SAN DIEGO (KGTV) — The new community plan for Kearny Mesa, given final approval by the City Council earlier this week, takes effect Friday. Several properties are being rezoned with 27,000 new housing units planned for those parcels.“My vision is that within five years, you’ll be able to live on Convoy, enjoy the restaurants and the shops that are on Convoy, and work in a job in Kearny Mesa, all in one community," City Councilmember Chris Cate, who represents the area, told ABC 10News ahead of the final vote.Cate says the city is trying to encourage a"live-work" village concept for many San Diego neighborhoods, especially those that are major job centers, such as Kearny Mesa. The idea is that by creating housing and recreational possibilities in the same communities where people work, they will have to commute less. That has numerous benefits across the city, including less traffic and car pollution.It is anticipated that many of the new projects will replace aging strip malls whose parking lots remain vacant much of the time. Cate hopes the areas around Convoy St., Clairemont Mesa Blvd., and Aero Dr. will become similar to the feel of Little Italy.Because parameters have already been set for how many homes will go onto each affected parcel, as well as other necessities such as pathways, street improvements, and parks, there will not be the same drawn-out approval process that has been seen with other recent attempts at development. Cate says that means developers who acquire the land will be able to move quickly, as long as their design stays within the parameters of the community plan. “They already have an understanding of what these projects will look like, what’s required of them, where different pathways or parks will go. SAN DIEGO (KGTV) -- The Infinite Chemical Analysis Lab building in Miramar looks like any other chemical lab, but inside the products they are testing are all cannabis. InfiniteCal tests products for things like potency, pesticides, heavy metals and microbial analysis to make sure the products are safe for consumption and meet state standards. Josh Swider is the CEO and co-founder. Swider's company consists of roughly 45 employees, 30 of those are either chemists or biologists. The team tests products for licensed retailers to make sure their cannabis meets the standard for what is allowed by the state. When it comes to vaping, Swider says their analysis shows that what's making people sick is when the product is diluted, most recently with Vitamin E or Vitamin E acetate. According to the CDC, 33 people have died from lung related illnesses linked to e-ciggarettes or vaping products. Most of those samples tested by the FDA had THC. San Diego County has confirmed 22 vape related illnesses in the county. Although InfiniteCal doesn't just test products for vaping, Swider says the best thing a person can do is to do their research and make sure they are buying from a licensed retailer. He also recommends asking the business for their certificate of analysis to find out what's in the cannabis product they're consuming. InfiniteCal operates six days a week and also will tests an individual consumer's product if they show up to the lab. SAN DIEGO (KGTV) - The local protester who appeared in a controversial video getting taken away in an unmarked San Diego Police van is now speaking out, as police conduct an internal investigation.“No one should feel fear from the people that are supposed to serve and protect us,” Shayla Piccini told 10News on Monday as she shared the story of her arrest from last Thursday on Park Boulevard.The video shows a protester being taken away in an unmarked van as one officer warns her family around her not to follow them or he will shoot.“You see both of her legs kind of go up in the air because she's going [into the van] head first. That’s way too much force needed for this 20-year-old lady here,” said attorney Dante Pride.“That whole ride, I was asking several questions like, ‘Who are you? Where are you taking me?’ I was getting stares and no answers,” said Piccini.Piccini said she spent the day at a protest in Downtown San Diego. After several hours, the group was walking back to their car when she saw several police motorcycles driving past them. At that moment, she held up her cardboard sign.San Diego police say detectives witnessed her step off the sidewalk and swing the sign at a passing motorcycle officer, which she denied.In the foreground of the video, you can see men in what look to be marked police vests. But the people who handcuffed and detained Piccini in an unmarked van, are in plain clothes.One man wearing military-style tactical gear can be heard in the video saying, "You follow us, you will get shot. You understand me?"Piccini's cousin Brandi Matthews said she thought he was talking to her. “When he said the words, ‘I'll shoot you,’ I automatically just dropped to my knees to demonstrate that I'm not trying to hurt anybody...I just want to know where they're taking my cousin,” she added.According to San Diego Police, the statement about shooting those attempting to follow was made by a SWAT officer who had a pepper ball device. SDPD also told 10News that his comment was a valid announcement of use of force.Police said due to the large crowd still in the area, and the detectives felt the need to leave immediately.Piccini spent the night in jail on suspicion of assault on an officer. SAN DIEGO (KGTV) - The City of San Diego has more than 2,300 jobs vacant but is struggling to fill them.The jobs run the gamut from 9-1-1 dispatchers to water utility workers to swimming pool managers to civil engineers. The list of vacant positions came to light after the city Audit Committee discussed struggles with worker retention and recruitment at its meeting this week. "We need to do something about that," Councilman Scott Sherman said. "Change the culture and get it to where employees are really looking forward to going to work and like being where they are."Michael Zucchet, who heads the Municipal Employees Association, says the city is losing workers to other agencies in this county and others because they offer better pay and retirement benefits, such as a pension. He says the problem has gotten worse since the unemployment rate has dropped to a near-historic low 3.5 percent. The city in 2012 switched most new employees to a 401(k) style retirement plan after voters passed Proposition B. That proposition is now in legal limbo after the California Supreme Court said the city skipped a key step in the approval process. "The City of San Diego is hemorrhaging employees to other jurisdictions," Zucchet said. "We have documented people who have been city employees for a long time, have no interest in leaving, but they can't pass up a 20-30 percent pay raise in Chula Vista, Carlsbad, National City and these other places."Zucchet gave examples of current job advertisements showing accountants in Chula Vista making 20 percent more than those in the city of San Diego, senior management analysts in Encinitas earning 38 percent more, associate planners in Poway making 21 percent more, and a police service officer in Coronado makes 27 percent more. A search on the city's hiring website shows 53 jobs, but Zucchet said those positions reflect multiple openings. As of March 1, the city had 2,373 vacant positions, up about 8 percent from a year earlier. The city auditor is now investigating how the city can improve worker retention and recruitment. A July study found the city had an overall 10 percent turnover rate, but that it was 15 percent with millennials, who may be gaining experience at the city before moving on to higher paying positions. 2289
