The Chinese government on Tuesday expressed indignation and opposition to the resumption of "diplomatic relations" between St. Lucia and Taiwan. Foreign Ministry spokesman Liu Jianchao said in a statement that the resumption of "diplomatic relations" between St. Lucia and Taiwan was a flagrant violation of the declaration on the establishment of diplomatic relations between China and St. Lucia. GUANGZHOU: The Guangdong People's Procuratorate on Thursday called on the public to continue to help it identify and prosecute government officials found to be guilty of dereliction of duty. Figures show that of the 2,200 such cases reported by the public since 2005, 738 people in 678 cases were subsequently prosecuted. Of those, 65 were county-level officials, with five holding more senior positions. Since the beginning of 2006, the procuratorate has rewarded 23 people for providing information on such cases, Huang Liming, director of the anti-dereliction of duty division of the provincial procuratorate, said. Also on Thursday, the provincial disciplinary watchdog disclosed details of four its most serious cases. In one, two police officials in Huazhou, Guangdong, were charged with torturing to death Huang Weiqing in November 2002, who had earlier been arrested for being a grifter. A court heard how police officer Huang Weiguang, who had been drinking alcohol prior to interrogating the suspect, repeatedly beat the man about the head, chest, back and legs until he lost consciousness, in a bid to extract a confession. Huang Weiqing later died of his injuries on November 14. A second police officer, Li Hanyu, was found guilty of failing to intervene; he instead simply left the room. Almost 40 police officers from the station unanimously testified that the suspect had killed himself by hitting his head on a table while being questioned. However, the dead man's family continued to appeal to government departments for justice. The provincial procuratorate eventually set up a special team and after a two-month investigation reached its decision on the police officers involved. Huang was sentenced to life imprisonment, while Li got two years for dereliction of duty. A number of other police officers were also punished. In another case, Fu Zuoqing, the former president of the Qingyuan Intermediate People's Court, received 11 years' imprisonment for misuse of power, bribery and embezzlement.

China's input into education is kept increasing in recent years, with more to be injected into the fundamental career, the government said on Sunday.A senior official with the Department of Education, Science and Culture of the Ministry of Finance, said in an interview with Xinhua on Sunday that education has been listed as the priority area for the central government to increase input in the coming years.The official's words echoed what the Chinese President Hu Jintao said on August 31. The president delivered a speech to more than 100 model teachers from all over the country, marking China's 23rd Teachers' Day which falls on September 10.President Hu stressed that education should be developed in priority to help train more professional and skilled people for the building of a well-off society in an all-round way and propelling of socialist modernization, and vows to support the development of education with more fiscal input.Statistics with the Ministry of Finance said that China's fiscal budget on education in 2007 reached 646.1 billion yuan (US billion), 105.3 billion yuan (US.9 billion) more than that of the previous year, up 19.5 percent year-on-year, higher than the 15.7 percent growth rate of national fiscal budget.In the first half of 2007, China's input into education within the budget has increased over 30 percent in comparison with the same period of last year, according to the ministry.The ministry said China is improving its national input mechanism on education, with the input kept increasing in the past years.During the tenth five-year plan period between 2001 and 2005, China's input on education within the budget totaled 1.5 trillion yuan (US0.4 billion), increasing 1.22 times that of the input during the ninth five-year plan between 1996 and 2000, realizing an annual increase of 17.63 percent.According to the ministry, this year, the increased government input into education will be used in four aspects, namely the rural education, subsidy to poor students, high-schools and colleges, and vocational education.On the basis that the country exempted students in rural areas of western and middle China from tuition and miscellaneous fees related to nine-year compulsory education last year, the same has been applied to the total of 150 million rural students of the whole country this year.The ministry said that in the coming years by 2010, the newly added input from both the central and local governments used on reforming the rural education input mechanism will reached 218.2 billion yuan (US.9 billion), including 125.4 billion yuan (US.6 billion) from the central government.The government also started to improve its subsidy system since the fall semester this year, a move to improve education equality. The system will benefit about four million students from the 1,800 high-schools and about 16 million students from 15,000 vocational schools.To buildup the five-class subsidy framework, the government will input 15.4 billion yuan during this fall semester, with the input to be doubled to 30.8 billion yuan next year. The ministry said the annual input from the government on the improved subsidy system will reach 50 billion yuan in the future.In addition, the Chinese government has also input nearly 40 billion yuan to improve the teaching quality of the high-schools, so as to help China's high-schools listed among the world's top-level schools.To train more professional and skilled talents in the coming years, the central government also planned to input a total of 14 billion yuan on the development of vocational education in the 11th five-year period. The fund will be used to set up more training bases for the vocational schools and further improve teaching quality of those schools.

At least two Chinese universities could achieve "world-class" status within the next 20 years, the president of one of the United States' oldest higher education institutions said yesterday in Beijing. Yale University's Richard Levin made the comment at the start of a 10-day visit by about 100 Yale faculty, students and administrators, the biggest delegation from the university ever to visit China. President Hu Jintao, who extended the invitation to the Ivy League university during his 2006 visit to the US, met the delegation last night at the Great Hall of the People. Hu said the visit of Levin's delegation will help promote mutual understanding and friendship between the two peoples, as well as the stable and healthy development of Sino-US relations. The president expressed his hope that Yale University students build strong relationships with the young people of China. In an interview with Chinese media, Levin said the country had made great progress in strengthening its top universities, by investing more in first-class facilities including research labs. "The key ingredients to being a world-class university are top students and top faculties," Levin said. "I don't think there is any doubt that China's top universities today have students that are as good as any in the world. "What remains to be built are faculties that are at the very frontier of research in their fields and worldwide leaders in their research endeavors." The delegation will spend its days meeting government leaders and visiting universities and other historical and cultural sites in Beijing, Shanghai and Xi'an. The Chinese government and Yale are sharing the cost of the trip. Participating students and faculty, the majority of whom had never before been to China, were handpicked to represent the university's different schools. Delegation groups will today meet with government leaders, including Yang Jiechi, the minister of foreign affairs and Jiang Zhenghua, chairman of the Chinese Peasants' and Workers' Democratic Party. The visiting students may even bridge some cultural divides. "I think that young people can play a very important role in securing a peaceful future for the US and China," Levin said. "Today, especially among the older generation, there is a great deal of ignorance about China in the United States, and some ignorance about the United States in China as well." Before leaving for China, some of the delegation met with US President George W. Bush, who spoke about the importance of "people-to-people diplomacy". "I think the trip will serve a cultural purpose in that our students will get a deeper understanding of Chinese culture to the extent that this throws into public view the importance of student-to-student exchanges," Levin said. "And that certainly serves a political purpose."
