SAN DIEGO (KGTV) — San Diego City Council President Pro Tem Barbara Bry is calling for an audit of a city-leased building repeatedly shuttered over asbestos.The building at 101 Ash Street was closed Saturday and city employees were relocated for "the next few weeks" over asbestos violations, Bry said in a memo. Bry added that she received an update on June 17, 2019 that the project at the location remained "on schedule and within budget" after she requested an update 10 days prior."It is apparent that 101 Ash Street is neither on-time nor on-budget. At the time of the agreement, city officials wanted to renovate the first two and top three floors, estimated to cost about million, before moving city employees into the building, a city memo said. Officials later said they wanted to renovate all 19 floors, estimating that cost to come at about million for each floor. The costs put the project on hold, leaving the building vacant, City News Service reported.Construction was also stopped over asbestos violations in August 2019.Bry is now asking the city to answer a slew of inquiries over the city's process used to inspect and purchase the building, total costs to-date associated with employee relocations, unforeseen budget increases, subcontractor performance, and the financial impact on the city's Development Services Department."It continues to be frustrating to hear about issues with 101 Ash Street," Bry wrote.Prior to the city leasing the building, the location was occupied by San Diego Gas & Electric from 1968 through 1998, and by Sempra Energy from 1998 through 2015. 1921

SAN DIEGO (KGTV) — San Diego County's economy is estimated to lose about .4 billion this year due to the pandemic.The new estimates according to SANDAG say the region saw about .8 billion in estimated wages in the first six months of the pandemic. About 176,000 workers were left unemployed because of COVID-19.Of those who lost their job, one in five female employees who lost their job worked in the education sector, and two in three workers ages 16 to 24 who list their jobs were in the tourism sector.About 50% of Hispanic workers who have lost their job worked in the tourism sector, as well. The tourism sector has been hit especially hard by pandemic-related closures, with many of San Diego's hotels and attractions closed much of the summer.But tourism is just one of the industries suffering during the pandemic. SANDAG says about 80% of job loss due to COVID-19 was either in the tourism, retail, or education industries.Ray Major, Chief Economist for SANDAG, said people from neighboring cities are still coming to the area for short trips, but the loss of large conventions and weddings is the aspect of tourism that has the most detrimental impact."You have people flying in from all over the world to go to conventions and they spend a lot of money here in the region at our local restaurants, at our local attractions and that has almost completely dried up," said Major.Major added that even when the economy does recover, conventions may never look the same."The technology is such that it has enabled these conventions to go virtual and they’re doing a pretty good job. So now you really have to question is a business going to undertake the expense of sending their people across the country," said Major.Before COVID-19, SANDAG estimated the region's economy to grow about 2% higher than 2019's Gross Regional Product. Now, the agency estimates the economy to contract about 4.7%, or .4 billion.SANDAG estimated that the economy may grow by about 4.2% in 2021, which could bring the economy back up to 2019 levels. Major said predictions are showing a slower complete recovery, adding it could take until 2023 or 2024 for a full economic recovery, assuming a vaccine is available around early 2021.Major also said some of the industries that aren't hurting as badly are innovation, government and construction. He said the focus moving forward should be on helping people in failing industries shift to jobs that are more successful."What we’re going to have to do is really find those and focus on re-training programs to help people change careers. SAN DIEGO (KGTV) - Residents in Carmel Mountain Ranch plan to continue their fight against a proposed apartment building, even though the City Planning Commission has recommended approval of the project by the City Council."Alante" is a 50-unit apartment building under development by New Pointe Communities. It will be built on top of an existing MTS parking garage that is no longer in use. It will be located at 10211 Rancho Carmel Drive, just east of the 15 near the Ted Williams Freeway."We do believe that the Alante community is a great addition to Carmel Mountain Ranch as it brings 50 apartment units of workforce housing that is much needed in the northern part of the City," New Pointe President Scott Sandstrom told ABC 10News in a statement.Sandstrom also pointed out that 15 of the units will be designated as affordable housing. Sandstrom says they'll be the first affordable units in Carmel Mountain Ranch.But the local community has come out against the project over the last few years. In 2019, a petition gathered 912 signatures to stop the development. And in June, the Carmel Mountain Ranch/Sabre Springs Community Council voted unanimously against it.Despite the opposition, the San Diego Planning Commission voted to recommend approval of Alante to the City Council."Frankly we weren't surprised because the Planning Commission has been ruling against community planning groups very frequently for a long time," says CRMSSCC Chairman Eric Edelman.RELATED: Neighbors push back against construction of apartment complex"Our objection is the bulk and scale of the project," Edelman says. "We would rather see a smaller building with more affordable units."Plans filed with the city say the building will be 6 stories tall and more than 70,000 square feet. 26 of the units will be one-bedroom apartments. The other 24 will be two-bedrooms.It will also have 58 parking spaces, 5 motorcycle spaces and 22 bicycle spaces."We understand that we're probably not going to stop this project altogether but we would like to alter the bulk and scale of it," says Edelman.The decision by the Planning Commission cannot be appealed, since it is a non-binding recommendation. But Edelman says his group will now work on a strategy to convince the City Council to deny it."We'll refine our case based on what we learned from the Planning Commission," says Edelman. "It's really important that the Carmel Mountain Ranch Community Planning Group does its best to advance the feelings of the community as a whole."The community says they have concerns over the building's impact on traffic and wildfire safety. They also worry it will be the tip of the iceberg to allowing more large-scale development in the neighborhood.Right now, a separate developer has plans for a 1,200 unit apartment complex on an abandoned golf course just north of the Alante lot."The main concern there is just that these two things aren't being done in a thoughtful manner, in tandem," says Edelman. "It should be done in a sensible manner. A blanket solution that works in another part of San Diego may not work here in Carmel Mountain Ranch."Sandstrom says Alante gives the city a chance to turn an eyesore into an asset."We hope to turn this home for cars into homes for people," he told the Planning Commission at their meeting on July 23.City Councilman Mark Kersey, who represents the area, told ABC 10News he was not able to comment on the project, since it hasn't formally been presented to the Council. SAN DIEGO (KGTV) - San Diego Police homicide detectives investigated Monday the death of a woman whose body was discovered by her sister.Officers were called to the home in the 4000 block of Van Dyke Ave. between Polk and University Avenues just before 9 a.m., police said.A woman went to the home to find her sister, who she had not seen since Saturday. When there was no answer at the condominium, the sister contacted the landlord.Upon entry, the woman found her 36-year-old sister lying dead on the floor.Family has identified the victim as Muna Kuri. San Diego Police say her death was a homicide. 611
