(KGTV) - Neighbors in University Heights say the city needs to do more to clear dead brush from a canyon along Washington Street.The canyon, often called "Camelot Canyon," runs east from the 163 and underneath the popular Vermont Street bridge.People who live nearby say the brush underneath, combined with homeless encampments, creates a fire hazard.Their fears came true last March when a massive fire broke out among the palm trees near the bridge. In the aftermath, the fire department ordered CalTrans and the City of San Diego to remove dead brush from the canyon.Neighbors say they didn't do enough."We're trying to get them to finish the job and help suppress wildfires," says Marybeth Chruden. Part of it is owned and maintained by CalTrans. The rest is city property.According to Assistant Fire Marshall Eddie Villavicencio, city crews did two cleanups after last spring's fire; one in April and another in July. The delay between the two was a result of waiting for more funding. Also, city code only allowed the crews to clear out dead or dying vegetation, nothing more.Villavicencio also says the canyon is designated as Open Space and supposed to be left alone to let nature take over. Because of that, there is no requirement for the city to maintain the brush.CalTrans, meanwhile, has different requirements for their land in the canyon. Chruden and her group say the CalTrans land is maintained and kept clear.Villavicencio says the Fire Department is always looking for grants to help fund more cleanups in these areas. He also mentions a bigger problem is the homeless camps in canyons, which are typically the cause of fires. That part of the issue is a police and enforcement matter.Chruden's group says those explanations serve as further proof that the city needs to fund this kind of regular maintenance."This is such a wonderful neighborhood, such a good community, and we take pride in it," says Debora Morrison, who has spent time gathering signatures on the bridge. Vaping among America's teenagers continues to climb, while the use of other substances — such as alcohol and opioids — has declined in recent years, according to a new report.Monday's report, called Monitoring the Future, comes from the University of Michigan's Institute for Social Research and is based on an annual survey of drug and alcohol use and attitudes among eighth-, 10th- and 12th-graders in the United States. This year's survey included 44,482 students from 392 public and private schools across the country.Behind drinking alcohol, vaping was the second-most common form of substance use, the study showed, with 17.6% of eighth-graders, 32.3% of 10th-graders and 37.3% of 12th-graders reporting vaping in the past year. Last year, the annual survey found that prevalence of vaping was 13.3% among eighth-graders, 23.9% among 10th-graders and 27.8% among 12th-graders.Vaping involves using an electronic cigarette, hookah or similar device to inhale certain vapors or aerosols, which could contain substances such as nicotine, marijuana or flavoring."What we are seeing is a change in the patterns of drug taking among teenagers in that they are the lowest that we've seen for many years," said Dr. Nora Volkow, director of the National Institute on Drug Abuse, which funded the report."So we have very good news," she said, "but at the same time, we have to be vigilant, because of this very high uptake and embracing of vaping by teenagers that could lead them then to the administration of other drugs." 1543

Two dozen workers at an Amazon fulfillment center in New Jersey were taken to hospitals Wednesday after an aerosol canister of bear repellent fell off a shelf and discharged fumes inside the building, a spokesperson for Robbinsville Township told CNN, citing a preliminary investigation.Employees reported experiencing difficulty breathing and burning sensations in their eyes and throat, said John Nalbone, spokesperson for Robbinsville Township, where the fulfillment center is located.Emergency personnel responded to a morning 911 call that 54 workers at the fulfillment center were experiencing symptoms, Nalbone said. Twenty-four workers were taken to local hospitals, including one in critical condition, he said.It appears to be an accidental dispersal, he said, adding EMS is still on scene conducting triage.Bear repellent spray is similar to a can of pepper spray and is intended to deter an aggressive or charging bear. The US Fish and Wildlife Service recommends bear repellent spray as both safer and more effective than a firearm in fending off bear attacks.Rachael Lighty, regional manager for external communications for Amazon Operations, said a damaged canister caused the problem."Today at our Robbinsville fulfillment center, a damaged aerosol can dispensed strong fumes in a contained area of the facility," she said."The safety of our employees is our top priority, and as such, all employees in that area have been relocated to safe place and employees experiencing symptoms are being treated onsite. As a precaution, some employees have been transported to local hospitals for evaluation and treatment. Twitter is about to get more words -- a lot more.The company announced on Tuesday it is doubling how many characters users can cram into a tweet.Most tweets will now fit 280 characters, up from 140. The new limit will roll out to Twitter users in almost all 40 languages Twitter supports.In late September, Twitter began a test of 280-character tweets with a small group of users.Like many Twitter changes, some users complained about the move.Interestingly, Twitter said that after the novelty of tweeting more characters wore off, most people in the test stopped tweeting the full length.According to the company, only 5% of tweets sent from people in the 280-character test group were longer than 140 characters, and just 2% were over 190 characters.The new character length won't apply to Japanese, Korean or Chinese-language tweets. Those languages can convey twice as much information in less space, so tweets will remain at 140 characters, Twitter said.Of course, the change means America's highest-profile Twitter user, President Trump, will have more space. Twitter cofounder Biz Stone had said the prolific Twitter user was not in the test group.The move modifies a fundamental aspect of Twitter. Aside from the test, the social network's character limit hasn't changed since the company launched in 2006.The 140-character length wasn't a random choice: Twitter's founders wanted tweets to fit in a text message, which can only hold 160 characters. So Twitter chose 140 characters for the tweet, and 20 characters for the user name.During the 280-character test, some users argued Twitter should focus less on the length of the tweets and more on the content.
