SAN DIEGO (KGTV) - Police are searching for a man who reportedly grabbed three women on three separate occasions before running away.The most recent incident was reported on Feb. 25, at about 7:30 p.m. near the intersection of Iris Ave. and Oro Vista Rd. A 22-year-old woman was walking when an unknown man walking in the opposite direction grabbed the woman's breasts and ran away, San Diego Police said.The incident is similar to two others reported in the same area.The first one, on Oct. 30, 2017, happened at about 7:30 p.m. and the second on Jan. 17, 2018, at about 9:30 p.m. Both occurred in the 1500 block of Oro Vista Rd. with a similarly described suspect who grabbed the women and ran away.The suspect is described as a Hispanic male in his early 20s, about 5-foot-6, and weighing about 220 pounds. SAN DIEGO (KGTV) - One of the top brass at the San Diego Sheriff’s Department is facing an allegation of inappropriate conduct, Team 10 confirmed.A San Diego Sheriff’s spokesperson confirmed that Assistant Sheriff Rich Miller received a complaint and released this statement to Team 10:"The Department has received a complaint alleging inappropriate conduct by Mr. Miller. The San Diego County Sheriff's Department takes all allegations of misconduct very seriously.  As a result, an investigation is underway.  Mr. Miller is currently using accumulated leave time until his planned retirement date.  We cannot comment further based on the pending investigation." 686

SAN DIEGO (KGTV) - Neighbors renewed their concerns over jets rattling their neighborhood less than a week before the F-35 arrives at Marine Corps. Air Station Miramar.The same concerns from University City neighbors voiced in letters to Miramar date back to at least 2012, according to MCAS Miramar Director of Communications Capt. He pointed to a gray square and said that entire area over the base up to 10,000 feet is controlled by the Federal Aviation Administration.Right off the end of the flight deck sits University City, where tragedy struck more than a decade ago. An F/A-18 crashed after having engine trouble, killing four and destroying two homes.With the F-35 coming to MCAS Miramar next week, neighbors are concerned the single-engine jet poses a higher risk.Capt. Gregory says the aircraft is arguably safer, "it is much easier to diagnose any issues and fix those issues."Neighbors are also concerned where the F-35 will fly, "the goal is to have flights as much as possible follow the approved flight paths," San Diego Council President Pro Tem Barbara Bry said.She was referencing a map with different colored flight paths. The Marine Corps. stated that map is from 2005, and shows average flight paths based on 5,000 annual operations. They said the map is disproportional and it is solely meant to illustrate the average flight paths for land developers.That came as news to Bry, "I don't think the community understands that. They understand that these are the flight paths they will take."When it comes to noise, "the Navy and Marine Corps have been flying F-18s here in San Diego for the past 30-35 years, so it's going to be very noticeable when the F-35s get here and start taking off," Capt. SAN DIEGO (KGTV) - New statistics from San Diego County show the zip codes closest to the border have the most cases of COVID-19.According to the County's Coronavirus Heat Map, the zip codes 92154, 91911, 91910, 92113, and 91950 are the five highest for positive tests. Those zip codes make up the area of the County stretching along the harbor from San Ysidro through Chula Vista and National City.Those five zip codes account for more than 21% of all the positive tests in the County.The zip code that makes up most of San Ysidro, 92173, has the highest number of cases per capita in the County. In that zip code, one out of every 14 people has tested positive."We don't want these numbers to continue going up," says Adriana Bearse, the Research Program Manager for San Ysidro Health."When cases rise, it's not only people's health that gets affected. It's also other aspects of their lives like their job situation and their family situation."Bearse says the Pandemic is taking a disproportionate toll on the South Bay's minority community, especially among Latinx and Hispanic populations."These people are working essential jobs, people who may live in multi-Generational households, and also people who may not necessarily have as much access to other resources as other people in the community," she says.That includes less access to quality health care, food assistance, and financial assistance. The lack of help leads to more cases and more deaths.County records show 50% of San Diego's COVID-19-related deaths are among Hispanic or Latinx people, even though they make up just 34% of the County's total population.It's starting to take a toll on the South Bay healthcare system.At Sharp Chula Vista, the ICU in their brand new tower is 85% full. Of those patients, 38% are either COVID-positive or under investigation for COVID-related illness.Emergency Doctor Karrar Ali says it's overwhelming to think about what could happen in the next few months if cases keep rising."If the prediction is that this is going to be another second or third or fourth wave, I don't know if anyone's going to be prepared," he says.Healthcare workers in the South Bay are finding some solutions.Dr. Ali says sometimes it's as simple as reminding everyone to wear a mask and social distance.Bearse says San Ysidro Health has several outreach, discount, and educational programs available. One, "Testing With Care," offers a free telehealth visit to anyone who gets a COVID-19 test."That way, we can help walk the person through all these follow up items that are needed," she says. The four-night convention begins with a roll call on Monday evening from delegates who take turns stating their pick for the nominee. California Republican National Committeewoman and Delegate to Republican National Convention Harmeet Dhillon said they are expecting a unanimous vote for President Trump and VP Mike Pence.Then, top republicans and citizens will speak through the next few nights. President Trump is expected to speak Thursday evening, but the schedule also shows he will be in the program to some capacity every evening.This would typically be a time when hundreds from California attend, but with coronavirus restrictions, that’s not possible this year. Dhillon said California would typically have 170 delegates, an equal number of alternates and guests, but that number has dwindled to just 6 for 2020. She said everyone in Charlotte has taken multiple coronavirus tests and said she feels safe with the health guidelines being practiced.Dhillon also said that she encouraged people who would not be flying to the RNC to donate the money saved from staying home.
