SAN DIEGO (CNS) - Father Joe's Villages and Connections Housing were gearing up to accommodate more than 160 additional homeless residents needing shelter Tuesday night due to forecasted rain, according to the San Diego Housing Commission. The commission activates its Inclement Weather Shelter Program when temperatures drop below 50 degrees and the chance of rain is higher than 40%, the temperature falls below 45 degrees regardless of the chance of rain or sustained high winds are predicted. The program is funded through a partnership between the commission, the city of San Diego, Father Joe's and Connections Housing. Facing It Together: 10News explores solutions to the homeless crisisFather Joe's can shelter an additional 134 residents throughout the night, while Connections Housing and People Assisting the Homeless can add up to 30 residents. Check-in at Father Joe's begins at 4 p.m. and residents are expected to check out by 5 the next morning. Check-in at Connections Housing runs from 5:30 p.m. to 11 p.m. and residents are expected to check out by 7 the following morning. Those at both shelters will have meals provided to them. SAN DIEGO (CNS) - Countywide sales of previously owned single-family homes and attached properties fell from July to August while median sales prices ticked up slightly, according to data released Monday by the Greater San Diego Association of Realtors. Single-family home sales fell 7.4% -- from 2,144 in July to 1,985 last month -- while sales of attached properties, such as condominiums, fell 8.6% from 1,100 in July to 1,005 in August. Sales of both property types have vacillated between increases and decreases since May. Median sales prices of both property types have risen fairly steadily for most of the year, according to the GSDAR. Single-family home prices rose 0.5% from 7,000 in July to 0,000 in August, and attached property prices increased 1.2% from 5,000 in July to 0,000 last month. ``The 30-year mortgage rates are approaching the historic lows of 2016,'' SDAR President Kevin Burke said. ``Whether that can give the housing market some relief is still dependent on an increase in our supply of homes for sale. Until then, buyers will have to be on their game.'' Year-over-year property sales also fell last month when compared to August 2018. Single-family home sales decreased 3.8% from 2,064 in August 2018 to 1,985 last month, while attached property sales fell 6.9% from 1,079 in August 2018 to 1,005 in August of this year. Property prices didn't move much last month compared to their levels one year ago. Single-family home prices decreased 0.8% from 5,000 in August 2018 to 0,000 last month, while attached property prices jumped 3.5% from 5,000 in August of last year to 0,000 last month. Real estate agents sold 55 single-family homes in eastern Rancho Bernardo last month, the most of any ZIP code in the county. SAN DIEGO (CNS) - A suspect in the strangulation death of a City Heights woman a half-century ago was behind bars Tuesday following his out-of- state arrest last weekend, San Diego police reported.John Sipos, 75, was taken into custody Saturday in Schnecksville, Pennsylvania, on suspicion of murdering 24-year-old Mary Scott, who was found slain at her home in the 4000 block of 39th Street on Nov. 20, 1969, according to Lt. Matt Dobbs."The investigators exhausted all leads at the time, and the case eventually went cold," he said.Recently, cold-case investigators identified Sipos as Scott's alleged killer via forensic genealogy, said Dobbs, who declined to disclose further information about the circumstances of the homicide.Sipos was being held at Lehigh County Detention Center in Allentown, Pennsylvania, pending extradition to San Diego. 856

  

SAN DIEGO (CNS) - A man who was a 17-year-old gang member when he killed a San Diego police officer in 1978 has been granted parole, but District Attorney Summer Stephan said today that she is hopeful Gov. Gavin Newsom will reverse the decision. Jesus Cecena, 59, was convicted of killing Officer Archie Buggs, 30, who was shot four times after he stopped a car driven by Cecena in the Skyline neighborhood.Cecena fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point-blank range. The officer died in the street, his hand still on his service revolver.Cecena was granted parole Wednesday during a video-conferenced hearing at Valley State Prison in Chowchilla. He was previously granted parole in 2014, 2015 and 2017, but each time the decisions were reversed.Cecena's latest parole hearing -- his 18th -- included a discussion of his criminal record, psychiatric factors, parole plans, and statements by representatives of the victim's family.``We are deeply disappointed that the killer of one of San Diego's finest officers was granted parole,'' Stephan said. ``This crime impacted the entire San Diego community and caused great pain for the family of Officer Archie Buggs.`` This fallen officer was so respected by the law enforcement community that a substation was named after him,'' she said. ``We are hopeful that Governor Newsom will review this parole grant and reverse it once again to keep this killer incarcerated.''In 1979, Cecena was sentenced to life in prison without the possibility of parole, but the sentence was reduced to a seven-year-to-life term in 1982 due to him being underage at the time of the shooting. 1708
