SAN DIEGO (KGTV) — Crews are clearing out a large homeless encampment hidden out of sight. It’s so big, it’s taking crews three days to clear the area in Webster. Trash, soiled clothes and old food containers is only a small list of what the eight man crew had to clean up. Stephen Driver, with the Alpha Project Abatement team says the area is, “really filthy. There’s urine bottles all over the place, buckets with human feces, dead animals. You name it.”The Alpha Project Abatement team cleared a stretch of Federal Boulevard. The homeless camp was tucked away near a flood channel. Driver says most of these camps are not easily seen. The Alpha Project crew is contracted with the City of San Diego. They work with the city’s Environmental Services Department to clear the mess. “Sometimes the people are here but usually they’re packing up and leaving once we get here,” says Driver. Police were on hand to make sure crews were safe. The city gave the people living there about a week’s notice about the cleanup. The Alpha Project offers a number of resources for the homeless, including a bridge shelter in downtown. If you need to report a homeless encampment with the city of San Diego, officials recommend you use the city's Get It Done app. 1257

SAN DIEGO (KGTV) -- Car insurance is on the rise throughout San Diego and California.According to The Zebra, the average annual auto insurance premium for San Diego is more than ,600.Still, insurance is cheaper in San Diego than other parts of California. Drivers in Los Angeles pay an average of ,928 per year for insurance. Since 2011, the San Diego metro has seen rates rise 45 percent, more than doubling the 20 percent increase nationwide.California doesn’t factor things like credit and education into car insurance rates.According to the report, rising insurance rates are likely due to a combination of severe weather and more drivers on the road.Overall, California is the ninth most expensive state for car insurance with the most expensive being Michigan and the least expensive North Carolina. 822

SAN DIEGO (KGTV) — County public health officials say the first shipment of a potential coronavirus vaccine from drug company Pfizer will only cover about 70% of the first group of recipients identified in Phase 1.The CDC's Advisory Committee on Immunization Practices (ACIP) recommends that Phase 1A of vaccine distribution covers health care workers, and residents and workers of nursing homes and long-term care facilities:On top of that distribution structure, ACIP also split Phase 1A into three tiers to prioritize which groups of health care workers will receive a vaccine first:Tier 1:Acute care, psychiatric, and correction facility hospitalsSkilled nursing facilities, assisted living facilities, and similar settings for older or medically vulnerable individualsInclude residents in these settings as recommended for Phase 1A and ACIPParamedics, EMTs, and others providing emergency medical servicesDialysis centersTier 2:Intermediate care, for persons who need non-continuous nursing supervision, and supportive careHome health care and in-home supportive servicesCommunity health workers, including promotorasPublic health field staffPrimary care clinics, including Federally Qualified Health Centers, Rural Health Centers, correctional facility clinics, and urgent care clinicsTier 3:Other setting and health care workings, including specialty clinics, laboratory workers, dental/oral health clinics, pharmacy staff not working in settings at higher tiersAccording to San Diego County Public Health Officer Dr. Wilma Wooten, the county will only receive enough doses to cover about 70% of one group in the first tier of Phase 1A."We are not even getting enough doses for that first dot point in tier one," Wooten said, referring to acute care, psychiatric, and correction facility hospitals. "We are basically getting just over 70%."RELATED: What the FDA's review reveals about Pfizer's COVID-19 vaccineSan Diego County is expected to receive 28,275 doses of California's first allocation of 327,000 vaccine doses in mid-December. Wooten said there is about 39,000 personnel in the acute care hospital section alone."We anticipate that sometime next week, early next week, if not, on the weekend even, that we will get vaccines," Wooten said. She added that those first vaccines will be distributed to three "prepositioned locations" in the county. 2369

SAN DIEGO (KGTV) -- At 53 years old, it's definitely an experienced stadium. From the now dried-out grass, to the fluorescent lights up above, inside the stadium in Mission Valley sits the eerie, now empty Chargers locker room. And how about the spiral ramp leading from the Plaza level to the Loge level that every kid raced up and down, a time or two. SDCCU Stadium, Qualcomm Stadium, the Murph, whatever you want to call it, the 53-year-old structure is soon to be a San Diego memory."We will start in the next month or so, disposing of the interior the things. When we knock it down, things need to be taken out, or given a new place," said Gina Jacobs, Associate Vice President of Mission Valley Development. "We're going to try and salvage some of the seats, so that we can make those available for sale."The stadium was home to many great San Diego memories. Who can forget LaDainian Tomlinson's record breaking touchdown? Steve Garvey's playoff home run in 1984? Marshall Faulk running wild one Saturday afternoon against USC?"We certainly recognize that this has been a big part of San Diego's history, and we're looking forward to our new facility being a part of San Diego's future. This is something that is going to be a better fit for San Diego State and for San Diego," Jacobs said.Over the past couple years, we've seen stadium renderings, but now we are seeing progress at the Mission Valley site, as construction is now underway."We are very committed to having the new stadium open in the fall of 2022. It's really gratifying to see that not only are we able to bring to San Diego the things that we have really been looking for, for a really long time. But to do it, in a way that we really integrated community input into the process, and bringing forward something that all of San Diego can be proud of," said Jacobs. 1847

SAN DIEGO (KGTV) -- As the nation continues to process what happened during the first presidential debate, many are expressing frustration about what didn’t happen.Local and national Latino American leaders are calling out the moderator and the candidates for making no mention of the millions of Latinos in the country.Just moments after the debate ended Tuesday night, organizations like the National Association of Hispanic Journalists shared a series of tweets highlighting that Latinos were not mentioned during the debate.According to the Pew Research Center, more than 32 million Latino voters are eligible to vote in November.Voters like Denisse Roldan Newell wanted to hear more from both candidates about their policies on a range of issues.“It's not just immigration, it's not just the border wall, it's having to do with economics, with smalls business development, with affordable health care, with education,” said Roldan Newell.Roberto Alcantar with the Chicano Federation told ABC 10News it was concerning that the candidates made no mention about COVID-19 and it’s disproportionate affect on the Latino community. In San Diego, Latinos make up 34% of the population but 65% of COVID-19 cases."These are not just Latino issues, these are issues for all of us as American. While, yes, we are Latinos, we are American and our issues are America’s issues," said Alcantar. Locally, Latino leaders like Roldan Newell and Alcantar hope the debate organizers and moderators to make a change before the next debate. The next debate is between the vice presidential candidates on Wednesday, October 7th. 1616
