SAN DIEGO, Calif. (KGTV) - San Diego County has given the green light on day camps reopening for the summer and some are moving forward, some are going virtual, and others have made the decision to cancel summer camp plans altogether.A major camp, the YMCA, has been making plans to reopen during the summer for the past few months, and a spokesperson said when they opened online enrollment, some camps filled up within half an hour. There are still camps available at all ten locations, though.“It’s showing us that there’s definitely a need and people are really excited for camp, which is great,” said Nat Corrall, YMCA Association Director of Child and Youth Development.She said they’ll be implementing the County’s rules, including practicing social distancing, taking temperatures upon arrival and keeping kids interacting only with their small group rather than a larger group. She said they already have more than 100 social distancing activities planned.“At the end of the day, it is still camp, it just looks a little different,” said Corrall.On the opposite spectrum, Outpost Summer Camps has canceled camp altogether. This camp, on average, sees 1,200 kids, with up to 1,500 in a good year. This year, they opened up registration January 1 and by the time they made the decision to cancel camp in April, already had around 600 kids enrolled.Outpost Summer Camps Executive Director and Owner Dr. Kelly Jones said they gave full refunds and are feeling the financial hit. She said they decided to cancel camp in early April rather than wait and take a risk because of the level of uncertainty. She also said their camp has a foundation of interactive games so a summer of social distancing wouldn’t be the same.“This was going to be such a new level of things that were unknown, uncontrollable and then really potentially unsafe,” said Jones. “It would just sound so sad to say ‘be apart, don’t touch each other, don’t be so close.’ That’s sad for kids. Usually we see kids together and we smile and we go aw and they’re holding hands and they’re arm in arm.”She said she and her husband typically donate ,000 to ,000 to a scholarship program to send kids to their camp but are unsure if they’ll be able to do that because of the financial hit this year. In response, camp families have donated ,377 to the fund to help send kids in 2021.Jones also said they typically increase fees year to year to make up for inflation, but they're not sure what they'll do in 2021. She did say they'll be redoing their terms and conditions for the refund policy.A third San Diego summer camp is taking a different step: moving online. Tech Adventure Camp has hosted camps featuring tech adventures, robotics, virtual reality, artificial intelligence and more in San Diego for about six years. Executive Director Dr. Korey Sewell said they knew the summer wouldn’t be normal in April and realized they would have to adapt. He said hands-on learning is important for tech education, so they’ve created a new type of program.“What if we had some experiences where we allow you to do the things at home and keep going at home?” he said.They created a virtual camp. Kids have at-home robotics kits to build. A portion of camp will be in a group video class, some will be one-on-one time with an instructor and the rest will be tutorial videos. He said this year, they’re also feeling the financial hit, but they hope to grow this virtual setting into a hybrid class that can be used in future summers. San Diego (KGTV)- The San Diego Police Department will soon be adding 63 new officers on our streets. The department held the orientation for its 120th police academy this morning. This academy class is the largest class in over 25 years.“It’s very exciting,” says recruit Samantha Koegel. “I’m really excited to start this new journey of my life.”Koegel says her interest in the police force started began as a senior in high school after participating in a ride-along with an SDPD officer. Koegel graduated from Ramona High School. She received her degree from The University of Nevada- Reno, in Criminal Justice. All recruits went through an extensive screening process before being invited to the academy. “This is probably within 5 to 7 percent of all the applicants that we’ve gotten,” says Lt. Steve Waldheim. In the past, the San Diego Police Department has been understaffed. They currently have 1,800 officers but are budgeted for over 2,000. Lt. Waldheim says they the department needs more officers on the streets.“We need more officers in patrol so that they are out answering radio calls that can lower our response times.”The average salary for a San Diego Police recruit is ,000. After they become an officer, that number jumps to around ,000. “The salary now with SDPD, at the end of these pay raises that city council approved, we will be on par with the rest of the agencies around San Diego County,” says Lt. Waldheim. The recruits official first day will be on Monday. The academy graduation is expected towards the end of November. 1569

SAN FRANCISCO (AP) — A federal judge in San Francisco is mulling the competency to stand trial of a Mexican man who shot and killed 32-year-old Kate Steinle. The 2015 shooting figured prominently in President Donald Trump’s run for the White House four years ago. The case against Jose Ines Garcia Zarate on federal gun charges has been pending since a judge raised “serious concerns” about Garcia Zarate's mental capacities back in January. Two doctors have diagnosed Garcia Zarate with schizophrenia and found him unfit to stand trial. The San Francisco Examiner reports that Garcia Zarate told the court Friday through a Spanish interpreter that he wanted to be sentenced to prison or deported back to Mexico. 720

  

SAN DIEGO, Calif. (KGTV) -- People living on the streets are worried that the new portable restrooms installed by the city will get shut down because of those using them for illegal activity.  The city installed four portable bathrooms on First and C Street near City Hall. Four hand washing stations were also installed.On Monday, people using the restrooms were thankful and said the restrooms were long overdue. One man, a Navy veteran, told 10News he's used the restroom twice since they were installed. On one of those trips, he found a used needle. He worries drug users will force the city to shut the bathrooms down. The area has 24-hour security. Security guards work in 12- hour shifts. One guard told 10News he warns people that they can't stay in the bathroom for too long. The city plans on installing other portable restrooms at different locations in the coming weeks. Those locations haven't been announced.  962

  

SAN DIEGO, Calif. (KGTV) - As Governor Gavin Newsom orders seven California counties to close bars to stop the spread of coronavirus, San Diego County made that same decision on their own and now, some San Diego bars are trying to figure out how to stay open to save their future.Related: San Diego County to close bars that don't serve food ahead of July 4 to slow COVID-19 spreadThe directive from the county states that bars, wineries and breweries have to close by July 1 if they don’t serve food. There is an exception for businesses like rural wineries that have dominantly outdoor, spread out seating. For the food rule, a bag of chips does not count. An outline of the rules states businesses have to offer a sit down, dine-in meal and any alcohol purchased has to be on the same transaction of the meal.The co-owners of Carriage House Lounge said they don’t meet this requirement, but they’re brainstorming ways to add food so they can stay open.“Now we gotta close again? At least if we can open a little bit with some food, maybe we can make enough to pay the rent anyway so we don’t get deeper behind,” said Andrew Haines.Haines said he and his business partner Rachel Dymond been back open for less than three weeks before this second closure. During that span when they were open between closures, they barely hit 50% for sales, which has been enough to pay rent and paychecks, but not bring in a profit. They said they can’t consider a second closure, so they’re talking about bringing in catering or partnering with a local restaurant to have food and be able to stay open.They’re not alone in this plan.Chad Cline has ownership in multiple San Diego bars and restaurants, which he says have also been hurting financially through the last three months. He said his businesses that don’t serve food are also going to now have a food option so they can meet new regulations and be able to stay open. Cline said he doesn’t agree with the thought process behind the new law.“I don’t think any rational person is going to be able to wrap their head around the difference between going to a table and having a drink and then going to that same table and having a drink and a hamburger and the second trip is okay but the first trip is not okay,” said Cline.When asked why the food distinction was made, Supervisor Nathan Fletcher said bars lead to impaired judgement which can impact carefulness, people spend more time in bars, the loud setting requires people to yell which can spread droplets and the congregating makes contact tracing more difficult.Cline said they’ll follow the rules but he isn’t happy with the leaders who made this decision.“We just play the game and go okay we have to serve food so we’ll serve food, but if I’m being completely clear it is kind of a game at this point because we’re just trying to exist and we just have to figure out how to follow the guidelines,” said Cline. 2922
