BEIJING, Sept. 16 (Xinhua) -- China's State Council, or the Cabinet, issued a new regulation Wednesday targeting prevention and remedies for marine pollution caused by ships.     The regulation, which includes nine sections and 78 rules, said transportation departments under the Cabinet should compile emergency plans to deal with pollution caused by ships or related activities.     Once the plans are completed and have been approved by the Cabinet, coastal governments above city level should map out emergency plans based on one proved by the State Council.     China's transport departments and governments above city level have also been asked to establish emergency mechanisms and plans to prevent and deal with marine pollution.     Marine management institutions should cooperate with other departments to improve monitoring and supervision over the activity of ships and pollution caused by them     Professional teams to deal with emergencies, specialized equipment and facilities should be organized, according to the regulation.     Anyone who is responsible for marine pollution should make efforts to eliminate the pollution hazard and make compensation.     The regulation will take effect on March 1, 2010.     Official statistics say 733 ship pollution accidents occurred between 1998 to 2008 in sea areas in China's jurisdiction, which led to huge economic and environmental losses. The regulations will apply to every type of shipping, except military.

BEIJING, Aug. 30 (Xinhua) -- China is ready to advance cooperation with Turkey in combating terrorism to better fulfill the common task of safeguarding national unification and territorial integrity and opposing separatism, Foreign Minister Yang Jiechi said here Sunday.     Yang made the remarks when meeting in Beijing with Turkish State Minister Zafer Caglayan, who paid the visit to China as special envoy of Turkish Prime Minister Recep Tayyip Erdogan. The visit "indicated Turkey's political will to further its relationship with China," Yang said during the one-hour meeting, adding China attached great importance to promoting the ties with Turkey.     China was ready to strengthen the bilateral relations on the basis of universally recognized norms of international relations, he said. It had a profound political background.     The riot, taking place on July 5 in capital of the northwest China's Xinjiang Uygur Autonomous Region, left 197 people dead and more than 1,600 others injured.     Yang said the "East Turkestan" separatist forces' nature and harm was disclosed in the riot as it seriously jeopardized the lives, property of the Chinese people of various ethnic groups, and the local stability.     The measures taken by the Chinese government to deal with the incident according to law won wholehearted support of the local people of all ethnic groups, Yang said.     Caglayan reiterated Turkey's adherence to the one-China policy and its respect for China's sovereignty and territorial integrity.     The two peoples had a long history of friendship, and the two countries enjoyed "sound cooperation" in areas such as fighting terrorism, Caglayan said, adding Turkey would like to keep close contact with China in this area.     "Turkey will endeavor to develop a strong relationship with China, through deepening bilateral cooperation," he said.     Caglayan, who arrived in Beijing Saturday, also said the success of Turkish President Abdullah Gul's visit to China in June had exerted profound influence on the bilateral relations.     During his four-day stay in China, Caglayan was also scheduled to meet Chinese Premier Wen Jiabao and visit Xinjiang, according to Chinese Foreign Ministry.

BEIJING, Aug. 6 (Xinhua) -- Chinese Premier Wen Jiabao on Thursday personally conveyed National Day greetings to elderly scientists who have made prominent contributions to atomic and medical research.     China's National Day this year will commemorate the 60th anniversary of the founding of modern China. Premier Wen first visited Zhu Guangya, a nuclear physicist and one of the key scientists engaged in producing the first of China's atomic and hydrogen bombs between the 1950s and 1960s.     "You have devoted your whole life to the development of the country and service to the people. We will remember you with concern forever," Wen told 85-year-old Zhu. BEIJING, Aug. 31 (Xinhua) -- The Chinese Ministry of Commerce said Monday it would extend anti-dumping duties on phthalic anhydride imported from the Republic of Korea, Japan and India for another five years after review investigation.     Phthalic anhydride is an important industrial chemical mainly used in the mass production of plasticizers for plastics     The imported phthalic anhydride would cause damage to Chinese industries should anti-dumping duties be lifted, said the ministry.     The duties took effect Monday.     On Jan. 7, China imposed anti-dumping measures on phthalic anhydride to offset negative impact on domestic producers.

BEIJING, Aug. 1 (Xinhua) -- Several hundred former generals, famous military artists, and soldiers gathered at the foot of the Great Wall Saturday to celebrate the 82nd anniversary of the founding of the Chinese People's Liberation Army (PLA), which falls on August 1.     At the ceremony organized by the China Great Wall Society (CGWS), veterans recited a poem telling their love and wishes for the country and the people.     Lieutenant General Shao Huaze, vice chairman of the CGWS, said the peom was written based on the wishes collected from the veterans.     The CGWS also held an exhibition of more than 500 calligraphy and painting works by former generals.
