A record number of women are projected to win seats in the House in a massive night for female candidates across the political spectrum. As of Thursday morning, CNN projected at least 100 women would win House races, with 35 women newly elected to the House and 65 female incumbents. That bests the previous record of 85 representatives, according to the Congressional Research Service. There are still two outstanding races that have two women competing against each other, which means that at least 102 women will be serving in the House next year.On the Senate side, CNN projected by Thursday morning that 12 women would win Senate seats, with two newly elected women joining 10 female incumbents. 707

A proposition on the November ballot would eliminate the state's ban on affirmative action when it comes to public hiring, contracting and college admissions. That means public agencies and universities can consider race, sex and ethnicity as it makes decisions, in an effort to address diversity.“I was able to go to Stanford and prove myself, and then go on to Georgetown and UCLA Law School on a full-ride scholarship, because I was given that initial opportunity,” Assemblywoman Lorena Gonzalez said Monday.Gonzalez said she was one of the last to benefit from affirmative action in California, because state voters banned the practice via prop 209 in 1996. She was speaking at a campaign event in favor of Prop 16, which would repeal the ban on affirmative action. Proponents say it would help level the playing and reduce the gender wage gap.“California’s ban on affirmative action programs has locked out small businesses owned by women and people of color from billions of dollars in contracting opportunities,” said Norma Chavez Peterson, who runs the ACLU of San Diego and Imperial Counties. “It has hurt students of color applying to both the Cal State and the UC California university systems, and it's limited access to good wages and benefits for many thousands of women and people of color.”Opponents say Prop 16 allows discrimination and that there's already assistance available for people who need a boost.“It's true that we need to do things to help people who haven’t gotten the same opportunities, but that's true whether they are African American, Latino, Asian, White, American Indian,” said Gail Heriot, a law professor at the University of San Diego who is co-chairing the No on 16 campaign. “We need to do things to help people that need a leg up, but let's not judge it on the basis of race.”State universities, for instance, can consider low income or being the first in a family to attend college in admissions decision making.Last week, our ABC-10news Union-Tribune scientific poll found Prop 16 leading with 40 percent in favor and 26 percent opposed, with the remainder undecided. 2119

A study released earlier this year conducted by university researchers from both the UK and US indicated that climate change is causing more extreme rainfall events from hurricanes, specifically among Caribbean islands. The study was authored by researchers from Bristol University in the UK and MIT in the US.The researchers said that the focus on the study was on extreme rainfall from hurricanes, like Hurricane Dorian which, stalled over the Bahamas last year.“Overall, the results suggest that the Eastern Caribbean region in particular (Puerto Rico and the Dominican Republic) is likely to benefit from a reduction in extreme hurricane precipitation events resulting from increased efforts to stabilize global warming,” the study reads, pointing to the Paris Climate Accord as a benchmark for minimizing the impact of extreme rainfall events from hurricanes. The research found that events like Hurricane Maria, which struck Puerto Rico in 2017, would happen twice as frequently if sea surface temperatures increase by 2 Celsius instead of 1.5 Celsius, which is the goal of the Paris Climate Accord. In the case of Hurricane Dorian, an event like that could strike the Bahamas four to five times more frequently if sea surface temperatures increase by 2 Celsius instead of 1.5 degrees. A seemingly small difference could be what saves thousands of lives and billions of dollars in damage. One of the study’s authors told CBS News there is particular concern that the impact of extreme rainfall events could occur over poorer island nations in the Caribbean."The findings are alarming and illustrate the urgent need to tackle global warming to reduce the likelihood of extreme rainfall events and their catastrophic consequences, particularly for poorer countries which take many years to recover," Emily Vosper, a researcher at the University of Bristol, told CBS News. The full study is available here. 1912

A prank gone wrong landed two men in jail and has potentially scarred a little girl for life.At about 10 p.m. local time on Saturday, 25-year-old Vernon Barrett was wearing a clown mask and chasing his 6-year-old daughter outside their apartment in Boardman, Ohio, according to Youngstown's WKBN-TV.According to witnesses, the girl, obviously terrified, was screaming and ran into the unlocked apartment of neighbor Dion Santiago, 48.According to WFMJ-TV, Santiago told police that when the girl ran in to his apartment, he looked out the window and saw a man in a clown mask on the lawn. Santiago then grabbed his gun and fired a warning shot out the window. When police arrived at the scene, Barrett told them he was "playing a prank" on his daughter, according to WFMJ.WKBN reported that Barrett told officers he was trying to scare the girl because she'd been having behavioral issues at school and he thought this would straighten her out.Barrett was arrested for child endangering and inducing panic. Santiago, who admitted to police that he'd had a few beers, was arrested for using a gun while intoxicated.Clint Davis is a reporter for the Scripps National Desk. A Twitter account misleading Democratic voters in Virginia by telling them they could cast their ballot by text message was active for almost three hours on Tuesday morning before Twitter suspended the account. The account, "MAGA Mike King," was suspended after it tweeted more than a dozen times a graphic purportedly instructing Virginians on how to vote by text and including the logos of the Democratic Party and its gubernatorial candidate, Ralph Northam. The account doesn't appear to have had much success spreading its message, with less than a handful of interactions on each of the offending tweets, but to some observers that's almost beside the point. Their concern is that the account remained active for almost three hours out of the 13 hours that polls are open in Virginia, despite the fact that Twitter knows these sorts of efforts are a potential problem on its platform, and has claimed success in fighting back against them. 950
