BEIJING, Jan. 05 (Xinhuanet) -- Tighter licensing and banning unlicensed food processors are two measures needed to improve the poor quality of cooked food in Guangzhou markets, says a new proposal.The proposal, to be presented to the Guangzhou committee of the Chinese People's Political Consultative Conference, notes that producers of unpacked cooked food currently only need to obtain a food circulation permit.Many of them process food in unlicensed workshops with poor sanitation, and some producers even use substandard materials in food processing.The annual session of the conference opens on Tuesday.Recent tests of unpacked cooked food found that of 100 samples of meat, flour-based food, preserved vegetables, soybean products and algae products, only 38 passed the inspection.No cold dried bean curd or cold algae products passed the tests, which were carried out at seven supermarkets in Guangzhou, Guangdong province, by the city's consumers' commission.Excessive microorganisms were the main reason for failing the tests. Fifty-five samples contained excessive coliform and 12 had golden staph.Meanwhile, in tests of unpacked cooked food at supermarkets in Guangzhou by the city's commerce authority in the third quarter of last year, only 28 of the 71 samples passed the tests. BEIJING, Nov. 24 (Xinhua) -- In response to public suspicion stoked by recent dumpling contamination scandals, China's Ministry of Health on Thursday said the new food safety standard for flash-frozen dumplings did not show signs of leniency.The Ministry introduced the new food safety standard on flash-frozen dough or rice products on Thursday.The Ministry has been accused of loosening scrutiny over a disease-generating bacteria in such foods, staphylococcus aureus, or golden staph, which can cause various diseases, including pneumonia and sepsis, and is sometimes life-threatening.The controversy became particularly relevant after several major brands of frozen dumplings have been successively recalled in recent months.In October, a Henan-based company, Zhengzhou Sinian Food Co., Ltd, confirmed the contamination of golden staph in its flash-frozen seafood- and pork-stuffed dumplings.Frozen dumplings made by Hong Kong-based manufacturer Wanchai Ferry were found to contain golden staph in November, and some of its products have been pulled from shelves.The previous standard provided that no golden staph should be tested in such food, while the new one gives a quantitative restriction that the volume of the bacteria should be no more than ten to the fourth degree.Liu Xiumei, a food safety expert with the Chinese Center for Disease Control and Prevention, said at the press conference held by the health ministry that such bacteria becomes inactivate after the food is boiled for a few seconds, and it takes a volume of ten to the fifth degree to generate toxicity.The previous standard could only serve as a general provision due to the lack of quantitative microbiological testing back when it was introduced, Liu said, stressing that the new standard is not a sign that the Ministry has gone soft on bacterial contamination of relevant foods.The new standard will come into effect starting Dec. 21, 2011.
MILAN, Italy, Dec. 1 (Xinhua) -- Italy has a new HIV infection every three hours on average, the national department of health said in a statement during the World AIDS Day commemoration Thursday.According to the statement, there were about 3,000 new infections in the country in 2010, with nearly one third of those affecting a foreigner.At least 157,000 people are presently estimated to be HIV-positive in Italy, though the country's AIDS infections and deaths continue to register a negative trend.Nearly 90 percent of the new patients acquired the virus through unprotected sex, and were mostly from the northern regions.People discovered to be HIV-positive in 2010 had an average age of 39 for men and 35 for women, more than a third of whom were diagnosed at an advanced stage of the disease, the statement said.Misinformation and a lack of preventive measures are a great cause for concern, Milan's councillor for social services and health Pierfrancesco Majorino told Xinhua at a campaign launched in Milan's La Scala Square."We have to keep in mind that AIDS is something very close to each of us, and adopt all most effective campaigns to provide complete and correct information," he said.A red ribbon -- the international symbol of AIDS awareness -- was formed by a group of people at the center of the square to remind everyone to stay alert to the disease.On World AIDS Day, disease prevention and health information campaigns were launched throughout Italy, including free ultra-rapid HIV-screening tests.
