SAN DIEGO (KGTV and CNS) -- A San Diego County deputy facing charges that he groped 13 women was arrested again Thursday on five new charges, including forcible oral copulation.Richard Fischer, 32, is being held on million bail and is scheduled to be arraigned Friday morning in a Vista courtroom.Fischer faces more than 10 years if convicted on the new charges, according to the District Attorney. A brass bell from the Carlsbad School which rung daily for class.In 1922, Florence's uncles stole stole the bell to pull off a prank on her mother's wedding night. SAN DIEGO (KGTV) — City leaders say they're making strides in overhauling its water department after a disastrous 2018. In a presentation to the Audit Committee Wednesday, city public utilities managers said they had implemented about a dozen reforms after a series of missteps last year. In 2018, thousands of San Diegans received erroneous water bills, which an audit largely blamed on human error. A later audit found that some meter box and lid replacement workers were fudging time cards amid a 22,000 unit backlog. Perkins said the Public Utilities Department has implemented new, efficient work strategies. The service, which has operated within Europe since 2013, is hoping to carve out a presence with discounted ticket prices and some high-tech additions.For a limited time, travelers can snag fares from Los Angeles to Las Vegas for as low as on select dates throughout June, according to the service's website.
