NOVI, Michigan — A Michigan teenager is being held on million bond after he allegedly made a threat on social app Snapchat to shoot up South Lyon High School.Ryan Robert Debruyne, from Green Oak Township, was arraigned on a charge of making a false report or threat of terrorism.WHMI reports Debryne turns 18 years old today, Feb. 21, 2018.His booking photo on the Oakland County Jail's website shows him being booked in jail on Tuesday and held on million bond.According to police, Debruyne sent a Snapchat to another student, asking if he wanted to join him in shooting up the school similar to the one in Florida last week.The school tells us the student informed local authorities of the threat, and police were able to take him into custody.WHMI reports that a probable cause conference is scheduled for Wednesday, Feb. 28. 864

OCEANSIDE, Calif. (KGTV) - The City of Oceanside is taking control of its water destiny, investing in a facility to purify recycled water from homes.“It’s not being used, it’s really a waste. A lot of that water is going out to the ocean and it’s really a precious resource," said Cari Dale, Water Utilities Director for the city. This Fall they'll break ground on the Pure Water Oceanside facility, which will sit right next to the San Luis Rey Water Reclamation Facility.The process uses state-of-the-art water purification steps that replicate and accelerate nature's natural recycling process. The facility will create between 3 and 5 million gallons per day of high-quality drinking water for the Oceanside community.Currently, the city gets most of its water from outside sources, which is costly and subject to drought and environmental disasters.Pure Water Oceanside will be able to provide 30 percent of the city's water supply.“It’s important because it’s controlling our own destiny, we’re really reusing something that would otherwise would be thrown away, so really it’s being a good environmental steward," said Dale.Orange County has been using a similar system for years.Funding for the million project will come from the city, as well as federal and state grants. Dale says residents will also see small increases in their bills.They hope to have the new facility running by the end of 2021. ODESSA, Texas (KGSTV) - A man with San Diego ties who survived the Texas shooting rampage Saturday is recounting the moment he drove into the crosshairs.Daniel Munoz, 28, moved from San Diego to Texas a year ago to work in the oil industry. He was in his car on the way to meet a friend for a drink, when he yielded to a car coming off an interstate. He immediately saw what appeared to be a rifle barrel in the hands of a driver and the shooter, Seth Ator.Earlier, the shooting spree had started with a routine traffic stop, when Ator suddenly started shooting at officers. During the ensuing chase in the Odessa/Midland area, he shot at other drivers. One of those drivers was Munoz. After he saw the rifle barrel, he told the Associated Press, "This is my street instincts. When a car is approaching you and you see a gun of any type, just get down. Luckily I got down … sure enough, I hear the shots go off. He let off at least three shots on me."Munoz believes one shot hit the engine, another struck the driver's side window, and a third hit a rear window. Some shattered glass punctured his left shoulder, causing him to bleed heavily. As he made the frenzied drive to a hospital, the shooting rampage continued.The gunman would hijack a mail truck, before ramming police vehicles outside a theater, where police would shoot and kill him. In the end, Ator would kill seven and injure 22. As for Munoz, he says he's physically okay but shaken."I'm just trying to turn the corner and I got shot. I'm getting shot at? What's the world coming to? For real? I'm just minding my own business," he told the Associated Press.Officials have identified another man, 62-year-old San Diegan, Marco Corral, as among the injured. 1731

  

OTAY MESA (CNS) - Border Patrol agents stopped a car in Otay Mesa and arrested five people, including a man who claimed to be a national guardsman from California, for alleged human smuggling, a Customs and Border Protection officer said Saturday.Around 3:45 p.m., Border Patrol agents stopped a car near the intersection of Alta Road and Otay Mesa Boulevard, according to Customs and Border Protection Officer Ralph Desio. The area is about a mile north of the U.S.-Mexico border.Agents interviewed the five people inside the car, all men, and determined two were U.S. citizens and the other three were undocumented Mexican nationals, Desio said.The driver of the car claimed to be a California National Guardsman in the process of separating from the service, according to Desio. California National Guard spokesman Lt. Col Jonathan Shirmo, however, told City News Service that the man was not a national guardsman, and was believed to be a U.S. Army reservist.The Army could not be immediately reached for comment.The five were all arrested, and the two citizens could face charges of human smuggling, Desio said.The three undocumented people were being held as witnesses in the case and will later face deportation proceedings, according to Desio. 1264

  

OCEANSIDE, Calif. (KGTV) — Oceanside officials are closing beach parking lots this weekend in order to limit holiday gatherings as the county sees a rise in coronavirus cases.The city says beach parking lots west of the railroad tracks, with the exception of certain Harbor lots near the Harbor Village, will be closed from Friday at 8:00 a.m. through Monday, July 6, at 8:00 a.m.The city will also close all public parking lots in the downtown area west of the railroad tracks and all public parking lots in the Oceanside Small Craft Harbor, except lots 1, 4, 5, 8A, 8B and 9.RELATED: Crowds expected as San Diego beaches remain open this 4th of July"With Los Angeles County beaches closed, San Diego County State Beach parking lots closed, and several Orange County beaches following suit, it was deemed prudent to close Oceanside beach parking lots for the holiday weekend in order to minimize crowded conditions, limit gatherings, increase physical distancing, and slow the spread of the coronavirus," the city said in a statement.There will also be no fireworks displays in Oceanside or at Camp Pendleton on Saturday.The decision comes after San Diego County enacted several measures this week to slow the spread of the coronavirus, including a restaurant curfew and limits on bars.
