SAN DIEGO (KGTV) - San Diego churches have an idea to help solve the housing crisis. They want to build affordable housing on their unused land.UPLIFT San Diego is leading the effort, called YIGBY (Yes in God's Back Yard)."There are 1,100 churches in San Diego County with over 3,000 acres of property," says UPLIFT leader Tom Theisen. "If just 10% of those churches, 100 churches, were to build 20-30 units each, we're talking thousands of units of housing."Theisen used to serve as the Board President of the San Diego Task Force on the Homeless. He's now spearheading the YIGBY effort for UPLIFT."I can't tell you how many faith communities have called me and asked what they can do to help," he says. "I have a hard time telling them to hand out blankets and peanut butter and jelly sandwiches. They want to do something that makes a difference, and housing makes a difference."Theisen says he already has 12 churches that want to build housing.One church that is already working to make the idea a reality is Clairemont Lutheran Church. They have a plan to build as many as 21 units on land that is currently part of their parking lot."Using our parking lot for something other than empty weeds growing seems like a good idea," says Pastor Jonathan Doolittle."We want something that works in the scale of our neighborhood, so our neighbors don't notice a huge change," he says. "But, we want it to be large enough to make a difference in the lives of those who need a place to live."Doolittle shared preliminary floor plans and renderings of the apartments. He says the church has been trying to get the project going for four years, but red tape keeps holding it up.One problem is changing zoning rules on the land. The other is parking regulations with the city.The plan would take 20 spots out of the parking lot. City law requires a certain number of parking spaces per church based on pew capacity. Without those 20 spots, the church would be under the legal requirement.Doolittle says his church only reaches capacity on major holidays. The rest of the year, those spots sit empty. He also pointed out that the church is on a transit corridor, and new city laws saw affordable housing is not required to have parking along transit corridors.UPLIFT has already met with Mayor Kevin Faulconer to discuss ways to ease those requirements on churches and other faith-based organizations that want to build affordable housing units. Theisen says churches would be more sensitive to concerns within the neighborhood than a private developer."These projects are self-sufficient," he says. "We can do as many of them as we have willing churches to work with us."UPLIFT hopes that a successful start to the YIGBY project will spur similar development. He thinks unused land owned by non-profit groups, health centers and even the City of San Diego could also be used for housing. 2888

SAN DIEGO (KGTV) - San Diego Police are investigating the discovery of a man's body in the water off Mission Beach.Lifeguards discovered the body about two and a half miles off the shoreline about 11 a.m., officials said. They had been drawn to the area by a fisherman who saw a flock of seagulls in the water and went to investigate.When they found the body, the man was only wearing only board shorts and was found with a chain around his waist.San Diego Police Homicide Lt. Anthony Dupree described the chain as a "half-inch linked chain. It almost looks like someone may wear it as a belt."Lt. Dupree also said there were no obvious signs of trauma or evidence that the body had been weighed down with anything, but the chain was concerning.The man's identity was not immediately released. SAN DIEGO (KGTV) — San Diego is known for its many picturesque views along the coastline, but some of the county's most scenic vistas are further east.San Diego County park rangers want to encourage locals to experience the serenity at some of their favorite places to hike. Many of their top spots offer a view from up high of rolling hillsides in Ramona, wildlife in its natural habitat near Julian, and unique vegetation surrounding Pala.All one needs is their phone and a joy for the outdoors (in addition to hiking essentials).Here's where you can find park rangers' picks and why each trek is a favorite:Wilderness Gardens (14209 Hwy 76, Pala, Calif.): "Take the Upper Meadow Trail 3.2 miles to a large grassy expanse with seasonal wildflowers. Also, look for the foundation of an old grist mill on the County Historic Resource Board’s list of historic places. The foundation is about 0.8 miles into the hike."Agua Caliente (39555 Great Southern Overland Stage Route of 1849, Julian, Calif.): "Keep your eyes open for bighorn sheep as you walk along the Marsh Trail, and snap a selfie about a half a mile in at a palm grove. The trees are sure to please."El Capitan (13775 Blue Sky Ranch Road, Lakeside, Calif.): "You’ll really need to work for this photo. Take the main trail up, up, up. Feel rugged and pose next to an abandoned Jeep located near mile 5."Mt. Gower (17090 Gunn Stage Road, Ramona, Calif.): "Take the challenging Mt. Gower Ridge Trail to the summit, look for a granite boulder outcrop that mimic fangs. They are located around the 3-mile mark. Take a fantastic photo!"Lake Morena (2550 Lake Morena Drive, Campo, Calif.): "Head out on the 3.4-mile out-and-back dam access trail. At the scenic turnaround point, there is a gate to a historic dam that was constructed at the turn of the 19th century."Santa Ysabel East (500 Farmer Road, Julian, Calif.): "From the Farmer Road Staging Area, hike 2.3 miles to the Kanaka Loop junction and turn right. Following the Coast to Crest Trail 1.5 miles to a picnic table shaded by a stately oak. Enjoy the views of Palomar Mountain to the north and Cuyamaca Peak to the south. BYOB lunch and camera."Ramona Grasslands (Trailhead and staging area are on Highland Valley Rd., just east of Archie Moore Rd. in Ramona): "In addition to the usual animals you might expect to see at a County park, the Grasslands are home to cattle. If you see one, mooove to the side of the trail, keep your distance and snap a pic."Volcan Mountain Wilderness (1209 Farmer Road at Wynola Road, Julian, Calif.): "Stride through an art installation at the Volcan Mountain Preserve trailhead to start this pictorial hike. Then trek 2.5 miles up to a telescope, and continue on for about a quarter of a mile to the historic Lightway Beacon Tower – used in the 1920s by airmail carriers. Take all the pictures."Heritage Park (2454 Heritage Park Row, San Diego, Calif.): "Capture the history of Temple Beth Israel and its well-preserved 1800s-era style architecture."Tijuana River Valley Regional Park (2721 Monument Road, San Diego, Calif.): "Spooner’s Mesa offers panoramic, international views of the coast; look south into Mexico and north across miles of San Diego County coastline. The mesa sits above the river drainage – a little over 1.5 miles from the trailhead off Monument Road."Louis A. Stelzer County Park (11470 Wildcat Canyon Road, Lakeside, Calif.): "Pass the westernmost playground to climb the 0.6-mile Stelzer Ridge Trail, and veer right to the Kumeyaay Promontory – or continue on to Stelzer Summit to see the most spectacular landscape views."Los Pe?asquitos Canyon (12020 Black Mountain Road, San Diego, Calif.): "Visitors may see a small waterfall at the west end of the preserve. Just follow the easy 6.8-mile Los Pe?asquitos Canyon loop trail. Snap a pic at the falls. Also, stop by to meet two goats with big personalities. SAN DIEGO (KGTV) -- San Diego is one of the least affordable cities for renters, according to a new report by WalletHub. The new report looked at 182 cities around the United States and ranked them based on rental affordability and quality of life. According to the report, San Diego is the 177th least affordable place to rent out of the 182 cities. Only five cities in the U.S., most of them in California, are less affordable than San Diego. Those cities are Santa Ana, Santa Rosa, Bridgeport, Connecticut, Oceanside, California and Hialeah, Florida. However, when it comes to quality of life, San Diego placed 2nd, only topped by Scottsdale, Arizona. Overall, America’s Finest City placed 44th on the list. Although San Diego is expensive, it may be more affordable to buy a home than rent is some areas. A new report found that it is actually more affordable to buy than it is to rent in Chula Vista. A new program also vows to help teachers buy homes. 967
