SAN DIEGO (KGTV) - Residents in Hillcrest are worried homeless encampments will start more fires in the area.Back in March, a canyon underneath the Vermont Street Bridge went up in flames. Fire crews say it was started from an encampment. Marina Macklin knows that problem all too well. "You're very afraid of the fires," said Macklin. "Because they move really quickly out there because it's so dry." MAP: Track crime happening in your neighborhoodNearly two months later, debris from the Vermont Street Bridge remains in the canyon. "They cleaned it up? No." said Macklin. "It's all still there, it's all laying down there."According to the University Heights Community Association, the canyon west of the bridge is owned by Caltrans. The east side is city property. Councilman Christopher Ward's office says they've been working to clean it. "If they say they're cleaning it up they're taking their time," said Macklin. "Why?" She says cleaning it won't solve the problem. "They go down there, set up their camps, somebody starts a fire, and they leave for a while," said Macklin."The city might go down there and do a little bit of stuff and then as soon as it's all clear and they feel safe the homeless go back in there again."Councilman Ward's office said they've already added more security guards to the Hillcrest Market area. "Security guards up here don’t do anything for the canyon," said Macklin. "I don’t even think they're supposed to go there. Is the city gonna hire security guards to go down into the canyon? I don’t think so." 1668

SAN DIEGO (KGTV) - San Diego may soon have more living spaces in commercial zones, due to ease of regulations approved by the San Diego City Council Tuesday.The amendments to the Live/Work Quarters rules allow for smaller living space in a place of business, add more business types that can include living areas, and authorize additional locations where Live/Work Quarters are allowed.The changes reduce the required minimum floor area from 750 square feet to 500 square feet, and eliminate the requirement for additional parking.RELATED: San Diego housing report focuses on region's needsTuesday’s amendments were part of Mayor Kevin Faulconer’s Housing SD reforms.“This is going to put underutilized commercial and industrial spaces to work in tackling San Diego’s housing crisis,” Mayor Faulconer said. “Lifting restrictions on housing will bring new life to old buildings and allow businesses owners to live where they work. SAN DIEGO (KGTV) — San Diego Police are asking the public for help identifying the person they believe stabbed a man to death in Pacific Beach last week.Police say the suspect was engaged in a fight with a 55-year-old man outside the 7-Eleven store at 4340 Mission Boulevard, when he stabbed the victim several times. The victim was taken to a nearby hospital where he was pronounced dead. The suspect fled the scene.Surveillance footage of the suspect was released this week. The suspect is described as a 20- to 30-year-old black male, about 5'8" to 5'10" tall, and was wearing a black shirt, blue jeans, and a black hat at the time of the stabbing. SAN DIEGO (KGTV) - San Diego Police are investigating Monday a woman's report that she was held against her will in Rancho Pe?asquitos.A woman arrived at a home on Caminito Cuadro at 10:45 a.m. and said she had been kidnapped and held captive in a neighboring house, police said. The location is in a residential area near SR-56 and Carmel Mountain Road.Neighbors told 10News they saw a naked woman covered in a bedsheet leave the home.The woman was taken to a nearby police station for an interview, police said.10News is monitoring developments in this story. 569

SAN DIEGO (KGTV) – San Diego County Supervisor Nathan Fletcher and other local health and community leaders urged San Diegans to put their focus on the fight against the coronavirus instead of the restrictions placed on businesses due to the pandemic.During a Monday morning press conference, Fletcher specifically called out fellow Supervisors Jim Desmond and Kristin Gaspar, who have been pushing for reopenings.“In particular Supervisors Jim Desmond and Kristen Gaspar are inciting a fight between government and small business. They’re exploiting the pain and suffering that small businesses are going through as a result of a global pandemic as a wedge for political gain. It is reckless and irresponsible leadership,” Fletcher said.Fletcher’s comments come as San Diego County inches towards the possibility of moving from the red tier into California’s most restrictive purple tier.In response to Fletcher’s remarks, Gaspar issued this statement:“This morning Supervisor Fletcher held a hellfire and brimstone press conference in which he ironically and incorrectly blamed me for playing politics with COVID. Let me set the record straight: I have never supported any approach to re-opening that was not specifically supported by our Public Health Officer and clinical leadership team. Supervisor Fletcher knows this but prefers to continue spreading this false narrative because he is actively running a campaign against me.
