SAN DIEGO (KGTV) -- The South Bay continues to be devastated by the coronavirus, with several of the hardest hit ZIP codes in the region.According to San Diego County data, the hardest hit ZIP code is 92154. The area, which includes Otay Mesa and parts of Imperial Beach, has the most cases in all of the county. In the last 30 days, cases have jumped from 3,290 to 4,528. Over 1,200 of the cases in this ZIP code happened in the last month.Other ZIP codes in the region have more than doubled their case rate in recent weeks. These ZIP codes have a large Latino population; Latinos have been disproportionately impacted by the pandemic, making up a majority of the county's positive cases while only making up roughly 34% of the population.INTERACTIVE MAP: CONFIRMED COVID-19 CASES IN SD COUNTYNancy Maldonado from the Chicano Federation said it's no surprise the region continues to see the high number in cases. Maldonado explained that many of those who live in the region are essential, frontline workers and often times live in multi-generational households.The Chicano Federation has distributed over 7,000 COVID-19 safety kits to the community, including things like masks, hand sanitizer and thermometers.Maldonado said the focus of the federation has been to continue raising awareness about this virus, encouraging testing, and encouraging the community to stay home during the upcoming holidays. 1415

SAN DIEGO (KGTV) -- The register sex offender accused of kidnapping and raping a three-year-old Oak Park girl pleaded not guilty to five felony counts Wednesday. Francisco "Freddy" Diaz now faces up to life in prison if convicted. Diaz is being held without bail. The young girl’s father, Silvester Soltero, says he was working on his car when his neighbor broke into a bedroom window, grabbing his sleeping daughter.Soltero says Diaz’ mother brought his daughter home, but she wasn’t wearing any pants. Soltero said when he asked his daughter what happened, she told him the man touched her private parts.RELATED: Man arrested after three-year-old says she was kidnapped and touchedWhen the father asked who the man was, Soltero said his daughter pointed to Diaz. When the father approached Diaz, Soltero said he became hostile, even threatening to kill him if he snitched.The two men then started fighting when Diaz reportedly tried to poke Soltero in the eye with a fork. After he ran off, San Diego Police caught Diaz a short distance away. After his arrest, Soltero learned his neighbor was a registered sex offender.“They should have told me, they should have told me I was living next to a pedophile, If I had known I wouldn’t have brought my daughter around here, there’s no way in hell," he said.Diaz was convicted in 2006 for molesting three girls on the playground near Oak Park Elementary School, right across the street from his mother’s house. Diaz was sentenced to eight years in prison, in part because he already had a criminal history. In 2000, Diaz was convicted of assault with a deadly weapon and making a terrorist threat.San Diego Police say Diaz was in full compliance with the terms of Megan's Law. He is required to check in with police every year and he does so, said Lt. Jason Weeden.Because Diaz' child molestation convictions were misdemeanors, he doesn't have to steer clear of schools and playgrounds. Soltero says if that's true, the law should be changed. “If you’re a sex offender you shouldn’t be by a school, period," he said. 2091

SAN DIEGO (KGTV) -- The San Diego Fire-Rescue Department gave 10News a behind the scenes look at the specially-trained team that solves arson cases. Inside Station One is the elite and highly specialized Metro Arson Strike Team, or MAST, made up of fire investigators, police detectives, ATF, FBI and a bomb squad. The team is dedicated solely to investigate arson. To be on the specialized team, MAST training goes beyond the fire academy. “You are wearing the hat of an electrical engineer, a scientist, a fire fighter, a report writer. We wear a lot of different hats and we have to be good at it,” said Captain James Shadoan. MAST spent the day with 10News demonstrating how they perform the task of solving an arson. SAN DIEGO (KGTV) - The San Diego State Men's Basketball Team sought to keep their undefeated season as they faced off against Boise State Saturday.SDSU won 83-65 and is 17-0 mid-way through the season.Saturday's game was sold out, the third time it's been standing room only this season.The student section roared during the game, chanting and cheering on the team. They were certain the men would remain undefeated.The team is ranked 7 in the country, and the top in their conference.They played Boise State at Viejas Arena. Boise St. was 11-7 this season. 565
