Homeowners in City Heights say the neighborhood isn't keeping up with the cost of living. While home prices are on the rise, development plans have come to a halt. Paul Smith is trying to transform City Heights. "They're still equating it to a high crime area or a place not worth investing in," said Smith. Like everywhere else in San Diego, the cost of living there is going up. "People are taking advantage of a housing shortage right now," said Smith. "So they can demand top dollar for their house. Because someone's willing to pay for it."He's been remodeling his home for the past 18 months. Many of his neighbors are doing the same. "We're seeing numbers in the 0's range now, 0, and I'd say probably five years ago you could buy a house for under 0,000."But, he says businesses in the area aren't adapting to the change. "It's constantly having to go over to North Park to look for services or South Park, outside the community."While some shops are moving in, he says it's simply not enough. "New businesses are seeming to move in, but there isn't a massive influx of investments like you're seeing in North Park and other areas," said Smith. "So we're seeing a lot of vacancies here."Those businesses would help build an even stronger community. "I don't always want to have to leave my neighborhood and to another area just to go get groceries, or go to a restaurant to eat," said Smith. For him, it can't come soon enough. "Change kind of is coming, but more needs to happen."The city did work on a redevelopment project in City Heights several years ago. There are currently no plans for future projects in the area on the city's website. 1735

Have you ever poured yourself a drink and browsed online, only to find a package at your door days later? Well, you’re not alone, according to a new survey.According to the personal finance website Finder.com, nearly half of Americans surveyed earlier this year said they’d made a purchase while under the influence. The survey found the average American spent 7.57 while drunk shopping. That total is up from the 2017 average, which was about half of that amount. So, what are drunk shoppers buying? Besides food, the top items are shoes and clothes. The survey found a quarter of people also like to gamble while drunk. The good news—there are apps that can stop you from drunk shopping. Crome browser extensions like Focus Me and Freedom allow users to block certain websites for a certain amount of time. The apps also allow you to set a spending limit, so you don’t wake up with a financial hangover. 919
GENEVA — The World Health Organization said European nations reported more than 700,000 new coronavirus cases last week — the highest-ever figure since the start of the pandemic. In a weekly briefing published Tuesday, WHO said weekly virus cases and deaths across Europe jumped by 34% and 16% respectively. Britain, France, Russia and Spain accounted for more than half of the new cases seen in the region. The organization noted that the number of new cases reported in Spain showed a “noticeable decline” in comparison to recent weeks. But in Poland, WHO said virus cases and deaths spiked by 93% and 104% respectively, and the government has tightened restrictions to try avoiding another lockdown.WHO Director-General Tedros Adhanom Ghebreyesus said this week that the agency understood the frustration people were feeling as the pandemic drags on but warned “there are no shortcuts and no silver bullets.”WHO described lockdowns a “last resort” when countries have no other options and urged officials to use more targeted methods to stop the virus. 1061
