santiago and the first Latina filling the role.“I'm excited and nervous, and excited-and-nervous is like a constant continuation,” Santiago said.She has been on the force for 10 years and said she joined the police department because she wanted to give back and help her community. She said she also feels some weight on her shoulders."I'm the first one stepping into this role, but I think that as a sergeant,” Santiago explained, “I think my career as a police officer and as a detective shows the type of person I am."She has experience in the patrol unit, domestic violence unit and as a detective."You know, just a regular person - I'm a mom, I'm a daughter and a police officer,” she said. “I don't want to just be considered just the 'Latina police officer.' I have plenty of extracurricular activities that I do outside of work with my family."Santiago took on special projects and efforts such as building a relationship between the department and the growing local Latino community. One way was by helping to start the Hispanic Citizen’s Police Academy last autumn.She will work out of the fourth precinct and said she hopes to continue working on these initiatives as a sergeant."It was so successful, that Hispanic Citizen's Police Academy, and hopefully we have another one because we had a lot of interest of people who still wanted to join,” Santiago said. “Once this pandemic leaves, maybe have some type of community event and invite the community leaders of the Hispanic population here in Virginia Beach."She officially starts her role on Thursday. VISTA, Calif. (KGTV) — A Vista bike shop owner is fed up after his shop was broken into for the third time in six months.Early Sunday morning, Jesse McCormack got a call from his security company. The person on the phone notified him that thieves had gotten into his shop, 211 Bikes, again.“I woke up in an immediate panic,” McCormack said.This month, he was supposed to be celebrating his one year anniversary at the location. Instead, he is filing yet another police report.The surveillance video shows a man wearing a hoodie and shorts ransacking the shop, snipping cable locks, and running out.The man captured on the security video took a 2017 MASI Volare worth ,199, a MASI Vivo Uno worth ,999, a Haro Shredder 12" worth 0, a rack of sunglasses worth ,000, and several important files.The first time 211 Bikes was the target of a crime was last October, just six months after opening. No one was arrested for the crime. “It was a wake-up call,” McCormack recalled.The second break-in was on December 10, 2017. Five rare road bikes, along with other equipment, were stolen. “There’s some nights that I don’t really want to go home,” McCormack sighed. “I just feel like I need to stay the night here, and just keep an eye on things.”In the last six months, McCormack has lost at least ,000. He and his landlord have put up new security cameras, LED lights, locked up the bikes, even changed the dead bolts.When one of the stolen bikes was listed on online sale app, he even worked with detectives to arrest the seller. But the thefts continued.McCormack recently got a call from another bike shop owner. They sent McCormack a photo of a man, riding a rare and expensive road bike in San Marcos —The exact one that was stolen from his shop in December.He immediately noticed that the leg tattoo on this rider was very similar, if not a match, to the tattoos on the man captured on Sunday morning’s surveillance video.“He matches the description I have of the prior incident,” McCormack said.This could be a break, he said, hoping that somebody recognizes the man, and turns him into the San Diego County Sheriff’s Department.“Action needs to be taken,” McCormack said. “We need to have the ability to feel safe, in order to conduct business, especially as a small and vulnerable business owner, who is operating on a shoe string budget."McCormack is now working with the San Diego County Sheriff's Department, asking for increased patrols in the area.He thought about changing locations. VISTA (KNSD) - A Carlsbad man who allegedly drugged and sexually assaulted a 16-year-old girl and raped a woman he met online was charged Wednesday with 17 felony counts.Michael Fangman, 47, faces between 20 and 25 years in state prison if convicted of charges involving the minor, identified only as Jane Doe 1, and the woman, identified only as Jane Doe 2.Fangman was arrested shortly before 8:25 a.m. last Friday at his home, Carlsbad police Sgt. Reid Shipley said.Carlsbad police have been investigating since March when they received the first report of sexual assault. The 16-year-old girl contacted police on March 18 and alleged that she had been sexually assaulted by Fangman, who she had met online, Shipley said.The criminal complaint includes allegations that between March 11 and March 16, Jane Doe 1 was sexually assaulted and was given heroin by Fangman during that timeframe. He faces 14 counts related to Jane Doe 1, as well as three pertaining to Jane Doe 2, including forcible rape.According to the deputy district attorney, Benjamin Barlow, all of the alleged acts took place in Carlsbad in the month of March of this year. The judge ordered a no contact order with Jane Doe 1 and Jane Doe 2. Department of Health has released an open letter appealing to all White House staff and those attending a Sept. 26 event in the Rose Garden to seek medical advice and take a coronavirus test.The letter indicates a lack of confidence in the White House medical team’s contact tracing efforts for the virus outbreak that infected President Donald Trump, multiple senior staff members and two U.S. senators, among others.Co-signed by nine other local health departments from neighboring jurisdictions in Maryland and Virginia, the letter says contact tracing on the outbreak has been insufficient and “there may be other staff and residents at risk for exposure to COVID positive individuals.”The move highlights the public health dilemma faced by Mayor Muriel Bowser’s administration regarding the current outbreak.
