SAN DIEGO (KGTV) – Mexican authorities are investigating a gas explosion at an apartment complex that hospitalized at least three and displaced 150 people on Christmas Day.The explosion happened around noon at the Edificio Hipódromo located at 12609 Col. Alba Roja in Tijuana, one mile south of the stadium Estadio Caliente.This station’s Mexican media partner Televisa reports that the powerful blast caused damage to nearby homes and left debris strewn in the streets on opposite sides of the building.Images from the scene show several windows and glass doors blown out, and collapsed ceilings inside some apartment units.The three victims were described as a 2-year-old child and two adult females, ages 25 and 45. All three were transported by San Diego Fire Rescue to UCSD Medical Center in the United States with second-degree burns. SAN DIEGO (KGTV) — In Pacific Beach, it's common to see scooters in the flow of traffic.At night, it's the same story. Firefighters plagued with trauma patients from scooter crashes. Crews say they often see people using them to bar hop.A study released Thursday reveals data supporting exactly that. The study focuses on 103 patients and after tests it shows that half of them were drunk. Even more surprising, 52% were high on drugs.The study pulled data from UCSD Medical Center, Scripps Mercy Medical Center, and a hospital in Austin, Texas."We were concerned this would become the next big public health issue," says UC San Diego Health Dr. Leslie Kobayashi.The study looked at patients between September 1, 2017 to October 31, 2018."Spinal fractures and spinal chord injuries," Kobayashi says, recalling injuries. "I myself saw one patient who was not able to be salvaged because of a severe overwhelming devastating head injury."Kobayashi seeing the skyrocketing trend from the emergency room.New rules started in June to combat these stats, like limiting the speed of scooters in places like the boardwalk and forcing riders to park scooters in corrals.Firefighters in Pacific Beach say they're seeing less injuries in the last month.Kobayashi hopes it's just the beginning."Reducing the speeds, limiting the times of day it can be used, and whether or not protective gear, most importantly helmets are going to have an impact on injury prevention," Kobayashi added.The conclusion of the study reads, "eScooter-related trauma has significantly increased over time. Alcohol and illicit substance use among these patients was common, and helmet use was extremely rare. Significant injuries including intracranial hemorrhage and fractures requiring operative intervention were present in over half (51%) of patients. Interventions aimed at increasing helmet use and discouraging eScooter operation while intoxicated are necessary to reduce the burden of eScooter-related trauma."10News reached out to Bird and Lime for a response.Lime said they are "piloting a new function in the app - “Don’t drink and ride” - whereby those trying to rent a Lime after 10pm now have to confirm they are not attempting to rider under the influence."Both companies said safety is their priority.Bird sent us this statement, in part, "The rules of the road, apply to everyone — whether behind the wheel, walking, cycling or on a scooter. We go to great lengths to educate and inform riders about the dangers of distracted riding, including riding under the influence, as well as educating them on how to identify drivers who might be operating cars under the influence." SAN DIEGO (KGTV) - It was a chilly dilemma for a Pacific Beach restaurant: outdoor dining this winter without any patio heaters.The owners changed their outlook by appealing to their customers for help.After shutting down several times since the pandemic began, Break Point restaurant and bar, reopened in September. With the purple tier restrictions putting a halt to indoor dining, the owners turned to their new parklet to host their outdoor dining. But they had a problem."Keeping customers warm is a concern," said co-owner Amy Lee.Lee says when the winter temps arrive, they would need gas patio heaters to warm up customers, and they didn't have any."We found that they were pretty much sold out everywhere, and where they weren't sold out, prices were inflated to the point, that they were unaffordable," said Lee.One local supplier recently told ABC 10News they had a backlog of 200 orders.So Lee turned to social media, making an appeal for patio heaters on the Nextdoor app and community pages on Facebook.One of those appeals was seen by the Rynearson family. They had a backyard heater they hadn't used in awhile. Chance Rynearson, 14, says it was an easy call to lend the heater to Lee for as long as she needs it."COVID has really hit businesses hard. Just to help out is a good thing ... People should be helping each other during these times ... difficult but we should be able to get through it together," said Rynearson.In all, 17 people offered to either donate or lend a heater to Break Point, far more than Lee needed."It's like Christmas. It makes you wanna believe in Santa again ... It was that heartwarming," said Lee.Heartwarming and customer warming. Lee says this gives them a chance at survival this winter."I think it shows we should still have a lot of faith in our neighbors, in our community, and in humanity in general ... and that there's still a lot of good people out there. We are so grateful," said Lee.Lee says she offered many of the donors meals, but many didn't accept, saying that's 'not the reason' they wanted to help out. SAN DIEGO (KGTV) -- Iconic TV host Regis Philbin, who has roots in San Diego television history, has died at the age of 88, multiple news outlets report.According to a family statement obtained by PEOPLE, Philbin passed away from natural causes Friday night.Philbin returned to his roots in 2018 with a visit to 10News.After a stint in the United States Navy, he moved to San Diego where he launched a career in broadcast. SAN DIEGO (KGTV) -- It’s one of San Diego’s most iconic parks, but there’s a push to change its name and possibly everything it stands for.In September, two very different sides clashed at Chicano Park. The clash required police to break it up.The park is the heart of Barrio Logan and its murals are a colorful reminder of its history.Jorge Gonzales says it’s symbolic of the civil rights movement of the 70s. “These murals tell the story of the Civil Rights era. Right? That went far and beyond Barrio Logan and Chicano Park,” said Gonzales.Five people questioned that history in September at what was called the Patriotic Picnic.Police had to protect them from dozens of people who surrounded them in protest. “The murals are revolutionary. They're anti-American,” said activist Roger Ogden.Ogden was at the picnic and says political radicals and militants run Chicano Park. “It shouldn't be called Chicano Park. They could call it Hispanic Park, Latino Park and celebrate all the Hispanics and not just the militants. If you go down there and wave the US Flag, if I go down there I'm probably going to get beat up.”Ogden and several others shared the video from the picnic and their thoughts with the San Diego City Council on Tuesday.“You can celebrate the Hispanic culture but it should be broader and more inclusive. A lot of Hispanics wouldn't want to be called Chicano because it has a militant aspect to it,” said Ogden.Gonzales says the patriotic picnickers need to have a conversation with someone who understands the murals and who can translate the stories behind the paint.“I think there's a lot of miseducation.
