In another blow to its recovery efforts, an island-wide power outage left most of Puerto Rico in the dark, with only a fraction of residents regaining electricity by Wednesday night.The latest blackout prompted Gov. Ricardo Rossello to call on the Puerto Rico Electric Power Authority (PREPA) to cancel its contract with the subcontractor that caused the massive outage."I have suggested to the PREPA Board of Directors that they cancel the contract with the Cobra subcontractor who is directly responsible for this power outage," he said in a statement Wednesday.An excavator operated by D. Grimm, a subcontractor for Cobra Acquisitions, apparently caused the blackout, according to the authority. Workers had been removing a fallen tower when the machine got too close to an energized line and an electrical ground fault caused the outage, according to Mammoth Energy, Cobra's parent company.The same company was responsible for an outage that affected 870,000 customers after a tree fell on a power line last week, PREPA said."This is the second power failure that has affected the people of Puerto Rico in less than a week," Rossello said. "This incident denotes the need to transform PREPA into a cutting-edge, modern and robust corporation. This is another example of why Puerto Rico's energy infrastructure needs to incorporate new forms of power."As of 8 p.m. Wednesday, only 334,000 customers in the US commonwealth had electricity again, according to a tweet from PREPA. HOUSTON (AP) — Shackled at their ankles and wrists and their shoelaces removed, a long line of men and women waited on the tarmac as a team of officers patted them down and checked inside their mouths for anything hidden.Then one by one, they climbed a mobile staircase and onto a charter plane the size of a commercial aircraft.This was a deportation flight run by ICE Air. The chains would be removed and the shoelaces returned when the plane landed in El Salvador.An obscure division of U.S. Immigration and Customs Enforcement operates hundreds of flights each year to remove immigrants. Deportation flights are big business: The U.S. government has spent approximately billion on them in the last decade, and the Trump administration is seeking to raise ICE's budget for charter flights by 30 percent.ICE Air Operations transports detained immigrants between American cities and, for those with final removal orders, back to their home countries. About 100,000 people a year are deported on such flights.While Mexican immigrants are generally flown to southern U.S. cities and then driven to the border so they can cross over, Central Americans have to be transported by air. And the large numbers of Mexicans who used to cross the border have largely been replaced by migrants from three impoverished Central American countries: El Salvador, Guatemala and Honduras.According to flight-tracking data, deportation flights to Guatemala and Honduras have sharply increased this year. And ICE's budget request for charter flights increased 30 percent last year compared to the year before.The agency estimated last year that it spends about ,785 per hour on the flights.ICE shifted to chartering private planes about a decade ago after previously using a government service with the U.S. Marshals. The agency says moving to private flights saves about million a year and gave it more flexibility. Charter flights also avoid putting large numbers of deported immigrants on commercial planes, which requires buying tickets for deportation officers accompanying them, or holding them in the U.S. for longer than necessary and tying up space in detention centers."I don't want to elongate anybody's detention with us," said Pat Contreras, director of enforcement and removal for ICE's Houston field office. "If a judge says you need to be removed, we should be expeditiously working to execute that order so that person does not spend any longer in detention than necessary."But migrant advocacy groups say ICE Air is an example of how tougher immigration enforcement — from detention to tracking to removal — enriches private companies."The way you would save money on ICE Air is by deporting fewer people, not by privatizing the industry," said Bob Libal, director of Grassroots Leadership, which opposes immigration detention."ICE is a largely privatized agency," Libal said. "In many ways, it's been captured by the industries that profit from deportation and detention."The Associated Press observed a deportation flight being loaded last month at a private terminal of Bush Intercontinental Airport in Houston.The Boeing 737 had no markings suggesting it was a deportation flight. Instead, it had the insignia of Swift Air, a private company that also flies charters for political campaigns and professional sports teams, including the NHL's Boston Bruins and Chicago Blackhawks. In this case, Swift Air had been hired by Classic Air Charters, a Huntington, New York-based company that won ICE's deportation flights contract last year.Classic Air has been paid million this year by ICE, according to federal spending records. The previous contractor, CSI Aviation of New Mexico, was paid 6 million by ICE's removals division since 2010, when ICE privatized its flights.When the plane landed in Houston, about 30 Salvadoran immigrants were already on board, flown in from Alexandria, Louisiana, an ICE Air hub. They peered out the windows as the plane sat on the tarmac.Two buses arrived, carrying 45 men and five women. Their few belongings were in red mesh bags that workers sorted on the tarmac.Officers checked each detainee before letting them board, a process that took about 20 minutes.According to the agency, 29 of the 50 people who boarded the plane in Houston had been arrested on criminal charges, including four who were wanted in El Salvador for attempted murder or homicide, the agency said.The remaining 21 were considered non-criminal, meaning they were being deported for immigration violations. Twenty of the 50 had been deported before.ICE would not let AP reporters view the inside of the plane, but officials said the flights are orderly and quiet. A meal is served, and a doctor is on board. But all detainees — even those considered non-criminal — remain shackled until the plane lands."We try and be as humane as we can with everything that we do," Contreras said. However, home prices are up in all areas of the country, according to the most recent data from the National Association of Realtors.Whether you’re a first-time buyer on a budget or you have a large down payment and a high income, nobody wants to lose money on real estate.Unfortunately, there’s no simple answer to the question of whether to buy or not to buy. For one, real estate is local. So, although home values continue to rise in every region, there are unique differences among states, cities and even neighborhoods. Following the announcement, 10-year Treasury yields and mortgage rates both shot up.If the U.S. government approves the Pfizer vaccine, mortgage rates likely will start to rise, experts predict. This would exacerbate an already expensive housing market.“If the vaccine is approved, I would expect Treasury bond yields to move above 1% by 2021,” says John Lonski, markets economist at Moody’s Analytics. Ten-year yields are currently below 0.90%. “A vaccine will lead to an upturn in economic activity and business activity. Even if the Fed keeps the federal funds target in the current range, yields will rise, which means mortgage rates will, too.”Lower rates means more buying power; however, the large gains in home values have canceled out monthly savings. In fact, comparing starter home prices in the fourth quarter of 2019 with current starter home prices and their respective mortgage rates, today’s buyers will pay slightly more in monthly payments but could save tens of thousands of dollars in total interest paid.Home Prices Are RisingMedian single-family home prices climbed in all 181 metropolitan statistical areas tracked by the National Association of Realtors (NAR), according to its latest report. The double-digit year-over-year gains were most prominent in the West (13.7%), followed by the Northeast (13.3%), the South (11.4%), and the Midwest (11.1%).Median home prices on existing single-family homes shot up to 3,500, 12% higher from this time last year. This means that home prices are growing four times as fast as median family income.“Favorable mortgage rates will continue to bring fresh buyers to the market,” said Lawrence Yun, chief economist at NAR. “However, the affordability situation will not improve even with low interest rates because housing prices are increasing much too fast.”A colossal 65% of the areas measured (117 areas out of 181) saw double-digit price growth year-over-year.Although there’s strong growth in both urban and suburban areas, the data shows that less densely populated places are still performing better than packed cities in terms of homes sales and values. But some economists warn that with a vaccine on the horizon, the economy will snap back quickly thanks to a strong foundation going into the pandemic and could leave some homeowners with buyer’s remorse.“People are frightened. They’re running out of cities and going to suburbs. This fear-driven demand for housing is dangerous,” says Lonski, the Moody’s economist. “What happens to housing when Covid-19 is behind us? A lot of people will discover that they paid a little too much for homes. Unless you absolutely have to move, you should take a cautious approach to buying a home right now.”Look to New Construction to Help Slow Home Price GainsHousing affordability has been an issue for a few years now as residential construction has lagged behind demand, creating an enormous imbalance in the market. At the beginning of 2020, construction was picking up but Covid pushed a pause button on activity.The good news is that new residential construction is beginning to ramp up again. In September, housing starts were up by 11% year-over-year. According to the recent Dodge Data & Analytics 2021 Construction Outlook, U.S. construction starts are projected to increase by 4% next year, to 1 billion.“Construction has recaptured some of the momentum it lost at the beginning of the year, so that will be good for inventory,” says Danielle Hale, chief economist at Realtor.com.Hale says that inventory is really the only thing that can hit the brakes on rapid price growth, discounting other possibilities like baby boomers downsizing and expanding the pool of inventory as a meaningful solution.“As far as boomers moving and downsizing, we haven’t seen a lot of that,” Hale says. “We expect the biggest help on the inventory side to come from new construction. It’s not going to be completely easy—there will still be affordability challenges. We don’t expect prices to decline; instead price growth will just slow and get in line with wages.”What Homebuyers Should Consider Before BuyingThe five-year rule is the first thing you should consider before buying, which is a general calculation that shows when you’ll break even from closing costs.If you plan on moving within five to seven years, you’ll likely lose money on the sale—unless home prices jump up dramatically, which is not something buyers should count on.For homebuyers who plan on staying in the home long-term, there’s more time to build equity and make up for those hefty closing costs, which can equal about 2% to 5% of the purchase price.“Don’t get carried away by the madness of crowds. In the back of your mind you should be asking yourself: ‘Can I sell this property, if I have to, without losing too much?,’” Lonski says.To determine whether you can truly afford the house, consider taxes, insurance and repairs, in addition to the cost of the mortgage, which will vary based on your credit score, the type of loan you take out and the amount you put down towards the purchase out of pocket.Leslie Tayne, founder and head attorney at Tayne Law Group in New York, advises buyers to keep expenses at 30% of your income.“For example, when an individual has enough savings for a 20% down payment (to avoid private mortgage insurance), the mortgage payment is no more than 28% of their monthly income, and they have a 700+ credit score, buying a house can be a good financial move,” Tayne says. “Buying makes sense, too, when the value of the home decreases or there is an opportunity to purchase a property that is below market value.”Related: Compare Personalized Mortgage Rates From 6 Lenders 6919
