Amnesty International awarded Colin Kaepernick its Ambassador of Conscience Award on Saturday for his public protest against racial and social injustice."The Ambassador of Conscience award celebrates the spirit of activism and exceptional courage, as embodied by Colin Kaepernick," Salil Shetty, the human rights group's secretary-general, said in a statement. "He is an athlete who is now widely recognized for his activism because of his refusal to ignore or accept racial discrimination."The award is Amnesty International's highest honor, according to its website. Americans will soon have one more alternative to Obamacare, thanks to the Trump administration.Officials Tuesday proposed regulations that will make it easier to obtain coverage through short-term health insurance plans by allowing insurers to sell policies that last just under a year. The new rules stem from an executive order President Donald Trump signed in October aimed at boosting competition, giving consumers more choices and lowering premiums."Americans need more choices in health insurance so they can find coverage that meets their needs," said Health and Human Services Secretary Alex Azar. "The status quo is failing too many Americans who face skyrocketing costs and fewer and fewer choices. The Trump Administration is taking action so individuals and families have access to quality, affordable healthcare that works for them."The proposal would reverse an Obama administration decision to limit the duration of short-term health plans to no more than 90 days in order to make them less attractive.Such plans could roil the Obamacare market, drawing healthier consumers away from the exchanges and pushing up the premiums for those who remain.Short-term health plans, which have been available for years and were originally designed to fill a temporary gap in coverage, are likely to be cheaper than Obamacare policies. But that's because they don't have to adhere to Obamacare's consumer protections, allowing them to do such things as exclude those with pre-existing conditions and base rates on applicants' medical history.Also, they don't have to offer comprehensive coverage. Typically, short-term policies don't provide free preventative care or maternity, prescription drugs and mental health benefits. They can also impose annual or lifetime limits, meaning they may only pay out a set amount -- often million or less -- leaving the policyholder on the hook for the rest. And, unlike Obamacare policies, they don't have to cap consumers' cost-sharing burden at ,350 for 2018.Young and healthy folks may like these plans because they come with lower monthly premiums. But those who actually need care could find themselves having to pay more out of pocket for treatment and medications. It will require insurers to notify consumers that the plans are not required to comply with all of Obamacare's mandates.The administration will accept comments on the proposed rule for the next 60 days.Those with short-term policies are not considered insured under the Affordable Care Act and are subject to the penalty for not having coverage. But this will not be an issue after this year since Congress effectively eliminated the individual mandate -- which requires nearly all Americans to be insured or pay a penalty -- starting in 2019 as part of its tax overhaul bill.The proposed regulations are the latest step in the Trump administration's quest to weaken Obamacare. Last month, officials unveiled a proposed rule that would make it easier for small businesses -- and some self-employed folks -- to band together and buy health insurance. An officer has been dismissed following the shooting of an unarmed Black man in Columbus, Ohio, on Tuesday.Columbus Police said that the man was 47 years old, and that the man was holding a cell phone at the time of his death, based on a review of one of the responding officer's body-worn camera footage. Police said the man walked toward the officer with a cell phone in his left hand while his right hand was not visible. Officers were called to the area for a report of a man sitting in an SUV, continually turning on and off the vehicle. Officials have not released the name of the person killed, as of Tuesday afternoon. WCMH-TV reported that the officer who fired the fatal shot was Adam Coy, an 18-year veteran of the Columbus Police. According to the Columbus Dispatch, Coy was involved in an excessive force complaint that resulted in the City of Columbus paying a ,000 payout. Coy was suspended for 160 hours for the 2012 incident, but kept his job. The shooting was the second time a citizen was killed by law enforcement within the city. Three weeks ago, Casey Goodson Jr. was shot and killed by Franklin County Sheriff Deputy Jason Meade. Authorities said that investigators recovered a weapon on the scene, but a family attorney told CNN that Goodson was holding a sandwich at the time of the shooting. No charges have been filed in that case, and investigation is still ongoing.“We are still raw from the killings of George Floyd, Breonna Taylor and less than 3 weeks ago, Casey Goodson Jr. Early this morning we learned of the killing of another African American at the hands of law enforcement,” Columbus Mayor Andrew Ginther said in a news conference on Tuesday.During the shooting death of Goodson, deputies were not wearing body-worn cameras. During Tuesday’s shooting, Ginther said that officers did not turn on their body-worn cameras until after the shooting occurred.Ginther said that the body-worn cameras worn by Columbus Police have a 60-second “lookback” feature that captured video of the shooting. The lookback feature does not capture the audio."The Division invested millions of dollars in these cameras for the express purpose of creating a video and audio record of these kinds of encounters. They provide transparency and accountability, and protect the public, as well as officers, when the facts are in question," Police Chief Thomas Quinlan said. WBNS reported that the cruiser’s dash camera was not activated as police were responding to a non-emergency call that did not require lights and sirens.“Our community is exhausted,” Ginther added. “While it is very early in the investigation, there is one fact that disturbs me greatly. The officer involved did not turn on their body-worn camera until after the shooting.”Ginther said that the officer’s badge and gun has been turned in, but would continue getting paid during the investigation due to contractual obligations.The family of the man killed on Tuesday will be shown the body-worn camera footage before it is released to the public. Andrew Drechsel, who was crowned champion of "American Ninja Warrior" last year, was arrested and federally charged "with seeking sex with a minor and inducing her to send him sexual explicit images," U.S. Attorney for New Jersey Craig Carpenito said in a statement."Drechsel, 31, of Saint Cloud, Florida, was charged with the manufacture of child pornography, enticement of a minor to travel for illicit sexual conduct, traveling with the intent to engage in illicit sexual conduct with a minor, and use of interstate commerce to entice a minor," Carpenito said in the news release. "He (Drechsel) made his initial appearance today (Wednesday) in the U.S. District Court for the Middle District of Florida, prior to his transfer to the District of New Jersey."According to the court documents, Drechsel, and the alleged victim first met in 2014 at an event attended by numerous "American Ninja Warriors" contestants.In 2015, Drechsel and the alleged victim, then 15, first had sex at his Hamden, Connecticut gym, the court affidavit stated.The affidavit says the teen told her mother, who then confronted Drechsel. The mother said when told Drechsel that the alleged victim had just turned 15, he didn't deny having sex but stated he did not know her daughter's age, the affidavit said.In June 2019, the alleged victim, who was 19, made a complaint to the Cherry Hill Police Department in New Jersey, stating that she and Drechsel had sexual encounters multiple times when she was 15 to 17 years old, court records said.Drechsel's lawyer, Frank Riccio, said in a Tweet on Tuesday that his client plans on pleading not guilty. 1634

ANDERSON, Ind. — A convicted killer already serving two life sentences without parole and accused of killing a fellow prisoner last summer told a Madison County judge this week he will keep killing people until he's given the death penalty.Tommy Holland, 45, made the statement Tuesday during a hearing in Madison Circuit Court. Madison County Prosecutor Rodney Cummings said Holland had been expected to plead guilty to the Aug. 9, 2019 stabbing death of Clifford Bagget, 28. In exchange for the plea, Holland was expected to receive his third life sentence, Cummings said.The stabbing happened inside the Pendleton Correctional Facility. Holland was serving two life sentences for murder out of Marion County. Bagget, of Florida, was serving time for aggravated battery, battery, and possession of methamphetamine, according to court records.Instead, the scene inside the Madison County courtroom was much different."His lawyer said [Holland] wanted to make a statement and that it was coming against the advice of counsel," Cummings said. "What he basically said was, if you don't give me the death penalty I'm going to keep killing people until you give it to me."The hearing did not proceed with the entering of a guilty plea. Instead, the judge ordered Holland to undergo a competency evaluation.Cummings said he will consider the unusual request but there are other factors under consideration as well."I don't want to waste taxpayer money," Cummings said.In addition, the 7th Circuit Court of Appeals in Chicago has not upheld a death penalty sentence brought to them on appeal in 11 years so the likelihood of a sentence of death being carried out against Holland is slim, Cummings said.Holland is currently being housed in segregation at Indiana State Prison in Michigan City, Cummings said.
