SAN DIEGO (KGTV) - The San Diego City Council unanimously voted Tuesday to give final approval to place a measure on the November ballot that would change the city's police oversight structure.The current version is the Community Review Board; the ballot measure would replace it with a Committee on Police Practices."It is so desperately what the community wants and needs, so that we can build trust between the police department and the community," said Andrea St. Julian, co-chair of San Diegans for Justice, the group that wrote the ballot measure.The new committee would be appointed by the City Council, as opposed to the old board which was appointed by the mayor. The new committee would also have an independent lawyer and oversight from city staff not associated with the mayor's office or San Diego Police Department.St. Julian said these changes will help avoid conflicts of interest that the old board dealt with, especially because the CRB's lawyer was the City Attorney, who also acted as the lawyer for the police department.The new committee would also have broader power for investigations. It would be required to investigate any police shooting, as well as any time someone died while in police custody or while interacting with police.The committee could also investigate any other complaints against an officer and review all disciplinary action taken within the department."When a full investigation can be done by community members or at the direction of community members, people feel much more comfortable with the results," said St. Julian.Mayor Kevin Faulconer and County District Attorney Summer Stephan have both said they support the measure. SAN DIEGO (KGTV) -- Time is running out to sign up for the San Diego Promise, a tuition-free college program within the San Diego Community College District. So far more than 1,700 students from 198 California high schools have signed up for the program, which provides tuition and textbook grants for up to two years for first-time, full-time students. The deadline to apply is June 28. Officials with the district say about three times more students have so far signed up compared to last year. “The San Diego Promise offers much more than a financial guarantee,” said Lynn Neault, SDCCD Vice Chancellor of Student Services. “The program’s many wrap-around services result in San Diego Promise students faring better than their non-Promise counterparts academically.”To sign up, students need to complete a fall 2019 admissions application for City, Mesa or Miramar colleges, complete a 2019-2020 FAFSA application and fill out a Promise application. All first-time students are eligible to apply, regardless of financial status, the district says. The program launched in 2016 with 186 students participating. During the 2017-2018 school year, that number increased to 661. SAN DIEGO (KGTV) - Three San Diego County high school football teams qualified for the state finals but may not have enough funding to attend the tournament, school officials said Monday.Lincoln High School boys just finished what coach David Dunn is calling a “Cinderella season”. The team has never before qualified for the event.“Just to have the experience and the opportunity to do it, and let alone be the first team to do it, it means a lot,” said T'ray Kirkland, senior player.The Lincoln High Hornets have had a slim roster, injuries, even a forfeited game. They beat Mira Mesa for the CIF championship.“There have been games where we really had to step up. You just see how much heart each and every person on this team has,” said Kirkland.“Their willingness to compete is different than a lot of the other teams that I've had before," Coach Dunn said.The boys have also been competitive academically. The team averages a 3.1 grade point average with as many as eight players holding a 4.0. Lincoln High is scheduled to play Menlo Atherton this weekend in the San Francisco suburb of Redwood City. The game won’t happen if the team doesn’t get more money. Although the state pays for some of the expenses, the team needs the community to step up.“We need this opportunity to really display that the Southeast produces athletes, great young men, and character,” said Kirkland.San Diego High and Escondido’s Orange Glen High also qualified for the state finals and need financial help. SAN DIEGO (KGTV) -- The San Diego Fire-Rescue Department saved a baby hummingbird found injured near a fire station, the department tweeted Sunday. According to the tweet, the hummingbird was found at the base of a tree in the parking lot of station 9. The department says the bird was unable to fly due to its injuries. “After some firefighter TLC and lots of sugar water, it was able to fly back to its mother. A great save,” the department said.
