SAN DIEGO (KGTV) - It's been 13 years since Filirican Torres died after being hit by a car on the 94 Freeway, and her family says every passing holiday and anniversary brings the pain back to the forefront."It feels like someone is stabbing you in the heart over and over again," says sister Edy Torres.Friday is the anniversary of the death, which is still unsolved. Now the Torres family is asking anyone with information to come forward and help them get closure."Maybe they heard something in the last 13 years," says Torres. "Maybe they heard her name or something came up. Help us out."The family says Torres was thrown from a car on the freeway on January 10, 2007, and then hit by several other cars on the road. It happened on the Eastbound lanes of the 94 in between Euclid Avenue and Kelton. At the time, San Diego Police called the death "suspicious." In 2009, Crime Stoppers released a photo of a white Geo Metro as a suspect vehicle, but they never made any arrests."She was a loving person," Torres says of her sister. "When you met her she would put a smile on your face. She had this aura where you would just gravitate to her."As they have for years, the family is putting up posters around the area where the crash took place."It's been 13 years," says Edy. SAN DIEGO (KGTV) - Life is changing on Marine Corps Air Station Miramar, as dozens go into precautionary quarantine after exposure to COVID-19.The protocols you see around San Diego County are in effect on base, bringing the Health Protection Condition on base up to Level Bravo, according to Public Information Officer Capt. Matthew Gregory.The spectrum ranges from Alpha to Delta.RELATED: Third MCAS Miramar Marine tests positive for coronavirusThat means changes to daily life, starting at the gate."Our gate guards are now under a no touch ID policy, so the driver will keep hold of their ID. They'll get looked at by the MPs [Military Police] and wave them through," Capt. Gregory said.Restaurants on base are carry-out only. The chapel, tax center and gym are closed. I cannot remember in my lifetime anything that has happened on this scale," Capt. Gregory said.No tight formations, like you would see at Color Guard practice, or group meetings are allowed to comply with social distancing protocol.The base learned key practices from the CDC and Health and Human Services during the waves of Americans quarantined on base after returning from China, or a cruise. SAN DIEGO (KGTV) -- Major changes are proposed to an exemption in state law that allows for a person under 21 to buy an assault-style rifle with a state-issued hunting license.The senator pushing behind the legislation also says he could author bring about more changes next year, including addressing an issue 10News uncovered in the wake of the Poway synagogue shooting in April. On Jan. 1, the state of California raised the legal age to buy all firearms - including long-guns - to 21. There were, however, exceptions for those over 18 who are military, law enforcement, or possess a valid, state-issued hunting license. Accused Poway synagogue shooter John Earnest, 19, purchased an AR-15 style weapon from a dealer in San Diego. State Sen. Anthony Portantino, a Democrat from the Los Angeles area, has amended current legislation, Senate Bill 61, to eliminate the hunting license exemption for "semiautomatic center-fire" rifles for those under 21."This is the weapon of choice that is finding itself into the wrong hands and, frankly, killing children,” Portantino said in an interview. "From our perspective we want to make sure we have a bill that gets signed into law that solves a problem.” Gov. Gavin Newsom has expressed support for this change.Portantino also said he would continue to seek out changes during next year's legislative. That includes potentially installing better verification practices when it comes to exemptions. That's because Earnest, a college student, did not have a valid hunting license when he purchased the firearm allegedly used in the attack, Fish and Wildlife has confirmed. 10News reported that under current law, the Justice Department leaves the responsibility to individual gun shops to verify hunting licenses. It does not verify them again with state Fish and Wildlife during the 10-day mandatory background check. Portantino said this is on his radar for the 2020 session. "This issue certainly highlights these legitimate questions," he said. "So yes that’s one of the things we’re looking into for next year is ensuring that when you collect data you want to make sure it’s used for the right purpose. We're definitely looking to make that system better without a doubt."The gun dealer, San Diego Guns, has insisted it did everything properly in the transaction.
