But global warming may change this situation which has been shown in the past years that the water reserve has reduced gradually due to climate change, warned the experts.Observation data have shown a significant decrease of 25 percent in groundwater recharge in the past 100 years which has also resulted in the reduction of mountain spring.Director of the Provincial Department of Water Resources of Styria Johann Wiedner point out, in 2003, droughts occurred in the eastern part of the Alps, including the state of Styria and water shortages were also found in other regions of the Alps. JOHANNESBURG, June 1 (Xinhua) -- An estimated 2 million adolescents ages 10 to 19 are living with HIV, with 86 percent of them from sub-Saharan Africa, according to a global report on HIV prevention launched in Johannesburg on Wednesday.For the first time, the world gets to see the number of adolescents between the ages of 10 to 19 living with HIV in the report named Opportunity in Crisis: Preventing HIV from early adolescence to young adulthood.The report is a jointly publication by the United Nations Children's Fund (UNICEF), UNAIDS, the United Nations Educational, Scientific and Cultural Organization (UNESCO), the United Nations Population Fund (UNFPA), the International Labor Organization (ILO) , the World Health Organization (WHO) and World Bank.According to the report, people aged 15-24 accounted for 41 percent of new infections over the age of 15 in 2009. Worldwide, an estimated 5 million young people in that age group were living with HIV in 2009. Most of them live in sub-Saharan Africa. Globally, young women make up more than 60 percent of all young people living with HIV. In sub-Saharan Africa that rate jumped to 72 percent.Despite these challenges, the report acknowledges that some progress has been made in preventing new infections among young people."In many high-burden countries, HIV prevalence and incidence have declined among young people. While in 2001 there were 5.7 million young people living with HIV, the figure stands at 5 million (in 2009)," said the UNICEF eastern and southern Africa regional director, Elhadj As Sy, at the media briefing.He pointed that sexual transmission and injection drug use remain the major modes of transmission of HIV among young people. Early sexual debut, early pregnancy and early experiences with drug use all raise risks for HIV infection.The report reveals that unemployment and poverty are reported as the main reasons young people enter the sex trade. Worldwide, many young people driven by economic pressure, exploitation, social exclusion and lack of family support turn to commercial sex and injecting drug use.In 2001, the world made a commitment to reduce the prevalence of HIV among young people by 25 percent by 2010. The actual reduction achieved (from 5.7 million to 5 million) is 12 percent, and it represents less than half the target percentage."To avoid the current programming failures, we have to adopt a ' Continuum of Prevention Approach'." said Lina Mousa, deputy director of UNFPA Africa Regional Office."This continuum of prevention must be reflected in national HIV strategic plans, poverty reduction strategies and global fund proposals. This response must be developed with and for young people so that they own the response together with their communities," she added.To build this continuum of prevention for adolescents and young people, the reports outlined nine specific recommendations including providing young people with information and comprehensive sexuality education, strengthening child protection and social protection measures, engaging communities in shaping a positive social environment that promotes healthy behavior, establishing laws and policies that respect young people's rights.

TAMPA, the United States, June 18 (Xinhua) -- The HIV/AIDS patients in the U.S. state of Florida are in dispute with state authorities over a proposal to impose tighter restrictions on those who qualify for drugs provided by the state's AIDS Drug Assistance Program (ADAP).According to the proposed restrictions, individuals would have to earn less than 21,000 U.S. dollars annually to qualify for ADAP drugs. If approved by the Florida Department of Health (FDH), this would affect approximately 1,150 HIV/AIDS patients."The FDH is currently looking at the number of cost containment activities, including altering the financial eligibility for ADAP services," said FDH's press secretary Jessica Hammonds. "After soliciting public input on this matter, the department is in the final stages of evaluating the matter."The Florida ADAP program serves almost 9,500 clients, each of whom receiving 8,600 dollars in funding annually, Hammonds said. There are still another 3,482 on a waiting list.Four FDH sponsored public hearings were held in April and May on the proposal to reduce HIV/AIDS funding. Two were held in Miami, one in Tampa, and the other one was held in the state capital city of Tallahassee. Over 1,000 people attended the hearings.The issue has become so ubiquitous that it caught the attention of the Elton John AIDS Foundation (EJAF), created by the popular entertainer of the same name.

Apple Inc's former CEO Steve Jobs resigned."The Chinese market is the starting point for Lenovo, but it won't be the only place Lenovo should put emphasis on. We will set up a more active strategy for expanding in overseas markets," Liu said.The PC maker has long been focusing on the global market. DUBLIN, June 27 (Xinhua) -- The Irish government is aiming to increase internet literacy among older people with the launch of a 1.6 million euro training program, according to a cabinet minister on Monday.The goal of the scheme is to provide basic internet skills to 30,000 elderly people across the country who are less likely engage with the internet themselves.The announcement was made by Irish communications minister Pat Rabbitte at a new computer training facility run by Age Action Ireland, an Irish charity which promotes positive aging and better policies and services for older people.The Irish minister detailed how the training program will help those involved."This scheme will enable thousands of people throughout Ireland, people otherwise likely to be left behind in the knowledge society, to acquire the basic practical know-how to improve their digital skills. In particular this will help older people, those with disabilities, the unemployed and other key target groups. They will learn to use the internet, emails and how to conduct simple on-line transactions," he said."Previous schemes show that learning such basic skills helps people in many ways, giving them new communication options, new opportunities to save money, as well as better access to a wide range of on-line services," he added."We have also seen how such new skills and the opportunities that result from them improve people's confidence and wellbeing. More widespread participation in the knowledge society is a win- win outcome with advantages for citizens, government and the wider economy."
