SAN DIEGO (CNS) - An East Village couple was behind bars Wednesday for allegedly subjecting a 3-year old child to torture and sexual abuse over a several-month period while caring for the toddler at their home, San Diego police reported.Officers arrested Marcos Javier Ramirez, 27, and 25-year-old Vennesia Ruiz in the Midway area on Tuesday evening, SDPD public-affairs Lt. Shawn Takeuchi said.Ramirez and Ruiz had been entrusted by an acquaintance to care for the child when the abuse allegedly began last October, Takeuchi said. Three months later, the toddler's mother began to suspect that there was abuse occurring and notified the police, the spokesman said.Ramirez was booked on suspicion of lewd acts with a minor, forcible sex with a foreign object, torture and child cruelty, according to jail records. Ruiz was being held on suspicion of two counts of the latter charge. Both were scheduled for arraignment April 6.Takeuchi, who declined to specify the child's gender, described the suspects as "a couple" but said he did not know if they are husband and wife. SAN DIEGO (CNS) - It was a big day for Democrats running for San Diego City Council.Tuesday's election brought about major change on the council, with five new faces joining the nine-member panel.While council races are technically nonpartisan, in recent years, council decisions have broken largely along party lines, with conservatives regularly outnumbered.-- In District 1, which has been represented by Democrat-turned-mayoral candidate Barbara Bry since 2016, Democrat Joe LaCava, a civil engineer and business owner, defeated small business attorney Will Moore, 61.8% to 38.2%.District 1 includes La Jolla, Del Mar Heights, Carmel Valley and University City.-- In District 3, Councilman Chris Ward vacated the seat to run for state Assembly. A Democrat, Ward has served since 2016. Democrat Stephen Whitburn, a community nonprofit director, defeated fellow Democrat Toni Duran to claim the seat.District 3 represents Balboa Park, Hillcrest, Downtown San Diego, North Park, Old Town, Normal Heights, Golden Hill, Little Italy and University Heights.-- In District 5, Democrat Marni von Wilpert, a deputy city attorney, defeated Republican Joe Leventhal, an attorney and small business owner. SAN DIEGO (CNS) - A man who fatally stabbed his 66-year-old uncle during an argument in their Pacific Beach condominium was sentenced Monday to 15 years to life in state prison.Randy Bautista Baisa, 39, pleaded guilty to a second-degree murder charge in connection with the 2018, killing of Merlino Bautista. Authorities said the defendant and the victim lived together.Prosecutors said Baisa -- who has significant mental health issues, according to the prosecution and defense -- stabbed his uncle 16 times, mostly in the back. SAN DIEGO (CNS) - City officials broke ground Monday on the Bay Terraces Senior Center, a project that local residents have advocated for since the 1990s. Mayor Kevin Faulconer and Councilmembers Monica Montgomery and Chris Cate were on hand to mark the beginning of construction on the 3,400-square-foot facility. Once completed, the million senior center is set to include amenities such as a multipurpose room and a commercial kitchen. The facility will serve seniors in Paradise Hills, Bay Terraces and Skyline, according to the city. ``A decade ago, city leaders laid down a thin layer of gravel in preparation for a senior center in southeastern San Diego that was promised but never delivered,'' Faulconer said. ``Today we are making good on that promise and building a center that will be as great as the communities it will serve.'' Faulconer revived the project in 2016 and city officials expect it to be the city's first building to produce as much energy as it uses by leveraging solar panels on the facility's roof. According to the city, the project is partially funded by the U.S. Department of Housing and Urban Development's Community Development Block Grant program. ``This project illustrates the hard work and power of our community to organize and hold elected officials accountable,'' Montgomery said. ``We are pleased to see the Bay Terraces Senior Center start construction and we look forward to the grand opening and visiting the center for many years to come.''
