SAN DIEGO (KGTV) - For one local woman, President Trump's proposal for the death penalty for some drug dealers is sparking an emotional, internal debate."My daughter's character was so gracious. She was beautiful inside and out," said Eva Faure.Her daughter, Eva Anderson was a trainer and aspiring journalist. Six years ago, Anderson's life was cut short at the age of 23. She was Faure's only child."The pain ... is an indescribable," said Faure.Faure says her daughter's opiate habit started when she tried her boyfriend's Oxycontin pills. She says within 3 months, Eva was an addict. Around that time, Faure confronted Eva after she got sick, lost weight and her personality changed. Eva revealed her addiction and agreed to enter rehab. Faure says after nearly 2 years of being sober -- Eva's landlord found her dead from a methadone overdose in her La Jolla apartment. While Faure still has questions about how the methadone got into her daughter, there's no questioning how she feels about those who traffic large amounts of opioids. 1114
SAN DIEGO (KGTV) - Homeowners in La Mesa are being warned their houses could be at risk of a destructive pest: Formosan subterranean termites.San Diego-based company Thrasher Termite & Pest Control made the unfortunate discovery this month in a La Mesa home."Unlike native subterranean termites, the termites we observed were extremely active, didn't flee when disturbed, and the soldiers went into attack mode. They had hollowed out large areas of structural wood, always staying just beneath the exterior paint and unnoticed by the homeowner," said Garrett Thrasher.They're deemed "super-termites" due to enormous colonies up to two million strong. The pests can cause significant structural damage within six months unlike traditional dry-wood termites, which take 10-15 years to do similar damage.RELATED: Heat and humidity creating perfect conditions for bugsThe invasive species of termites was first discovered in La Mesa in 1992. Efforts to eradicate the population were thought to be successful, but pest control experts say that's no longer the case. Years after the discovery, monitoring efforts eventually stopped due to a lack of funding."They can't fly very far, but there's so many of them that they've continued to survive since the last sighting," said Thrasher.About 60 homeowners have received letters from San Diego County officials warning of potential risk.Thrasher says it's hard to say how large the problem is but he believes the pests have a strong foothold in the area.According to the University of California Agriculture and Natural Resources, the 1992 Formosan subterranean termite infestation was estimated to be about ten years old. This age corresponds to a time that a family living at the epicenter of the affected area brought wood and potted plants with them when they moved to La Mesa from Hawaii. SAN DIEGO (KGTV) — Eight San Diego County gyms have filed a lawsuit against state and county leaders over the public health orders due to the coronavirus pandemic.The gym owners say that restrictions on their business by California and the county have caused, "difficulty in satisfying their financial obligations, having been forced to lay off a significant number of employees" and they have "expended large sums of money in an effort to comply with Defendants’ vague orders."Gym owners say they have lost tens to hundreds of thousands of dollars, in some cases, retrofitting their businesses to be compliant with reopening measures.The Plaintiffs include Metroflex Gym in Oceanside, Ramona Fitness Center in Ramona, Boulevard Fitness in University Heights, Deadweight Strength in Grantville, Convoy Strength in Kearny Mesa, IB Fitness in Imperial Beach, and Being Fit in both Clairemont and Mira Mesa.The owners added that they have sought clarification of the orders and how they're enforced by law enforcement and the county, but have not received any clarification from officials.The lawsuit claims that public health orders labeling their businesses as nonessential without allowing them to challenge it, and mandatory closures, are not constitutional.Defendants include Gov. Gavin Newsom, all five San Diego County supervisors, and the mayors of each city where the gyms are located. SAN DIEGO (KGTV) - Finding a place to live is about to get easier for low-income San Diegans.Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019, a new amendment to San Diego's source of income ordinance will prevent landlords from declining a tenant-based only on the household receiving rental assistance."It's safe and everything is right across the street from me," said Maria Hernandez.That's how Maria Hernandez describes her neighborhood in Poway.Maria uses the Section 8 voucher program to help pay the rent. She says she waited about five years for that help."You know without Section 8, I don't know where me or my daughter would be," Hernandez said.Hernandez is lucky. Her landlord accepts Section 8. That's not always the case."I guess there's like that stereotype of people that are on Section 8, you know they think people are going to destroy their homes that people are poor who live on Section 8."Starting August 1, 2019 landlords and property managers in the City of San Diego cannot refuse an application from a prospective tenant, charge a higher deposit, or treat them differently in any other way based on their source of income.According to the San Diego Housing Commission, under the new ordinance, landlords and property managers cannot advertise or state a preference for certain sources of income. The tenant must still meet other requirements for tenancy and have the financial resources to pay any rental amounts not covered by the voucher/subsidy. Landlords and property managers must include any rental payments made by the voucher/subsidy when determining whether the applicant meets the minimum income requirements. Landlords and property managers may ask what an applicant's source of income is as long they do not discriminate based on that information."I want to give an equal treatment to every single San Diegan," said San Diego City Council President Georgette Gomez. "No matter how you're going to pay your rent, everyone should be looked at as an equal applicant."Gomez championed the changes to the city's law. She says for some it could be life-changing, allowing renters to choose what part of town they live in not just who accepts their form of payment."It's not just about housing, but better jobs and just an ability to not have that stress," Gomez said.The anti-discrimination policy is just one move making things more comfortable in San Diego.According to SDHC, "Effective July 1, 2019, SDHC increased its payment standards for the Section 8 Housing Choice Voucher rental assistance program, which helps more than 15,000 low-income households pay their rent. Raising the "payment standard" expands rental opportunities for families by allowing them to consider housing units with higher monthly contract rents, which are paid by a combination of rental assistance from SDHC and a portion of the tenants' income."Also, starting in August, the SDHC will launch the Landlord Partnership Program, which provides incentives to landlords to rent housing units to SDHC Section 8 Housing Choice Voucher rental assistance participants. SDHC tells 10news it will expand the Landlord Services Team, composed of specialized staff, to provide quality customer service to landlords and support families in the move process to ensure timely lease-ups.The agency also launched The Landlord Advisory Committee to identify best practices, programs, and incentives to attract new landlords to the Section 8 Housing Choice Voucher program. Its windows are completely covered by brown paper, and the door is shut.But on the other side of those coverings, it's very much business as usual."I have the right to at least fight for my business," said owner Meagan Crowell.Crowell said she could not stomach another closure. She said she only got a ,000 federal Paycheck Protection Program loan, and no other stimulus benefits to help get through."I have two kids," she said. "They are two and four years old and I'm not going to sit back and allow them not to eat."Crowell says she takes the virus very seriously - and that she dipped into her savings to make her salon COVID safe and keep the lights on. But those efforts are still not enough for the governor's new shutdown order, which says salons must close as ICU capacity continues to decrease.And other than two clients rescheduling, Crowell says she's completely booked."I want you to always love the person you see in the mirror, and I think mental health is a huge, huge issue," she said.Meanwhile, the county has served nearly 30 restaurants, bars, gyms and religious organizations with cease and desist orders since the shutdown took effect Monday.
