RICHMOND, Va. — A Virginia judge has dissolved one injunction but imposed another preventing Virginia's governor from removing an enormous statue of Confederate Gen. Robert E. Lee. The new 90-day injunction bars the statue’s removal from Richmond's Monument Avenue while claims in a lawsuit filed by a group of property owners are litigated. Virginia Attorney General Mark Herring has moved to dismiss the case, but the judge says the property owners have standing and could succeed on at least one of their claims. Gov. Ralph Northam announced plans to remove the statue in early June, citing the pain felt across the country about the death of George Floyd. 667

Gavin Newsom has signed a law intended to counter Trump administration plans to increase oil and gas production on protected public land.The measure bars any California leasing authority from allowing pipelines or other oil and gas infrastructure to be built on state property. It makes it difficult for drilling to occur since federally protected areas are adjacent to state owned land.It's one of several new laws enacted by the governor on Saturday.Newsom also signed a law which renames the California agency that regulates the oil and gas industry. SACRAMENTO, Calif. (KGTV) -- A California bill announced Wednesday would ban soda companies from offering coupons for any sugar-sweetened drinks. AB 764, introduced by Assemblymember Rob Bonta, a Democrat from Oakland, goes as far as to ban companies from offering any promotional incentive for sugar-sweetened beverages. In a statement, Bonta blames marketing practices used by soda manufacturers for contributing to a “public health epidemic of obesity and diabetes.”“Specifically, manufacturers subsidize the cost of sugary drinks, which substantially lowers their prices and increases their consumption particularly in low-income communities. Often times these practices result in soda being cheaper than bottled water," Bonta said. In a Facebook post, Bonta said several bills introduced Wednesday would also “provide revenue to offset the costs to our health care system from the overconsumption of sugar-laden sodas like Coke and Pepsi, and other sugary drinks.”“Seriously? This is what they choose to focus on,” one Facebook commenter said out of frustration. “This is about the stupidest thing I've ever heard of. This is America. We don't need politicians controlling what we drink or eat. Why stop there? Bread and potatoes and complex carbs are converted into simple sugar in the blood. Ban them too! Force everyone to go keto! SMH,” another comment of Facebook read. Though several people voiced concerns over the bill, many seemed supportive. “Good job Rob,” one Facebook comment read. Gavin Newsom vetoed a bill that would have authorized California to give low-income immigrants 0 to buy groceries.It's unclear how much the bill would have cost; estimates range from the tens of millions of dollars to the hundreds of millions of dollars.Newsom said he could not sign the bill because it would put too much pressure on the state's budget.Lawmakers had to cover an estimated .3 billion budget deficit this year caused by the economic downturn brought by the coronavirus.Assemblyman Miguel Santiago, a Democrat from Los Angeles, authored the bill. 607

  

SACRAMENTO, Calif. (AP) — While California is seeing a slowdown in the spread of the coronavirus and counties are starting to fall off a state monitoring list for infections, Gov. Gavin Newsom says rules are not yet ready for businesses in those areas to reopen. Santa Cruz, San Diego and Placer counties recently came off the list and Newsom said Wednesday San Francisco will likely soon follow. He says counties can expect more details next week on what will be required for businesses like indoor gyms and salons to reopen in areas that fall off the monitoring list. Forty of the state's 58 counties remain on the list. 630
